This report discusses the implementation of lean project management principles for the FIFA 2022 World Cup Football Tournament in Qatar. It covers the process of PMBOK for stakeholder management, critical stakeholders, and the mode of implementing project management for the event.

1.Introduction
The following report mainly deals with FIFA World Cup Football Tournament which is
planned to be held in Qatar (Kaplanidou et al., 2016). As per some rumors and allegation, it is
expected that Qatar may lose its position in World Cup due to bad weather. Qatar has replied to
this particular allegation which has been put on it. The football committee of Qatar is interested
in playing the role of host which is needed for dismantling for various football stadium. It is seen
that football stadium in some of the developing countries for understanding the construction of
new stadium (Brannagan & Giulianotti 2015). The 22nd edition of FIFA World Cup is expected
to be placed in Qatar. It is considered to be first biggest football tournament that is expected to
be held in Middle East. It is expected that the tournament will begin on 21st Nov 2022 while the
final stage will be reached on 18 Dec 2022. It aims to coincide with Qatar National Day.
In the coming pages of the report, football world arrangement project details of
professional project practices related to management process and practices have been provided.
In addition to this, the method of PMBOK or even Prince2 needed for managing the stakeholders
has been discussed in details. Apart from this, critical stakeholders for this world cup has been
discussed in details. For this world cup event, lean project management event will be
implemented.
2.Discussion
2.1. Process of PMBOK for Stakeholder Management
The stakeholders of World Cup 2022 event management project mainly require either
PMBOK or Prince2 for managing the project (Millward, 2017). Stakeholder management is a
well-known method which is needed for analyzing people, groups along with organization. This
particular element has been highlighted by the project. At a similar instance, the project has been
affected by positive and negative effect of the component. There are mainly four stages involved
in PMBOK stakeholder management method like identification of stakeholders, stakeholder
management plan, stakeholder engagement plan and lastly control of stakeholders.

As per the stakeholder method of PMBOK, there is some kind of stakeholders who can
directly affect the project. The effect can be both positive in nature or even negative in nature
(Al-Emadi et al., 2017). The fact should be taken into account, there is some kind of stakeholder
who comes up with power and influence for the rest of the stakeholders. Both the aspect of this
project that is success and failure of this project mainly depends on the fact how project
managers are assigned with roles and responsibilities. It emphasizes on maintaining long-term
relationship with different stakeholders of the project (Sofotasiou, Hughes & Calautit, 2015).
Some of the activities are described below which is needed for maintaining the project. For
proper accomplishment of FIFA World Cup tournament, there is large number of steps taken into
account like:
 Identifying the stakeholders of FIFA World Cup 2022.
 Accessing a large number of things like influence, capability for each of the
assigned stakeholders of FIFA World Cup 2022.
 Having an understanding with respect to requirement and expectation of the
stakeholders of FIFA World Cup 2022.

 Making a list of strategies related to project management for large number of
associated stakeholders of FIFA World Cup 2022.
 Communication on continuous basis with the stakeholders of FIFA World Cup
2022.
Identifying stakeholders: It is the beginning phase of the project for understanding
stakeholder management of FIFA World Cup 2022(Adams, 2015). In this particular stage, both
people and organization are effects by this project which is needed for analyzing their interest
and involvement of FIFA World Cup 2022. For having their positive effect and reducing the
negative effect, the project manager needs to emphasize on the list of strategies. It focuses on
certain number of limitation for the project managers which is needed for understanding the
number of stakeholders of FIFA World Cup 2022 which is held in Qatar. There are mainly three
parts for identifying the stakeholder that is input, tool, and output. Apart from this, there are
some other factors for managing large number of Project charter, assets of organization and
lastly documents of procurement. There are some other kinds of environmental factors which is
needed for managing the stakeholders of this FIFA World Cup tournament to be held in Qatar
(Matheson, Schwab & Koval, 2018). There is large number of available tools which is needed
for carrying out stakeholder analysis, judgment from meetings.
Stakeholder Management plan: In this step, there is large number of stakeholders who
are assigned to certain number of jobs and responsibilities for FIFA World Cup 2022. (Albliwi et
al., 2014). It ultimately becomes their responsibilities which are needed for assigning certain
number of roles in the given time and budget. There is number of analytics method which is
needed for managing stakeholders of this tournament. For gaining positive influence on this
project it is very much important for giving them with equal priorities. Stakeholder FIFA World
Cup 2022 of FIFA register helps in defining certain roles and responsibilities which is inclusive
of designation, assessment and lastly classification. Both project manager and project team focus
on improving communication approach which is implemented in this FIFA World Cup
Tournament (Bodily, Nylan & Wiley, 2017). Stakeholders of this project need to make use of
open communication which is needed for both upward and downward communication. It will
ultimately the project members. With the help of open communication, the stakeholders can
easily share their ideas and creativity point.

Proper management of stakeholder engagement: With the help of new kind of
strategies of stakeholder management. The first thing which should be taken into account that
both project team members and managers are inclusive of this stakeholder engagement (Cohen-
Vogel et al., 2015). The project needs to be implemented from different kind of effective
approaches. It is mainly done by the help of stakeholders which is needed for understanding the
things which are assigned to certain number of responsibilities. Various kind of communication
tools like interpersonal skill and management which is needed by project managers of FIFA
World Cup 2022 in Qatar. It is mainly done so that organizational updates, issues, request along
with updating project management plan. Other kinds of approaches are needed for understanding
the project manager for including the stakeholders. It is needed for carrying out large number of
things like rewards, overcoming resolution and active listening for understanding the
interpersonal skills (Conger, 2015). It will help the project managers in motivating the
stakeholders for understanding the objectives and goals of this project.
Making a control on stakeholder engagement: This particular process is all about
understanding a process which helps in keeping on track of relationship between the stakeholders
of this project that is FIFA World Cup 2022 in Qatar. This particular thing comes into picture for
understanding new strategies (First, 2016). Input for this stakeholder control is done with the
help of proper management plan, data of work performance and lastly documenting the project.
There is large number of tools which are used by stakeholders of this project which is mainly
inclusive of judgment and meetings. The overall outputs are mainly generated by the help of
work performance which is inclusive of project management plan and updates of organizational
updates (First, 2016). The project plan is mainly updated with respect to communication, human
resource, and quality management.
2.2. Critical Stakeholder of the event
Stakeholder committee is mainly responsible for advising along with assisting the council
on certain matter with respect to football tournament. They are also responsible for managing
their relationship among clubs, leagues, association and confederation of this FIFA (Goldratt &
Cox, 2016). It is mainly done so that proper design can be implemented on the football
tournament for 2022 in Qatar. There are large number of stakeholder’s committee assigned to

 Standing committee which is inclusive of governance committee, review
committee, player status committee and lastly referee committee.
Each and every member of this project is needed for completing their given jobs within
the time phase and required budget (Hambach, Tenberg & Metternich, 2015). It is mainly done
so that they can meet both project objectives and goals. For the arrangement of world-class
event, the details have been provided in the upcoming pages.
2.3. Mode of implementing project management for this event
After analyzing various kind of project management practices, the fact can be easily
stated that major project emphasizes on lean principles. The fact can be easily stated that all the
issues related to this project. It can be easily overcome along with the implementation of
approaches related to lean project management (Hegade, Rajkumar & Murthy, 2017). There is
large number of lean project management methodologies in which the project managers focus on
implementing successful project that is FIFA World Cup 2022 expected to be held in Qatar. The
lean project management is mainly inclusive of large number of things like
 Emphasizes various consumers
 Removing Waste
 It is related to associated people.
The lean project management principles can be easily used in this project which comes
up with minimum labor rate, materials and associated equipment’s (Heinemann et al., 2017). It
focuses on some of the additional or even unwanted cost which can hamper or even damage the
overall success of this project FIFA World Cup 2022 in Qatar. It can be removed by the
adaptation of certain lean project practices. The main five ways by which waste can be
eliminated from this project has been discussed in details. There is large number of issues with
respect to waste in this project management and this particular waste needs to be eliminated so
that cost of overrunning budget along with over-allocation can be avoided (Hutchins, 2016). In
the beginning, various kind of waste is needed to be identified by various project manager which

is needed for supporting the team members. The present climate of Qatar is considered to be
supportive of playing FIFA. Also, the fact is expected that there will be no kind of changes in the
present Climate of Qatar. Apart from this, large number of problems have been identified which
will result in over cost, conflict in internal committee and improper management of time
(Indrawati & Ridwansyah, 2015). The present problems in the project need to be elaborated in
the given section below:
Focusing on values from consumer point of view: It is considered to be first lean
principle which emphasizes on values of project and its relation (Ivey et al., 2017). Overall value
of both service or product can be stated as the ability which is provided to consumer on given
time along with proper range of price for FIFA World Cup 2022 in Qatar. It is generally defined
by various kind of consumers. In this situation the term value is totally related to the consumer
Identifying the value stream: In this particular stage, a particular project management
plan is needed to be implemented (Jacobs, Swink & Linderman, 2015). It helps in ensuring that
fact that all the waste can be eliminated that all the improvement in the process.
Making a flow of value: Value stream needs to be analyzed that takes into account of
value-added work. Apart from this, it helps in value of enabling work along analysis of non-
value added work. Pure waste aims to be delivered over large number of things like inventory
management, notion of project, repairing defect and production in FIFA World Cup 2022 in
Qatar.It ultimately helps in pulling a large number of opportunities to the customers (Nachiappan

manager needs to communicate to establish communication with the project goals. It is mainly
done so that the project can be cost-effective, time-saving along with maintaining the quality of
the project. Prince2 stands for Project in Controlled Environment is considered to be most
commonly used project management method in different parts of the world. It can be considered

identifying and assigning roles to various members of team-based expertise of FIFA World Cup

The organization has come up with a certain number of positive case of Prince2 project
management methodology. One of benefit which can be achieved by making use of Prince2 in
FIFA World Cup Tournament is that can divide the given project into different parts (Brannagan
& Giulianotti 2015). It can be easily done as it is a product based methodology which helps in
managing the project in much easy way. By the help of this methodology, communication can be
improved between the team members of FIFA World Cup Tournament. It can provide the

2.5. Organizational Project Management

(OPM) which is needed for increasing the overall performance and gaining competitive
advantage. OPM strategy focus on project management methodology with can align with goals
and objective of the organization (Al-Emadi et al., 2017). An effective methodology aims to

provide certain number of standardized approach in an organization. It focuses on encouraging
certain number of resources which can focus on some of the important tasks. It is all about
understanding large number of things like innovation, leading along with delivery of both
products and services. If there is any lack of methodology, then it can easily lead to failure of
project. Implementation of project management can easily lead to acceptance of some practices
and can easily help in taking up a practical approach. It will ultimately help them in accessing
organization and improving its overall performance (Sofotasiou, Hughes & Calautit, 2015). OPM
helps in integrating various kind of things like talent, process and lastly, resource based
knowledges in various organization. It is mainly needed for understanding all the required
function and stakeholders in the overall delivery of the strategy.
2.6. Agile Practices
Agile considered being a well-known methodology which is needed for building software
in incremental way. It requires iteration within 1 to 4 weeks of time so that the given
development can be easily aligned with changing business requirement (Adams, 2015). It can be
stated as new kind of agile development which is provided in much and easy way. Agile can be
considered to be an iterative kind approach for this project management and development of
software which helps the team in delivering required value to customer. This particular
methodology has become popular in the last few years and can be easily used by project
managers of FIFA World Cup Tournament (Matheson, Schwab & Koval, 2018). It can provide
certain number of benefits like customer collaboration of this World Cup Tournament.
2.7. Lean Six Sigma (DMAIC Methodology)
DMAIC is considered to be an acronym which focuses on six sigma methodology which
is needed for Define, Analyze, Measure, Improve and controlling business performance. This
particular process can easily become a powerful tool which is needed for leading World Cup
2022 for much better performance (Albliwi et al., 2014). It will ultimately help them in
streamline of performance and understanding the overall goals of the business.

project (Bodily, Nylan & Wiley, 2017). Stakeholders need to agree on certain number of
parameters which will define this World Cup tournament.
Measures: The main notion of this objective is all about defining the data collection
which is considered to be main notion of this World Cup Tournament 2022 (Cohen-Vogel et al.,
2015). It focuses on certain number leaders which are needed for understanding the baseline data
for comparing with the future result.
Analyzing: The main notion is all about making a proper understanding with respect to
root cause of business needs of FIFA World Cup 2022 (Conger, 2015). A proper kind of analysis
help can help in understanding any kind of implementation change that can provide some of
effective results.
Improve: The main focus of this objective is all about having proper kind of
understanding with respect to run test for changes which can be implemented in FIFA World

3.Conclusion
From the above pages of the report, it can be easily concluded that this report is all about
stakeholder engagement and management. Both of the given approaches are needed for
improving the commercial and economical aspect of the project that is FIFA World Cup 2022.
Stakeholder management focus providing competitive advantage for both project managers of
this World Cup Tournament expected to be held in Qatar. Stakeholder management aims to
reduce both time and capital investment. It is mainly needed for building a proper relationship
between the various project associates which is needed for improving both the quality and
production of FIFA World Cup 2022 in Qatar. The project discussed in this report is World Class
Event of FIFA 2022 tournament. From various weather analysis, the climatic report of June and
July is not favorable for this World Cup tournament for 2022. PMBOK methodology is
considered to be helpful in engaging the stakeholders for this FIFA Tournament. For
