Executive Summary
The e- governance system is the result of the digital dependencies. It is an example of the
connected government. The term connected government is initiated by UN. It has been
seen that the development of the e-governance helps to increase the flexibility of the
government as the citizens can connect with the government in an easy way. Apart from
that managing the issues of the citizens will become easier for the government. In order to
implement the e-governance system, certain technologies are needed to be used. One of
the most common technology which is used in this case is the ERP system. However,
implementation of the ERP system needs the use of the information centric models. The
main objective of this paper is to discuss the different aspects of the enterprise resource
management for the Australian Federal Government.

1.0 Introduction
The e-governance system is the digital system implemented by the government
through which the citizens and the business organizations can connect to the government in
an easy way. The citizens can let their problems known to the government easily (Chen et
al. 2019). Apart from that different applications to the government can be reached through
the use of the e-portal through the e-governance. This makes the whole system more
flexible and transparent.
There are certain advantages of the e-governance. With the use of the e-governance
system the merging of the different functionalities of the different departments of the
government organizations can be achieved. In this context, it has been seen that the UN
authority has invented a term called “connected government” (Shao, Feng and Hu 2017). In
order to implement thee-governance in a proper way, there is a need for using the right
technological system. For the implementation proper planning is needed along with the
evaluation of the different aspects of the implemented system.
2.0 Designing of the system based on the information
The designing of the system based on the information can be a system that will
generate the right information to the users. The system will indulge in the storage of the
data. Apart from that the processing of the right information is needed to be done by the
system (Mahalik 2016). Using the system which is information centric can be helpful for
designing the enterprise resource architecture for the organization as it will allow the flow
of right information.
It has been seen that implementation of the enterprise resource architecture needs
the flow of information between different departments of the organization. In this context,
the implementation of the information centric designs is necessary for the designing of the
system.
Advantages of using the information centric design for the e-governance:
There are various advantages of the using the information centric designs for the e-
governance. The use of the right information will help the enterprise resource system to
generate the right information to the users (Ziemba 2019). Apart from that the
functionalities of the different departments of the organization can be synchronized through
the use of the enterprise resource architecture. Apart from that this will also helpful to
increase the flexibility of the overall system.
Apart from that generation of the synchronization between the functionalities of the
different departments, it has been seen that use of the information centric designs will be
helpful to provide the right information to the users (Trivedi et al. 2018). Apart from that
the security of the overall system can be increased through the use of the information
resource architecture.
The availability of the data and information can be improved through the use of
enterprise resource architecture. The users and the government organizations can access
the data and information from anywhere and any place (Mogogole and Jokonya 2018). It
can be said that the use of the information centric designs in the organization will increase
the standard of the data generation in the organization.

Information maturity model
In order to improve the information centric designs used for the implementation of
enterprise resource architecture, different aspects of the information used in the
organization is needed to be improved (Dandabathula et al. 2018). The information
maturity model is the model that will generate the different information. The range of the
level for the determination of the information maturity model differs from zero to five
(Kumari and Singh 2016). In case, if the information maturity model rate the information
used by the organization as 0 it can be said that the standard of the information is extremely
low. On the other if the information used for the organization is rated five by the
information maturity model, it can be said that the information used in the organization can
be considered as the high standard (Mohammed, Ibrahim and Ithnin 2016). The use of the
information maturity model is accepted by the both the educational institutions and the
industries. There are various functionalities of the information security model. Selected two
functionalities in the information maturity model are –
2.1 Function 1: Management:
Level 1: In the level 1, management does not have the hierarchy to maintain. In this
situation the flow of the information is not going to be proper in the organization.
Level 2: The organization is concerned about the condition of the management. The
management of the organization is going to revamp the hierarchy of the management so
that the flow of the information can be done in a proper way.
Level 3: The documentation for the implementation of the proposed system is done
in this stage. The documentation process is important as the proper documentation will be
helpful to understand the requirements in a proper way (Suri 2016). This will mitigate the
chances of the scope creep during the development of the system.
Level 4: This stage is concerned about the execution of the documented plan in the
organization. This will help in the proper implementation of the information centric designs
through the ERP implementation system.
Level 5: In order to improve the flexibility of the information system and the
organization, the optimization of the implemented system is done in this stage. The
optimization of the system will be helpful for managing the flexibility of the e-governance
system (Waheduzzaman and Miah 2015). Apart from that the managing of the different
functionalities and the procedures are needed to be done so that the proper development
of the system can be achieved.
2.2 Function 2: Process:
Level 1: In the e-governance system, the processes are needed to be defined in a
proper way. However, the procedures followed in the system are on the ad-hoc basis.
Level 2: the processes those are necessary for the implementation of the e-
governance system is needed to be identified in a proper way.
Level 3: Dissemination of the processes is done at this stage. In this context, the sub
processes of the respective processes are identified in a proper way (Mital, Pani and
Damodaran 2015). Apart from that the planning and the execution of the processes are also

identified at the stage 3 implementation plan. In order to do this the analysis of the
requirements is needed to be done in proper way. Apart from that the recovery plan is also
carried out in this phase.
Level 4: In this stage the monitoring and the evaluation of the process are needed to
be done in a proper way. This will measure the effectiveness of the system.
Level 5: After the monitoring process, the system feedback can be generated. In this
case, further improvement of the system can be done on the basis of the feedback. The
optimization of the processes can be done in this phase (Mukti and Rawani 2016). In order
to do the optimization the redundant paths between the different processes can be
removed.
3.0 Enterprise information Architecture
Enterprise information architecture is the framework that is responsible for the
managing of the different functionalities of the organization. In this situation, the enterprise
resource architecture can be used for the implementation of the e-governance system
(Victor and Kimencu 2017). There are certain components in the e-governance system such
as organizational architecture, business architecture and technical architecture (Misra, Bisui
and Mahapatra 2018). The business architecture will define the business aspects of the e-
governance system. Organizational architecture defines the organizational changes needed
for the process. The technical architecture is concerned about maintaining the technical
impacts in the system implemented for the e-governance.
Advantages of the enterprise information architecture:
There are certain advantages of the enterprise information architecture. Some of these are-
ď‚· Achieving the goal: E-governance system has certain goals those are needed to be
fulfilled in a proper way. The implementation of the enterprise information
architecture will help the government to achieve the desired goal off the project.
ď‚· Process reengineering: The use of the ERP system will help in the reengineering of
the existing processes. This will make the improvised version of the existing
processes.
ď‚· Maintaining the flow of communication: The flow of the communication can be
maintained through the proper use of ERP system. In this case, it has been seen that
the flow of communication will be helpful for the proper implementation of the
system.
E-governance system and enterprise resource architecture
The e-governance system can be implemented through the use of the information
resource architecture. In order to implement the system in a proper way, certain things are
needed to be achieved in a proper way. There are certain things those are needed to be
implemented like social inclusion in the system. Apart from that the security of the
information can be maintained in a proper way.
The implementation of the ERP system can be done for the Australian Federal
Government. There are different services those can be included in the system (Choudrie et
al. 2016). These are- government to citizen service, government to government service and
citizen to government service.

the organization should be aware that the system is reliable to the users.
Technological dimension:
While using the emerging technology in the organization, the implementation is
needed to be followed proper steps. The accessibility of the system along with that the
execution time of the system are needed to be improvised (Mancini and Lamboglia 2017).
The use of the process engine is needed to be integrated in the system. Apart from that the
modular architecture can be followed for the implementation of the different functionalities
in the system.
Proposed system:
The proposed system is regarding the implementation of the e-governance system in
the organization through the use of the enterprise resource architecture framework. Certain
steps are needed to be implemented during the development of the proposed system. The
three components of the enterprise management architecture is needed to be implemented
in the e-governance system. For understanding the relationship between the different
modules of the system graphical notation can be used (DeLone and McLean 2016). For
keeping the track of the system, different matrices can be used. These can include legal
matrices, operational matrices. All these matrices can be implemented on the basis of the
qualitative and quantitative aspects.

are different modules in the ERP implementation and the existence of these three
components are necessary for the proper development of the system. Apart from that there
are certain benefits of using the information centric model for the ERP implementation. The
flow of information can be implemented in the right order. Apart from that the
synchronization between the functionalities of the different departments can be achieved
through the ERP system in the Australian Federal Government. It can be concluded from the
above discussion that the use of the ERP framework for the e-governance system will be
helpful to implement the idea of the connected government for Australian Government.
Some of the recommendations can be made for the further improvement of the overall
system these are as follows-

ď‚· The accessibility of the system is needed to be controlled in a proper way so that the
data cannot be accessed by the unauthorized person.

proper way so that they can handle the system properly.
