Question 1
Drivers for using IS/ IT
There are few drivers that are used for information system or information technology
and these are as follows:
i) End User Computing: It is referred to as certain system, where the non-
programmers could generate subsequent working application. This EUC can be stated as few
approaches for computing, which has the objective for better integration of end users to the
computing environments (Laudon and Laudon 2015).
ii) Legacy Applications: A legacy application is the second driver for IS/ IT. It is a
software program, which is obsolete or outdated. Although, a basic legacy application is still
working, it might be unstable as the compatibility issues with their current operating systems,
infrastructures of information technology and browsers.
iii) Cloud Computing: Cloud computing is an on demand accessibility of
computerized system resources, computing power as well as data storage without a direct
user management. If the connection to user is closer, it is referred to as edge server and
clouds are limited to a single organization (Stair and Reynolds 2013). Since, this technology
relies on sharing of resources for achieving economies of scale and coherence, it becomes
quite easier to use in IS and IT.
iv) Data Analytics: DA or data analytics is the procedure to examine data sets for
drawing conclusions regarding the information that they contain and there is an increase in
the specialized software and systems.
v) Open Stack: Another important driver that is helpful for stack management
complexity is Open Stack. The technology factors the variety of workload requirements

within their data centre solutions. The customer expectations and competitive pressures are
reduced to a high level.
vi) Software Defined Infrastructure: This type of infrastructure comprises of
complete virtualized storage, networking and computing resources, which are logically
pooled and could even be managed as if they were software (Rainer et al. 2013). It also
enables policy based infrastructure provision and allows IT automation.

Question 2
Outlining Inhibitors regarding IS/ IT Uses
The major inhibitors for information system and information technology uses are as
follows:
i) Lack of Training to Staff: The most significant inhibitor for IT/ IS uses is lack of
training staff. Legal repercussions are being faced due to such lack of training (Pearlson,
Saunders and Galletta 2016). Moreover, they would not be able to use these technologies
efficiently due to lack of knowledge and hence there is an increased level of work related
stress.
ii) Lack of Awareness of Information Importance: The lack of awareness of
importance of information often creates a major issue for understanding the uses of
information systems and information technology. This type of awareness is the most
significant resource for not only staff, but also senior management.
iii) Complexity and Size of New Software Development: Another inhibitor regarding
IS/ IT uses is complexity and size of new software development. This specific inhibitor is
required to be removed under every circumstance for maintaining effectiveness and
efficiency in the respective organization.
iv) Change in User Requirements: This is yet another important and significant
inhibitor for uses of information system and information technology (Petter, DeLone and
McLean 2013). The user requirements should not be changed frequently so that security is
enhanced majorly.

v) Technology Advancement: A major technological advancement is the next
significant inhibitor for IT/ IS uses. It is highly required for maintaining a proper balance
between the organizational management and business process.

Definition of Emerging Technologies with Examples
Emerging technologies can be defined as a variety of technologies like information
technology, wireless data communications, man to man machines and few others (Van De
Walle, Turoff and Hiltz 2014). Moreover, the technologies, which are recently developing or
even would be developed in future for altering business and social environments. The
emerging technologies have eventually generated new opportunities during the subsequent
creation of new legal challenges associated with trademarks, patents, copyrights. These types
of technologies are characterized by radical novelty and are extremely fast growing to have a
prominent impact on business (Mason 2017). The most significant and important examples of
emerging technologies include artificial intelligence or AI, 3D printing, robotics, nano
technology, Gene therapy and many more.

Issues and Challenges concerning IS/ IT in the Public Sector and SMEs: Similar or
Different
The main issues and challenges related to information system and information
technology in any particular public sector or small or medium enterprises or SMEs are
somewhat similar. Since, both of these sectors are completely based on technological
advancements, it is extremely important and significant to maintain efficiency and
effectiveness in the business (Schwalbe 2015). The availability of more powerful as well as
affordable technology has always been a major growth factor for the smaller business.
Moreover, the respective business owners require to sort through a higher number of
technology alternatives and then find out the most effective and efficient methods for using
technology and achieving business purposes. These issues and challenges are extremely
important and significant to eradicate so that the organizational systems and technologies can
work efficiently and effectively.

Question 5
Discussion of Issues and Challenges facing Public Sector Organizations and SMEs in
Management and Strategic Use of IS/ IT with Examples
Few issues related to the management and strategic uses of IS and IT are being faced
in the SMEs and public sector and these issues and challenges are as follows:
i) Regular Up Gradation: There is always a need for regular up gradation of
technology as such products can be outdated and might not provide proper solutions. This
type of up gradation is also needed for the company to stay competitive and keep the
employees working with maximum efficiency (Dutta, Geiger and Lanvin 2015). The old
equipment are required to be upgraded and it impacts on business productivity to a higher
level.
ii) Communications: The business communications are also impacted by this process
and the entire process of decision making is highly impacted and effected when there is an
issue with IS and IT uses. This highly affects the business processes for both SMEs and
public sector. Communications should be enhanced in a better manner so that the public
sector and small and medium enterprises are able to obtain better efficiency in their business
without much complexities.
iii) Changes in Infrastructure and Emerging Technology: The changes in
infrastructure and emerging technology are the next significant issues that are being faced
during the management and strategic utilization of information technology and information
system within public sector and small and medium enterprises. This particular issue is
extremely common and significant for all organizations (Holtshouse 2013). As emerging
technology is slowly acquiring the entire technological world, it is highly required to
eradicate the issues related to information system and information technology.

iv) Regulatory Compliance: This is yet another important and significant strategic
and management issue that is required to be considered within a SME and public sector.
Legal and regulatory compliances are required to be maintained properly and hence
enhancing subsequent advantages in legal sector.

Question 6
Analysis of Public Sector IS/ e-government Initiatives with Key Theoretical Frameworks
The public sector IS or e-government initiatives can be analysed with major and
significant theoretical frameworks. The benefits and features of existing strategies for IS
development are required to be analysed majorly. Moreover, this theoretical framework is a
basic structure, which holds and supports a proper theory related to information technology.
Appropriate system providers often fail to deliver relevant systems to the perceived user
specification (Mason 2017). Few aspects are needed to be considered for both public sector
information system and e-government initiatives. The main initiatives involve engagement of
evidence based policy research for determining process of decentralization of public sector
and localization of public services for achieving globalized development results.
