2.1 Analysation and use of risk assessment
Assessment of risk is very important because it provide necessary details about the cause
of an accident. Most of the organisations thing that it is an option things, but according to law it
is a mandatory rule. I will implement health and safety act 1999 in my foundation. If I will have
knowledge about the areas where my foundation is making mistakes than I can make effective
polices so we can avoid these incidents in upcoming time. According to a report, out of 100 only
70 percent ambulance have special feature which are required in case of bariatric policy. I will
talk to top level management so we can do planning for buying new vehicles so we can minimise
incidents relating to mishappening. Manual handling of extra fat patents in an old approach, it is
risky for both patents as well members of staff (Haas and Yorio, 2016). The information which
we will get from risk assessment will tell us about the areas where we need change.

It will also give us detail about infrastructure need because currently we do not provide
essential facilities to extra fat patients. This evaluation will deliver us vital info about the mistake
that our staff is committing while moving one patient to other place. It will also reveal need for
technological up-gradation because current equipments may become outdated in upcoming time.
Evaluation of risk will help us in identifying hazard condition and determine they areas which
can be considered as real cause of harm. Recoding the finding and implementation will be
another significant part of our policy. I will check need for up-gradation in regular interval of
time so my foundation can provide necessary training to our staff when their current skills get

2.2 Impact of health and safety policy on lifting and handling
My foundation do not have sound barbaric policy. We are still working on manual
handling policy. It can be considered as the main reason for pain because moving an extra fat
patient from one place to another is a very risky and difficult task. The crucial information which
we get from risk assessment clearly states that we need to upgrade our existing equipments so we
can provide services effectively (Kondo and et.al., 2015). I will also arrange a special training of
staff so they can get proper knowledge about how to operate this new technology instruments.
Life of our employees is equally important to patients. I will also raise the issue of ambulance in
front of our top level management so they can give us order to buy vehicles who can carry extra
fat people. Currently we do not have necessary number of ambulances which is the main reason
that we fail to reach in some inaccessible areas. We can not solve problem of extra fat patients by
making an proper channel of effective communication, we need to implement bariatric policy so
reduce pain & raise dignity of patients. I will frame a policy relating to inspection so I can find
the loopholes which are present in my foundation. It will assist me in determining the
performance of employees so can discover the areas where they are doing careless work.
Health and safety regulation 1981 states that employer should provide training to the
workers so, in any emergency situation, they can give first aid to any injured person. Risks can
be injured to any extra fat person can be ascertained and minimised by following the rules of
which are present in the law. An extra fat patient can fall the the time of shifting to new place, by
using latest medical techniques this risk can get remove.

2.3 Dilemmas encountered in relation to implementing systems and policy
Dilemmas are part of my job. This foundation gets funding from two hospitals, they do
not deep pockets so I have to focus on optimum utilisation of available resources. According to
my assessment, my organisation need to buy special featured ambulance for extra fat patients
because it a part of our bariatrics policy (Koskela, 2014). But top level management explained
me that they can not invest such a huge amount on vehicles as it will reduce the money which
they are giving us for our daily expenses. Choosing one option out of two appropriate choice is a
very difficult situation. I can understand the problem of our management, they can provide me
limited resources because they also do not have much money. But at the same time I am aware of
the pin of extra fat patients so I can not ignore their problem.
In other case, I think that our staff need training so they can get some understanding
about how to operate new technological equipments. But they do not want to get this
development because they no that this move will reduce the need of manpower and management
will fire some of our existing workers. This matter is out of my hand because according to my
evaluation if we want to provide good service to our patients than staff has to work on new
technology. It will reduce the pain of extra fat people because will not be handled manually. But
at the same time workers are also not wrong. Some of them ill definitely loose their job because
new policy will reduce total number of employees who are working in my organisation. In order

to buy new equipments I have to find a supplier who can provide me all the necessary items at
low rate because my foundation has issues relating to funds (Kunyk and et.al., 2016). But at the
same time I understand finding quality goods at cheap rates is not possible. If I have to purchase
equipments according to the need of patients than I have to ask for more fund from top level
management. These dilemma will arise if I implement proposed bariatrics policy. Every service
user has some right, management of foundation can try to help them but if they do not agree with
the methods of helping then the situation become complex. Using latest technique is a good idea
but can cost heavy amount to the trust, they have to choose between money and better service. I
also have to take care about issues like human rights vs law.
2.4 Effect of non-compliance in health and safety legislation
Government made legislation relating to health and safety and if any organisation breach
them than they have to face its negative consequences. If my foundation receive enforcement
notice than we may have to pay a fine of thousand of pounds. This rule is applicable in severe
cases. It will have multiple effect because this incident will undermine our reputation in society.
If an individual from our organisation is found guilt in investigation of an accident than he/she
will get his/her retrenchment order and they may have to face imprisonment for up to 6 months.
Some rules and regulation relating to basic needs like food safety and privacy also include
financial fine in case an organisation breach these laws. According to health and safety act 1974,
if any member of staff is found guilty because of voluntary negligence than they will be
prosecuted with severe charges. If my organisation will charges any extra amount by giving them
wrong information than they have to face various kind of penalties (Lerssi-Uskelin, Hopsu and
Salmi, 2014). In case of repeating of similar mistake for more than three or four time,
government can shut down that foundation. This incident happen in rare case but is considered as
a very strict action. Getting injured and other health implications are some personal effect while
prosecution and disciplinary actions are some professional impact. Reputation of trust will also
suffer in case of non-compliance of legislation relating to health and safety.

experts of various field in my organisation and than I will make a committee who will monitor
existing rules and regulations. Their main task would be inspection medical equipments and
other items like bedsheets. I will also allot them a significant work which will be relating to the
training of our staff (Nielsen, 2014.). They do not have any idea about how to use new
technological instruments, they have their own weaknesses which can be considered as the main
reason that they are failing to provide services according to my expectations. I will focus on
surprise inspection so we can find the carelessness of the employees.
I firmly believe that internal audit of the foundation, where I am working, is necessary
because it will help me understanding the clause of loopholes (Li and et.al., 2014). I will make a
commit who will be responsible for this work. They will get decision making power so they can
make right judgement in less period of time. I will pass a new order that faulty equipments will
be replaced or get repaired with in 4 hours. Condition of Mattresses will get check after every six
months. I will also take assistance of local and national bodies because they have better
experience of this work. NHS were suppose to spend specific amount of rental cost of dynamic
mattresses but the overspent it. This can only happen because of any of two reasons, first is poor
management and other is corruption. Nurses are wasting their time in some activities which can
do not have direct relation to the services which cited foundation is providing, internal audit can
find a way which will save their time. This will not reduce cost of operation but it will be
beneficial for organisation.

3.2 Effectiveness of health and safety policies and practices in the workplace for promoting
positive, health and safety culture
If NHS foundation want promote positive culture at the workplace than they have to
review their policy in regular interval of time. If worker will follow regulation relating to health
and safety than they their performance will improve because they will minimise the incidents of
carelessness (Lin, 2013). If they will provide services according to the need of service user than
patients will get desired satisfaction which is bring a positivity in the whole environment. If
incidents like overspending money on mattresses will decline than goodwill of NHS will
increase. Some people may consider it as a small things but their impact is huge. According to
government regulations, an organisation has to report an accident in specific period of time. If
they do not report it or do any misreporting than they have to face its consequences. This rule
will bring awareness in foundation because no institute want to earn bad promotion. Health and
safety oriented behaviour will shift focus of employees from to money to care of the patients. I
firmly believe than a leader should lead by example (Nadvi and Raj‐Reichert, 2015). If I and
other manager will follow rules and regulations than staff of foundation will also concentrate on
this issue.
3.3 Evaluation of own contributions to placing the health and safety needs of individuals
Patients who come in my organisation faces various kind of problems. I firmly believe
that by changing their mind set I can solve half of their troubles (Lingard and et.al., 2014). I am
good at counselling so first I will listen their issues and than I will motivate them to focus on
their strengths so they can come out of their current problems. I did work on cleanliness at
workplace because service user has less immunity. If I will keep atmosphere dirty than chances
of spreading of virus will get enhance. I will also become part of internal and surprise audit in
order to check reality of the services which worker are giving to users. My organisation has
limited budget so I have to spend it properly. Saving time of nurses would be best option, it did
not save money but they can invest their time in other areas so they can take care of more
patients. I gave training new newly hired worker which can be considered as the prime reason
that incidents of musculoskeletal injuries came down from 28 to 4. Employees need motivate in
