Literature Review
Diversity is a phrase to reflect ranges of different things or state of being diverse. The
diversity could be different group of cultural individuals, diverse group from various nations,
diverse group from various ethics and values. There are various industries which require
diversity management along with the impact of this aspect on the organisation. The research
reflects the aspect of diversity management, which reflects actions taken by organisation in
order to enhance or promote the inclusive of individuals from various backgrounds in an
organisation to work towards the organisational objectives. Health system reforms in United
Kingdom were introduced in 1990 which was relaunched in 2000 with the NHS plan (Sheaff
et al., 2018).
The literature reflected that considering inpatient hospital services, supply health services that
are the diverse providers which reflect a good quality as compare to NHS traditional
providers also there are various opportunities that reflects expansion in scope and scale as
providers of commission services by NHS. The study has utilised patient experience through
analysing survey data in order to assess if the hospital ownership is impacting the services
quality as reported by NHS patient considering the area except clinical quality. The data
collected through the research reflected to show that higher quality services has been
provided in private hospitals then compare to the public hospitals. Other than this the
empirical study reflected that understanding of the performance difference has led to a more
nuanced (Sheaff et al., 2018).
Firstly the research reflected that the analysis from all the sectors has provided greater quality
in some of the specific speciality that is the expertise in some or the other area. On the other
hand the analysis reflect that the quality of patients have reflected differences when it comes
to Experience of different sectors mainly reason due to attributable characteristics of patient,

characteristic of each Hospital, selection of patients in every hospital instead of hospital
ownership as such. Considering the control over such differences reflect the NHS patients to
be average likely when it comes to the experience considering the quality of public as well as
private sector Hospital. However it has been analysed that some of the patients with
relevance to specific treatment types, especially straightforward treatments, private sector is
able to provide better experience and an improved experience for patients instead of public
sector. Nevertheless, NHS found to provide a high-quality service and also reflected
overcoming the performance of private sector for various clients and services
(england.nhs.uk, 2020).
The literature also reflected distinguish between the ways services have been delivered by the
diverse providers. Take it to Account innovation, the qualitative research and literature
reflected the relevance of the process innovation that has majorly been introduced by thought
sector provider and new private sector which is not as strong for the case of traditional NHS
providers. This reflects lack of quality constant and innovation in NHS providers which
support the research problem identified previously (england.nhs.uk, 2020).
Taking into account current situation of NHS when it comes to diversity, equality and
diversity Council of this plan reflected to work in order to bring organisations and individuals
together in order to accomplish the personal vision, diverse healthcare system and a fair
system in healthcare. This has reflected everyone to count towards NHS constitution and
values in order to bring to the individuals of United Kingdom. This council has provided
visible equality and leadership towards the diversity issues around the healthcare services in
the nation. The purpose of this council is to shape healthcare for future constraints. This is to
assess improvement in accessibility, health outcomes and experiences for all the communities
and patients. Also this includes support to the NHS in order to consider optimum utilisation
of diverse talent and staff and become more inclusive organiser or employer in order to serve

the community. This equality and diversity Council of NHS establish and share a clear
evidence-based understanding while addressing the emerging issues and key issues by
acknowledging the strengths and opportunities for council networks and members in order to
make them participate in strategic conversation and challenges in order to encourage change.
Other than this the council also consider enhancing the awareness of council vision of
diversity and equality among the workforce, communities and patients. The council has been
co-chaired by John Sadler who is from NHS confederation and Simon Stevens who is NHS
England chief executive. It also considered a diverse membership list that has prepared across
the NHS, comes from the partner organisation of NHS and staff groups and from the patients
(Allen et al., 2018).
The equality and diverse Council has also reflected current review of function, form and the
impact. The major purpose was to ensure that the EDC is working towards more aligned
towards the objective as per the NHS five-year forward view. In July 2017 the meeting
conducted which has refreshed EDC, where the three high-level themes were considered for
the work program of EDC. First theme included enabling leadership capacity and capability.
As per this theme growing new leaders, externalising assets, prioritising and setting the core
local objectives along with focusing of bold aspiration, workforce being one major. Second
theme reflects embedding accountability and levers. As per this theme embedding and
developing allow the organisation to provide facilitation for continuous improvement on
aspect of quality, improvement on equality and including concentration towards influencing
matrix example quality accounts while linking to policy levers. Moreover it also focuses
towards major drivers for NHS. The third theme is crosscutting theme that is support to
system architecture. This include mainstreaming diversity and equality towards new
healthcare architecture which reflect unable others to highlight the leadership and
accountability or neighbours. Moreover this included the role of health watch that is for

intelligence and equality Data (england.nhs.uk, 2020).
Role of diversity and NHS reforms
The research reflected that NHS plan was set out as per the government vision in 2000
considering the modernisation in this industry and provision of the healthcare service through
radical reform and sustained investment. The objective for this reform was to provide patient
led NHS which reflects embodies a decisive shipped by the organisation from top down to
watch the bottom up. Along with this the development of self-improvement healthcare
service and divide service has been considered, where in the key drivers for this change
included clinicians, commissioners and patients instead of performance management and
national aspects. This reform have reflected decentralised commissioning, centralisation of
price setting, encouragement to diversity along with increased freedom to improve service
quality and freedom to innovate. Considering the commissioners, they are more engaged with
diversify providers considering Independent sector treatment. This reflect driver city of
providers as per the NHS reforms which reflect new provider to be enter for-profit private
sector, from the not-for-profit sector that include registered charities, local voluntary groups,
cooperatives, non-profit enterprises and also from public sector which includes new
community foundation trust (Sheaff et al., 2018).
A large set of reforms ranging from English National Health Service that is NHS, design in
order to replace by decentralise quasi-market then centrally directed targets. This has been
considered for autonomous providers in order to stimulate innovation and improvement when

organisation which includes transformation of NHS incumbents. Moreover this also include
new entry considering the Independent sector which, latter include third sector organisation
and for profit organisation including the social enterprises. NHS foundation trust is said to be
the former which included public and providers, where governance agreement are making
them able to control autonomously from government. However the reform has been argued
by government that the diversity of providers which would be from various organisational
sectors and ownership will possess complimentary abilities. Moreover the advantages of
diverse providers were also included an argument for health care so as to ensure fairness,
equity and quality (Alvai & Wahab, 2013).
Private sector and NHS

Swedish. The policy for increasing diversity of providers that included as part of NHS plan
has reflected various other opportunities to secure NHS contracts to private enterprises. This
plan specifically focuses towards importance of commissioners and additional capacity of the
health care centres Other than NHS in order to serve more patients. It has been analysed that
for various years for profit hospitals have considered some of the surgeries for patients of
NHS. The reform reflected increase in the use of such providers which are being used to
consider NHS surgical work on routine. Independent treatment centres were conducted by the
providers for profit, where someone found to be a relatively large chain and also include
publicly quoted companies (Brathwaite, 2020).

health economy is that is PCTD, PCTB, BCTC and PCTA. The purpose of this aspect was to
consider mapping the distribution of health care providers considering the health care for
older patients which reflects various ownerships that is by private for profit organisation,
public sector and social enterprises. The commission for social care inception reflected the
data for the research which present local health economy for health providers. CQC reflected
