ABSTRACT
The whole research project is based on analysing health and safety issues in textile
industries in Mauritius. The project will critically evaluate the health and safety issues as well as
necessities in businesses in order to promote well-being of people at work place effectively. The
health and safety obligations and other issues will be discussed of employees of Hoksun Co Ltd.
It is necessary to ensure workplace safety of employees in order to keep them aware of
dangerous issues and machineries which are prevailing in business effectively. It can be said that
such types of hazards are normally seen in textile industries where the risk is high of getting
injured. The current dissertation is based on analysing and determining issues related to
workplace safety in terms of health and other safeties which are necessary for an employee in
business. The involvement of employees in health and safety programmes as well as issues
concerns will be discussed in this dissertation. In addition to this, the dissertation will be cover
key issues related to employees in terms of health and safety with one of the most effective
textile businesses in Mauritius which is Hoksun Co Ltd. This will be focused on managing
health and safety environment at workplace for employees in company with their participation
and active involvement. In addition to this, business is also responsible for promoting health and
safety environment within firm and engagement of workers towards occupational safety,
education and accident promotional activities. It can be said that it is necessary to reduce health
and safety issues in order to work without any hesitation or fear of injuries. Involvement and
participation of employees will help to solve health and safety issues by active engagement of
workers towards health and safety effectively. This can be also solved by managing ideas and
strategies provided by management in order to reduce health and safety issues at workplace.

CHAPTER 1: INTRODUCTION
1.1 Background
Workplace health and safety are some issues affecting business production and
employee’s work. The main problem considered by this scenario is health and safety issues of
workers at workplace. It is the duty of management to provide shelter and mindful activities to
full-time and part-time maintenance workers. Occupational health and safety administration of
Mauritius is the biggest as well as largest body involved in health and safety issues which are
mostly occurring in these time in textile businesses. It can be said that injuries and hazards are
now one of the common issues for businesses at the time when a worker is working in a risk
prone area (Khan, Mustaq and Tabassum, 2014). The risk of getting injured is high in textile
businesses that there are a lot of machineries which are dangerous for health and cause numerous
accidents. Human resource management is responsible for managing and controlling health and
safety issues within company in order to promote health and safety considerations. Business
management is also in a charge for ensuring workplace safety of employees and also to produce
environment of safety.
1.2 Background of company
The textile and garments industry of Mauritius is key sector of country’s economy which
was originated 40 years later. At the initial stage there were only small manufacturers who were
giving their services and products to country or its domestic market was limited. But currently
this sector or industry of Mauritius is growing immensely and not only covering country but all
neighbouring and countries of South and East Africa as well. Textile industry of Mauritius is
about $1.2 billion sector with about 5.5 million people of country employed within. The industry
is been divided into many sub categories like that of apparel and garments, ethnic wear, fibre,
yarn, fabrics, home textiles, textile mills and machinery etc.,
Hoksun Co. Ltd is situated in Mauritius working and operating as most profitable textile
company of country. The company is been operating in various other countries with which they
are having excellent export and import relations in terms of textile products. Hoksun forms
amongst leading and successful companies in dyes manufacturer and also providing variety of
colour to clothes, paper food, leather, plastic and coating into country. Other than this it is also

involved in health and safety issues related to workplace safety in order to reduce negative
impact of unsafe environment within business (Chinniah, 2015). It can be said that there are
many accidents happening these days in businesses like textile, manufacturing and chemical
industries which is affecting employee’s obligations and workplace safety as well. The study will
examine various factors which produce health and safety issues related to employees which will
help to make strategies and plans that help to create a safe environment at workplace effectively.

It can be said that employees' participation is also decreasing due to the workplace safety issues
which is not good for business and also affect production and profitability. The study is
important that it will undertake employees involved in execution of safety measurement which
will help to increase workplace safety.
1.6 Significance of the study
The current dissertation is based on health and safety issues in textile firm such as
Hoksun Co Ltd. This will help to evaluate different factors of health and safety at workplace
which help employees to ensure that they are working in a safe environment. The study will help
researchers as well as scholars and students to analyse the negative impact of health and safety
issues within business and at workplace (Zamani Svanström and Peters, 2018). This will also
help to gain knowledge that how a firm is able to manage their health and safety issues in order
to reduce them. The further implementation of strategies and plans in order to provide workplace
safety for employees will be discussed which will provide an idea to students in order to
overcome with such issues efficiently. The dissertation will also help researchers to research on
the same topic for the better understanding and knowledge.

Hoksun Company is a textile company. This company has been running for the last more
than four years. Currently about 25 employees are engaged with this company with their
different experiences. Five employees have been working here for last few months, means they
have less work experience. There are about 10 employees who are going to be promoted in
recent upcoming days. Five people have been working here for last four years and they have
been promoted already with their good positions. These all promoted employees are the senior
employees of the company and they have more responsibilities towards the company. The super
senior’s employees of the company have been working here for last 4 years and they are only 5
in numbers. These are the most experienced people with their high paid salary by the company. It

are working in night shift and like to work in this shift only as this is the time when least

being provided by the company. Four employees are saying that medical services provided by
the company are not according to the promises made by the company. Finally, two employees
have completely faded up with the medical services for these two people there is nothing as a

Involvement of employees in decision making process regarding health and safety
Many decisions are taken for the betterment of company. Good companies always
involve their important employees at the time decisions are taken. Here among 25 employees
only 9 employees are in favour that a company should involve their employees in decision
making process. There may be reason behind this that they have been working there for many
years so they know more about the company. Six employees are not completely agree with this
type of statement but they may be supportive when anything will be asked to them.

Here are few newly joined employees who don't have more ideas about the company's'
profile so they are not going to take part in the decision-making process of the company. But
they are also not in against of the statement. It may be possible that they may take part in
decision making process in future after gaining their experiences. Finally, only three employees
left in the company who are totally against the statement and they never agree to take part in the
decision making process of the company. The reason behind this may be that their ideas had
been rejected in pastor no one listened to them so they are not interested.
Highest priority is safety for company
Safety and security of employees is very much essential as included within literature
review part as well. This means that labours including those in management staff or whether in
factory base are all responsibility of senior level management that they are providing health and

safety environment to them. If company is not been able to provide health and safety
environment then it becomes difficult to manage and train employees. There is increased risk of
occurrence of hazard and accidents into company if management is not able to priorities safety,
health and security of employees while working. Number of incidents occurs in textile industry
which leads to various sever injuries and accidents with employees or other technical instruments
of company. This is creating increase of loss to human health and cost to company so it is better
that they are prioritising health and safety of employees and that of other instruments in textile
company like that of Hoksun.

so 7 of them said that yes highest priority of company is their health and safety only. All 7 of
them strongly agreed to this point as number of time they identify that company is taking strong
steps in initiating safety of company. While 4 of them also agreed on this question but their
opinion was not having very strong agreement as they only slightly agreed on to company’s
priority upon employee’s health and safety. Highest among them which are 8 of them were
having moderate or medium view on the topic of priority of company on safety of employees.
On the other hand there were some employees who sometime have experienced that
company has nothing to do with their health and safety. So among this also 4 of them were
disagreeing on this including that they did not agree with whether company is caring or
interested into their safety or not. Besides 2 of them highly disagreed on this point of company is
not taking any kind of strong efforts or steps to safeguard the life of employees.

that they totally disagree with the point that safety inspections is done regularly or not.

need to be shared among employees. This is necessary so that all employees who were not been
involved into that incident must be having knowledge about that accident and how to resolve that
as well.

8 out of 25 respondents included that there is provision of publishing the accident report
on notice board of factory and also sharing it with all other employees. They all strongly agreed
upon this above stated point. While 9 of them were only agreeing onto this point and they also
included that there is provision of sharing accident report among employees and also putting that
on notice board. There were some who were only neutral as 3 of them was having no clear idea
related to this as they neither said Yes nor No on this point. In addition to this 4 of them were
disagreeing that company is not having any kind of accident report publishing on notice board

and it was also not shared among employees. Lastly only 1 of them included that he strongly
disagreed on this point and included that company is not been involved in preparing any accident
report nor into its sharing or publishing as well.
Presence of dust and gases that is injurious to health and working environment
Dust and gases are the main source of unhealthy working environment which includes
that there are many results if environment is not kept clean. If there is dust and gases that are
presence within the work place especially in that where employees are actually working then it
would be injurious to health of employees. So it is the duty of management that they are been
ensuring that working environment is kept neat and tidy so that there are no chance of injuries to
employees. As they are the one who is majorly affected or exposed to all kinds of risk to injury
so their safety is of utmost importance.

7 of 25 respondents said that they don’t think that there is any kind of presence of dust
and harmful gases which could be injurious to their health in their working environment. This is
good thing that there is no presence of dust and of gases which could be harmful for employees
who are working within factory. 7 of them were disagreeing with this by saying that there is very
neat and clean atmosphere while they are working within Hoksun factory so there are very
limited chances of them getting injured on that affecting health of employees. 6 of them were
having only moderate answer as they did not added much towards this particular question so
their idea and thought was quite neutral on to the question asked. 2 of them agreed that factory is
having presence of dust and gases which would be harmful for health of employees and 3 of

them strongly agreed to this. They said that there are high presence of gas and dust in atmosphere
which is due to not conducting timely and regular clean-up of factory premises.
Special examination of eyes, teeth and ears as and when needed
The company and management must be organising camps for regular health check-ups
for employees especially on part of their eyes, teeth and ears. All these health examination is
important on the part of management to conduct these as and when needed so that health and
safety is maintained of all employees. There must be special examination of eyes, teeth and ears
as and when needed or on regular interval of time. With the help of this type of examination or
test employees would be healthy and their check-up can be identifying all kind of problems or
disease if it is there.

9 out of 25 respondents included that there is a special examination of eyes, teeth and
ears of employees are done on regular bases or as and when there is need of it. This could be said
that it is very good practice of management that if they are been able to conduct such special
check-up for all employees of factory. While 6 one of them were who only agreed on this that
there is regular check-up of eyes, ears and teeth of employee which is helping them to identify
any problem with any of the body parts stated above. 7 were of them reacted on neutral bases as
they were having no clear idea of whether Hoksun company is incorporating special examination
or not. 2 of respondents said that company is not at all incorporating any kind of check-up in
analysing the regular need of eyes, ears and teeth of their employees. in addition to this only 1 of
them included that he or she was in complete disagreement on part that company is not at all

Interpretation:
Safety measure plan would be known to as that planning which includes all kind of safety
precautions which is needed by company so that they could be ensuring safety of all employees
within factory and company. Under this type of plan all procedures and precautions related to
safety and its measures are been taken so that management could be performing correct health
and safety implementation. It is regarded to as most important part as this becomes easy for
management to take care of this safety measure so that employees are been protected and having
knowledge of hazards included.

So it could be said that 15 out of 25 employees agreed with the point that yes Hoksun is
following safety measures plan and it is also been implemented on regular bases. While 5 of
them were neutral on this part as they were having no clear idea of whether company is
following safety measure plan or not. In addition to this 5 of them said that Hoksun is not been
implementing any kind of plan related to safety measure.
Theme 10: Recommendation for further changes or betterment.
Interpretation:
On the bases of all the above question and their interpretation done by researchers side
there were some recommendation which was given by employees or 25 respondents who were
included within this health and safety model of Hoksun Company. It was suggested by
respondents the following points like that of:
1. Safety inspection must be done on regular bases which would be helping employees and
management in knowing about incidents or accidents occurred.
2. Promotion of participants of employees within their own health and safety should be
done by management so that they are suggesting and putting some ideas related to all
kinds of safety.
3. There must be regular program of training for health and safety of employees so that they
are knowing all about risk and hazards associated while working.

CHAPTER 5: CONCLUSION AND RECOMMENDATION
5.1 Conclusion
From the whole above dissertation or study on analysing of health and safety issue of
Mauritius textile industry it could be concluded that taking care of health of employees is duty
and responsibility of management. Under this study critically evaluation of all health and safety
issues and how it is important to promote participation of employees were included. It becomes
vital that textile industry is ensuring safety and security of employees who are working within
company. All of them must be aware of what hazards and risk are associated with working
environment if company or those of factor as there are chance of getting injured or hurt. So it
would be concluded that all things which are been included within health and safety measures
like that of safety plan, accident report, risk assessment plan and hazard related steps should be
known to employees. Company like that of Hoksun should be creating environment of promoting
and improving health and safety environment. It is essential on part of management that
workplace health and safety issues which would be affecting employees must be known to them
so that they could be able to learn how to save themselves and others during the time of any kind
of hazards.
It is required as the company that they are encouraging all employees to take part in their
safety and health programs and the activities which are managed by company. Hoksun is
implementing many type of health and safety measures and activities related to it which is not
helping employees to identify risk but company could also be knowing how to resolve the issues.
The conclusion would be made based on investigation incidents are the most important thing
which management is doing within textile industry. Then keeping and sharing all incidents
among employees is also very much important as this would be enabling organisation to educate
staff of company on regular bases. There are number of risk and occupational accidents which
are been related by business and all of them are directly impacting employees as they are most
prone to risk. It is duty of management of Hoksun that they are not only controlling risk and
hazards but also educating employees about it, promoting their involvement within this health
and safety measures as well.
5.2 Recommendation
On the bases of above report and its conclusions there are some recommendations that are
to be made so that it becomes easy for others to understand measures related to health and safety.

Management must be listening to all health and safety issues which are related to
employees so that they could be able to participate within policies making related to this
health factor only.
Hoksun Company must always be prioritising safety of its employees so that this could
be attracting more employees to get associated with textile mill.
All kinds of Occupational health and safety acts and regulations are to be followed by
company which is regulating the effect of safety upon employees and helping company to
face all legal issues.
Various types of training and other development plans must be implemented within
company so that this is enabling management to effectively teach employees about health
related issues while working in textile industry and how could they resolve it.
