According to law, it is very necessary for employees of healthcare that they record all incidents and dangerous occurrences in healthcare. The employees of Fleetwood Hall Home are fail to follow guidelines and regulations of RIDDOR which resulted in visit of Care Quality Commission (CQC) in healthcare home. In words of, Naidoo and Wills, (2016), the reporting of such incidents is very necessary because it will help health care home in getting knowledge regarding all situations and diseases occurring at health care home and enable them to regulate level of training for workforce. For improving knowledge of employees regarding CORRIDOR regulations, manager must take measures to train employees so that their knowledge is upgraded that how they have to record and report all incidents taking place at workplace. One major thing that employees must take care of is to have proper knowledge and observation of all risks involved, safety and quality that it has to maintain in mental health unit at Fleetwood Hall Home (Goodman, 2014). Inaccordancewith,HealthandSafetyExecutive,(2017),followingRIDDORis important because of reason that it helps in investigating cases which leads to death at workplace, all injuries which may impact life of employees and people and all other hazardous and work related diseases. COSHH COSHH stands for Control of Substances Hazardous to Health. It is a type of law under whichemployers need to control employee's exposure to allsubstances which are hazardous to health of people. Inopinion of Northrop, (2015), allcompanies should have and maintain safety environment and also they should use some systems such as CCTV cameras, lockable gates, fire exists and fire doors and extinguishers in each department. All these factors helps Fleetwood in maintaining a safe and healthy environment. It is very necessary for employees of health care set up to abide bylaws of COSHH becauseemployees must have knowledge about allhazardous and dangerous substances which may harmlife of people. So for preventing this, allemployees must be given enough training and knowledge so that they are able to differentiate between hazardous substances, and they must label and record these substances as dangerous and hazardous. Also, managers and
supervisors must provide with some Personal Protective Equipments such as gloves, masks, aprons and similar products in order to protectemployees from all types of risks. So,Fleetwood Hall Home and its staff must follow RIDDOR and COSHH properly and efficiently so that they areable to maintain a safe and healthy working environment for all its employees and people coming there. Also, for runninghome successfullyemployees must followalltheselegislationsandrulesandregulationaccuratelyandcorrectly, sothat performance ofhome is increased and resultantlygoodwill and market position will also increase. LO 2 2.1 Information form risk assessment helpful in care planning The risk assessment can be defined as a systematic way of documenting alldifferent types of risks which might impact running of business, along with outlining some measures to control and minimize risk identified at workplace (HSE, 2017). Assessing the risk is very important and necessary if care home beforehand analyse all the risk then it can take preventive measures pre hand only so that it can be ready and prepared for any unforeseen or contingent event. For assessing risk, Fleetwood Hall Home has to follow process consisting of five steps which are illustrated in diagram below- Figure 3: Process of Risk Assessment (PECB, 2015)
Withhelp of risk assessment, Fleetwood Hall Home came to know that there are many risks which affectsworking and performance of Hall Home. Withhelp of risk assessment, it was outlined thatemployees were going through a mental risk which was due toreason of high expectations fromjob, also due to long working hours which cause mental instability in minds of employees. Also, with help of risk assessment, some physical risks were identified such as equipment failures, noises, accidents and use of hazardous substances and many more similar risks. Some other basic risks are like unhygienic working environment, inadequate lighting, deprived housekeeping, slippery floors etc. (HSE, 2017). According to CQC findings, it was analysed that Fleetwood Hall Home must use and implement a new risk assessment and care plan as earlier one was obsolete and outdated and because of this, risks were not accurately assessed. And if risk will not be assessed and evaluated properly then it might turn into disaster and might harm the employees and also it can lead to non- compliance with laws, serious injuries, and even deaths of people. So, it is very necessary and crucial to assess risk more efficiently and accurately. For assessing risk, a care plan is prepared which is a legal document that outlines direction for individualized care for service user and this plan can be easily reviewed on regular basis according toneeds of service users.care planning process is conducted onbasis of certain factors like manual handling abilities, level of risk and dependency.risk assessment plan acts as a guidance in how to support and attainneeds of service users. These guidelines are helpful forstaff and employees in situations where they face difficulties. 2.2 Impact of fire safety regulation on health and social care practices Health and Safety (Fire Safety) Regulations, 2005, is especially designed in order to help and provide some safety standards in allnon- domestic premises and work place environment with few exceptions. According to Fire Precautions (Workplace) Regulations 1989, allstaff and employees should have intact measures and ways in order to prevent fire and must have proper system of fire alarms and fire fighters that is fire extinguishers. Also, workplace must have proper and efficient emergency evacuation plan and exit doors in case of sudden fire and also must have a pre- planned place where allemployees can gather before evacuation.

Fleetwood Hall Home must have posters and notices displaying safe evacuation routes from insidebuilding and it must be in white and green colour combination. Figure 4: Fire Exits signs(Safelincs Ltd, 2017) Withabove considerations, Fleetwood Hall Home must define, specify and design certain area which is restricted only for smoking for the service user at care home. Designing a specific area for smoking helpsservice users to have their cigarettes in a safe environment. If this specific area is not made, then there will be certain disadvantage forservice users who like to smoke. Ifservice users are deprived and restricted from using cigarettes, then it will lead to discomforting them in staying at Fleetwood Hall Home as they have to stop their habit of smoking. This will lead to decrease in the goodwill and market share of the care home. Also, if Fleetwood Hall Home do not comply withFire Safety regulations, then it could also be banned from working. For reducing and minimizingrisk of fire atworkplace, some measures can be taken like use of fire grills on monthly basis, alldetail must be recorded onfire safety folder. Also, risk assessment is helpful for Fleetwood Hall Home as it helps it in identifying and evaluating different hazards which can cause fire and enables them to take preventive measures. Also, employees of health care must helpusers of service in maintaining safe and clean environment and must avoid use of harmful substances which may cause fire.
2.3 Dilemmas in implementing policies of health and safety A dilemma can be defined as a situation wherein a person has to make a choice between two or more alternatives and has to choose one out of other options (Oxford dictionaries, 2017). In case of social and health care system, professionals have to make certain different choices which sometimes is very difficult for them to choose from different options. They are in situation of dilemma because they are not sure that whether option they choose is totally correct or not. For dealing with dilemma created at work premises, it is very necessary for employees to have well-established network of communication system within whole workplace and at all levels of management. Also, all working must be in accordance with goals and objectives of business so that every body is clear that what they have to do so there will not be any situation of dilemma. Also, managers can take meetings at regular time period so that they can deal with issues of employees if they have any. The situations of dilemma can be like a situation where thinking of employee and user of service do not match or situation where employees have different ways of treating users. 2.4 Effects of non- compliance Non- compliance refers to as a situation whereby a company or a person fails to follow or abide byrules and regulations and legislations. If Fleetwood Hall Home do not comply with all laws governingcare home then, it will be penalized and heavy fines will be imposed and also there can be case of imprisonment or services provided by care home may be closed. According to Health and Safety act, ifcompany do not comply with allrules and regulations then it has to pay a fine up to £20000 (Lawgistic,2011). LO 3 3.1 Monitoring of health and safety policies In views of Phil Bartle, (2011), monitoring refers to as a system wherein a thing is continuously reviewed and observed with intention of checking that whether actual work is done according to planned work or not. For successful running of business, it is very necessary to timely monitor all activities that whether they are in accordance with planned activities or not. So
for this, Fleetwood Hall Home can use Plan Do Check Act model which helps in regularly updatingprocedures and policies that helps in controllingwork environment of business. Figure 5:PDCA Diagram (ZIRKEL ENGL.png, 2017) This model involves firstly planning whole work to be done. After that implementing work in real life scenario and further communicating and spreading awareness relating to planned work. After implementing, next step is to review work that whether it is in accordance with planned work or not. The last step is to monitorwork that is to compare that whether planned and actual output is same or not and if it is not same, then corrective actions need to be taken. 3.2 Effectiveness of safety and health policies In opinion of HSC, (1993), a healthy and safe culture refers to as an environment which is friendly, includes attitudes, perceptions, values, behaviour of all employees are taken care off. There are different types of policies relating to health and safety which Fleetwood Hall Home can use in order to increase and promote good safety and health. The care home must define some policies which must include all rules and regulations in clear way and language so that it is understandable by employees and this will create a positive and friendly environment. This is because of reason that if every employee will know that what it has to do and how it is to be done then, there will be no confusion and every work will be done in an organized way.
