From: The Policy Officer, (Mr. SA)
To: The Board of Goldacre Housing Association.
Housing is the vital part of the society. In order to bring social development it is crucial
to improve the housing quality. In the recent years, antisocial behavior and empty flats are the
major challenges of the housing association (Varady and Matos 2017). However, the anti-social
behavior has been increasing rapidly due to the poor management and lack of adequate
knowledge of the people within the housing society. Goldacre is a popular housing company.
The main aim of this organization is to give comfort to the residents after purchasing the
property. In the recent years this housing association has been facing anti-social behavior due to
lack of supportive management structure. However, the committees do not represent the interest
of the tenants and it is difficult for them to change any policy. Therefore, most of the complaints
that are received by the staffs are not forwarded to the relevant departments. Another issue is the
huge number of empty and boarded flats that hampers the attractiveness of the housing complex.
This study deals with the good practices and a SMART plan to deal with these challenges.
Discussion of the good practices
1. Updated tenancy policy and creating awareness among the residents
Anti-social behavior in the housing complex is a common problem in the recent years.
Lack of proper management and inequality in different classes influence this anti-social activity.
In order to deal with the antisocial behavior in the housing complex it is important to make an
updated tenancy agreement including rules and regulation and to create awareness among the
residents to reduce the inequality from the community. Tenancy agreement is helpful to prohibit

the antisocial behavior with the help of law (Flint 2017). In order to take action regarding the
annoyance and nuisance this practice is helpful. Such tenancy agreement allows the owner to
make conversation regarding any complain against the tenant. The entire conversation should be
written. Tenancy agreement is done between the landlord and the person who takes the rent.
According to the tenancy agreement an individual is able to rent a land or house and they are
bounded to maintain the rules of the owner as well as other legal norms. Hence, non-compliance
with the contact leads the individual to face legal issues and they will be resisted to create anti-
social activity. On the other hand, prevention and community involvement can be done by
encouraging the residents to involve in community development. It is important for the residents
of Goldacre to conduct a campaign activity to reduce inequality from the society. As argued by
Nebbitt and Lombe (2013), inequality, racism and discrimination are the major factors that lead
the people to do anti-social activity in their community. By creating awareness among the people
through a campaign within the society antisocial activity can be reduced. Tenancy contract and
community involvement is a best practice to deal with the rising anti-social activity.
However, campaign will help Goldacre housing association to tackle the causes of
antisocial behavior. One of the major causes of anti-social behavior is the inequality between the
residents, which leads individuals to show negative activity. Hence, by conducting campaign and
making tenancy contract Goldacre housing company can find the causes of anti-social activity
and resists the tenant to do any illegal actions within the community. Based on the given
scenario, it has been received that the management of this company does not give their concern
to the tenants’ interest as a result, they often create anti-social activity. Lack of support from the
management often hampers the peace of the community as a result, anti-social activity takes

place (Crump 2012). Hence, the tenancy contract will be helpful for the Goldacre housing
company to understand the needs and demand of the tenant.
2. Partnership work between the Goldacre housing company and the local authority
Empty and boarded flats are another major concern of the residents who are living in
Goldacre housing company. These flats affect the attractiveness of the housing estate and
influence the vandals in this community. In order to deal with this issue collaborative work
between the housing association and the local authority will be helpful. Such partnership work
will allow the housing association to boost their fund. The local authority will help them to gain
customers for their empty property, which also helps them to restructure the housing estate.
Partnership work is a good practice to deal with various issues as it provides adequate support to
an organization (Howden-Chapman et al. 2018). In the context of Goldacre housing company,
they can get more workforces through the partnership work with the local authority. However,
the local authority can share the advertisement of the housing agency through their social media
platform. As a result, Goldacre housing company can cover a huge range of customers from
different regions. People are able to know more about the agency as a result, the problem of
empty and boarded flat will be solved. Therefore, by getting new customers Goldacre housing
company can boost their funding and renovate the housing estate.
However, partnership work with the local authority also reduces the vandal effect on the
housing association. Such collaborative work will enable the Goldacre housing company to
strengthen the security of the estate by using workforce and cc TV camera. Security maintenance
needs more workforces (Collinson and Ganong 2018). In the context of Goldacre housing
company, collaborative work with the local authority will help them to maintain the legal norms.

their existing system and to restructure the community by sharing the ideas. This will be helpful
to maximize the knowledge of the organization and to get a new idea to improve the quality of
the housing estate.
SMART plan to improve the service quality
1. Connect with the police and develop a community safety partnership work
From the current scenario, it has been received that the residents of Goldacre housing
company have been facing issues due to rising antisocial activity and the empty flat. In order to
deal with the antisocial activity, it is important for this organization to connect with the police
and establish a community safety partnership work. This action is specific as it ensures the
reduction of the antisocial behavior (Lopez and Paredes 2018). This action is measurable as
after taking this action Goldacre housing company can take feedback from the residents
regarding the effectiveness of police and the safety partnership work. This action is achievable
as Goldacre housing company can easily contact the police by revealing their issue and will be
able to get assistance from the police and safety partnership work agency. This action is realistic
as the social agency and support from the police are reliable. Apart from this, it is time bound as
the investigation regarding antisocial behavior will take time.
2. Information sharing by involving the residents
Sharing information through involving the residents will be an effective approach to
reduce the anti-social activity from the housing estate. This action is specific as without
involving the residents in the decision-making process Goldacre housing company will not be
able to minimize the antisocial activity. This action is measurable as the effectiveness of the
resident’s idea to reduce the anti-social activity can be measured by analyzing the outcomes.

This action is achievable as the residents can be influenced easily if they understand the
importance of their involvement in the decision-making process (Juan and Lin 2018). This is
realistic as by involving the residents in the decision-making process can increase the awareness
among the people regarding the anti-social behavior. This is time-bound as it takes minimum 3
months to get success.
3. Involvement of the landlord
Improve the service quality by the landlord will be effective to reduce the issue of an
empty house and vandal entrance. This action is specific as without the help of landlord it is
difficult to improve the quality of the housing (Bouchard et al. 2018). On the other hand, this
action is measurable as the contribution of landlord is crucial to repair the existing system and
develop a new structure of the housing complex. Therefore, this action is achievable as by
making a collaborative work with the local authority the landlord will be able to increase the
number of customers and to reduce the issues of empty flat. This action is realistic as the
involvement of landlord is one and only way to improve the service quality in a housing
association. This is time specific as 6 to 8 months is required to restructure the housing
association.
Summary
The above piece of work deals with the issues in the context of Goldacre housing
company. However, the residents of this housing estate are facing anti-social behavior within the
community. On the other hand, due to the empty and boarded flats, this housing association has
lost their attractiveness. However, in order to deal with these issues updated tenancy policy and
involvement of the residents in the decision-making process will be effective. On the other hand,

development of a partnership work with the local authority will be an effective approach for
Goldacre housing company to reduce the problem regarding empty flat. Hence, it can be
concluded that involvement of the landlord, residents and the social agency will be helpful to
minimize the current issues of this organization.
