ASSESSMENT 1- Written Questions
The main objective of work health and safety act is to ensure safety and security of
workplace so that employees are provided safe environment to work and contribute in
growth and success of enterprise. Both union and employer of organisation need to
coordinate take steps towards ensuring safe work place so that no harm or threat can be
caused to individuals life in any circumstances. Harmonising WHS law is a framework
emphasis on improve safety outcomes. Protect safety and security of employees and
reduce compliance cost for business (Goncalves Filho and Waterson, 2018). Further
more it include maintenance and strengthening national harmonisation of WHS laws, fair
and effective representation of each employees in the firm. Code of practices are
guideline regarding the way company can maintained standard of health and safety as per
the law for safety of individuals. Code of practices mainly deals with specific issue thus
does not undertaken all risk or hazard associated with business. Therefore, all standard
related to work health and safety need are necessary abided by employers in order to
ensure safety of employees at workplace so that they can make best use of their
capabilities.
WHS is law implemented by Australia to become legally binding, states, commonwealth
and territories must separately implement them as their respective laws. WHS regulators
in commonwealth are responsible to enforce and regulates laws in jurisdictions, the laws
is implemented in Australian capital territory, northern territory and South Australia.
Code of practices include way to identify and manage associated risk so that no harm can
be caused to workers that are performing several task in organisation (Shea and et.al.,
2016). Work health and safety act 2011 and work health safety regulation 2011 set
standards that employers need to follow in order to ensure safety of workers.
The main function of WHSMS is to identify associated hazard and find alternative
method to reduce the amount of associated risk that have likelihood to occurred. So, it
included clear protocols or process the way health and safety standard can be maintained

within organisation. The standard recommend on organisation structure is minimising
workplace injuries, continual improvement and ensuring compliance.
Records keeping contribute in effective workplace health and safety management system
by including crucial information related to standard operating procedures, register of
injuries and health and safety policies and procedures etc. Confidentiality and privacy is
the legislation requirement for record-keeping so that personal information of employees
cannot be harmed or disclosed in any circumstances (Williamson, Foley and Cartwright,
2019).

Three barriers in implementation of WHMS in organisation are avoiding responsibilities,
cost of safety implementation and staff ignoring health and safety. Several strategies that
could be fruitful in overcoming the barriers is to motivate and inform employees about
the importance of ensuring safety at workplace (Kilpatrick, Lê and Chesters, 2019).
A) Positive performance indicators measures actions that offers good OHS (Occupational
health and safety) outcome such as it included facts related to number and frequency of
injuries.
B) Outcome indicators can be defined as specific, measurable and observable characteristics that
represent specific outcome. For examples: number of claims, lost time injury frequency rates and
claim cost etc.
C) Qualitative performance indicators that cannot be measured in terms of numbers while statics
or value can be used to represent quantitative.
D) Internal and external source of information are newspaper articles, pamphlets and
educational, books contained information related to regulation set out by WHS Acts.
