Empowerment is a general capacity of groups, person and also societies gain control to

among individuals and care workers contribute towards promoting as well as increasing service
users right. This report will include effectiveness of the procedures as well policies in a health
and social care setting for the administering medication. In the health and social care, service
users plays a necessary role and needs to giving with the better satisfaction of services. Factors
which can contribute to loss of social exclusion, participation and non- participation for the
vulnerable people will discuss under this report.

Legislation refers to the law which is introduced through the government in context to
regulate, authenticate, grant and sanction to events which examine protection of public and local
community. In the health and social care, government introduced many different and effective
rules and regulation. National Health Service (NHS) is a public funded health care system and it
provides the health care related services to people in United Kingdom. In all over the world, it is
a largest health care system (Fotaki, 2011). There are many different legislations which can
impact on the procedures and policies of NHS and it can contribute in maximising rights of
service users in health and social care given below as above:
Human Rights Act 1998- This act develops an effective contribution in increasing the
service users standards of health and social care organisations. This act gives fundamental
freedoms as well as rights to each person in United Kingdom. Legal system impacts procedure in
context to actions made through authorities towards users of services. This Human Rights Act
gives power to service users in order to utilize the effective and better services to assure the
effective treatment which is provided by health care organisation.
Health act 1999- Its main objective to improving better quality of health and social care
to patients through NHS and also develop many provisions which are intended to raising
coordination of care among NHS (National Health Service) and local authorities. This act gives

three main powers to people which gives the social and health services to the people. These three
main powers are :
Pooling of funds.
Development of more charges preparations.
Amalgamating service providers groups.
Equality act- This act is helpful in making the people equal for an organisation. On the
basis of this act, health care organisation should treat all patient equally (Johnson, 2011). It can
not discriminate any staff members or patients according to their social and health conditions.
NHS firm does not discriminate between all its patients.
1.2 Factors which may affect achievement of promoting and maximising rights of users
There are many factors which is necessary to determine as a factor and those can be
impact on achievement of service users rights who currently using the services in NHS. There
are some different factors which is used in order to maximising the service users rights in health
and social care. The factors which will contribute in meeting up with the demands and
expectations of service users. There are some factors given below as above:
Service users- These are people which are suffering and also need to the health and
social care services. Communicative plays a necessary and also big role in aware the service
users about their actual rights. If in case they will not be aware from their rights then will not
able to gain any kind of benefit (Lober and Flowers, 2011). In context to this, it is necessary that
communication service users and health acre organisations should be effective. If in case the
users of service is unable to interact then in this case these all details require to share with care-
taker. The health and service users should believe that legislation and government developed for
their advantage.
Organisations- NHS is a health care organisation which provides the health and social
care services to people in the basis of its procedures and policies. It is necessary to management
should follow all the rules of an organisation. In context to this, it is necessary that leadership has
a full control on organisation functioning.
Practitioners- These people faced with various factors that impact on their functioning.
There are many different policies and rules under which practitioners require to be perform and
they can not change any legal system. So, in context to this, it is important that there should be
an understanding among the service users and of NHS and practitioners.

1.3 Communication among individuals and care workers contribute to promoting and
maximising the rights of users
Communication refers to an exchange of ideas, opinions, thoughts among the two or
more than the two persons. In the health and social care sector, communication among the
service users and also care workers is necessary. It is important that communication should be
clear and proper. In case of care workers, communication process plays a big role.
Communication can be verbal, non- verbal, informal and formal among the health care firms and
service users which will contributing in increasing the rights of service users in an organisation.
It is determined that communication activities can contribute in order to increasing the service
users rights in the health care organisation (Munn-Giddings and Winter, 2013). Translation
services is an effective method which can promote the service users rights with the help of using
various communicational methods or channels. There are large number of users of services
which are belong to the diversified areas having various languages and their culture is also
different. In context to doing the effective and proper communication among the service users
and individuals, NHS organisation gives the translation related services which can facilitate the
service users in order to communicating their problems and requirement to individuals.
For an example- If there is an issue to service user in English Speaking, then in this case
translator will communicate all details and understand the service users for same.
It is necessary that NHS should establish and maintain the proper and effective
communication with service users to making them comfortable in NHS. Communication is
helpful in determining the service users perception. The individuals of NHS assure that users of
service are given with desired service which can be helpful in promoting their duties and rights.

Under this children and girls are people which are at the risk at harm. On the basis of

harm. The main reason behind the child abuse is that the taxi drivers picking them and also start

steps in order to take care the health of children. Abuse impacted badly on the relationship
among the faith as well as trust which can harm, physically as well as mentally to the vulnerable
persons. The children abuse impacts bad on the mind of children and they live with the fear.
Regarding this, government taken many effective actions and also try to reduce all this.
Under this, case study is related to the rape of girls. In United Kingdom, there are many
health care homes which can stop all these and also aware the rural people about the safety and
security of girls. It is necessary that government should co0ndusct the many safety related
programmes as well as training so that girls can deal with any problems or sexual abuse. From
this the chances of harm will be less (Tew and et. al., 2012).

Each and every business firm have some of the effective policies and also procedures in
order to run or managing a business for accomplishing the organisation aims and objectives
which is set through to management. In context to health and social care, there are many
different legal system made by the government to take care the people who are taking the
services from the health care organisation. In context to care workers, they must know about the
legislation like for an instance accept and reject a risk, developing effective and positive
environment, effective style of leadership and also many others. In context to the case study,
regarding child abuse and rape of girls, government formulated many effective rules and
regulations so that this problems will not be arise again and girls will feel safe and secure. There
is also a complain number provided to people specially girls so that in any problem they can
contact.
Policies- These are helpful in doing the organisation work in a proper and legal manner.
Health care policies allows the people to work properly (Tsey and et. al., 2010). It is necessary
that policies should be according to responsibilities and rules of organisation.
Procedures- It involves care worker arrangement for those people which are suffering

basis.
Managerial approach- Under this, manager should monitors and also control all
business relative activities in an effective, manner.
