1. Executive Summary
Due to building and development of Marquez community centre, the Australian families are able
to acquire houses as well as package of land at accurate prices. The reason behind this project is
that Marquez is growing at a fast rate and is expected to ultimately reach a population of 9,000
residents. They have limited community facilities along with residents to access to the grocery
store, children learning centre and others. Therefore, the building works provider’s resident
facilities to families. With various project benefits, success of the building project is based on
coordination as well as cooperation of the project stakeholders. In this project, the stakeholders
raise various project related concerns regarding cost as well as time; therefore it is required to
engage the stakeholders by providing them weekly updates on project progress. Communication
strategies are included in this project such as meeting and email and others so that each of the
project stakeholders can interact with each other. The local people are also get updates on the
information about this project plan regrading digital media strategies. This particular study
provided information on the risk factors which provided a high impact on project success rate.
Recommendations are provided based on the project activities which are required to implement
Marquez community centre. The project activities are included list of the project stakeholders
those are involved in the project plan. It is included project stakeholder management plan so that
all the internal and external stakeholders are properly managed to build the community centre for
the families and population of Australia. There is recommended to improve over the project cost
as well as time so that the construction of building work is carried out efficiently and perfectly.
Monitoring of the project benefits will realise after completion of the project plan. It will
determine if the infrastructure would be helpful to build the community centre.

2. Background
The study is based on real Australian project where town of Rossi in state of Eastern
Australia was being established in the year 1950 to provide services to industrial stop 50 km
south of the capital city of Maverick passed on way to Port of Lorenzo, which is second city
within Eastern Australia. The industrial area of Rossi is provided required support to Eastern
Australia economical boom and help to create perception. Downtown in Australia will provide
effect in Rossi towards the economical circumstances towards 1970 which can lead to close the
industrial operations with loss of jobs as well as increase into social as well as economical
disadvantages. One of the outskirts of the town Rossi is smaller suburban community which is
called as Marquez. The suburb of Marquez is being growing at faster rate and it is expected to
reach the population of 9,000 residents. It is analysed that 85% of Marquez (south) in addition to
10% of Marquez (north) is being developed for the residential purposes.
With development of Marquez community centre, it allowed the families to acquire
houses as well as package of land at accurate prices. When there is an increase in unemployment,
then it will help to place economical as well as social pressure on the owners of home especially
on the young children. The proposed new Marquez community centre is suggested to include
library, IT training centre to help the elders to understand new and advanced technologies. The
other services are crèche, drug and alcohol counseling services, a social club, a café and a dance
studio. The main engagement of the project stakeholders are Australian government, local
people, business owners, project manager, project sponsor and others. The project can achieve its
main goals to build new community centre to provide houses to the families and young children.

3. Finance
The estimated cost of the new building is around $5million while town of Rossi is found
to be $0.5 million from the funds. There is a shortfall of the funding which is an amount of
around $2 million. The main funder of this project plan is Australian Government. It is required
to gather from local people as well as businesses. They are opening leading funds for supporting
the capital of this project where the benefits are increased and cash flow with reduction of
dependency on the Australian Government. The main focus of this project is to get more and
more benefits so that they can get success in their project.
4. Scope
4.1 In-scope activities
It includes facilities to be provided to Australia population so that they are more attractive
to their new builded community centre. The Marquez community centre will have following
scope in their new building such as:

5. Objective
The main objective of this project plan is to construct as well as development of Marquez
community centre to allow the families for acquiring houses as well as package of land at
accurate prices. Due to residential facilities, Marquez is developed so that all the population of
that region can get staying facilities. Due to building of this new community centre, expected
population of Marquez by the year 2028 will become 6,587 which should be almost three times
more as compared to current population of the region. Most of the families are required to
combine dual income for meeting with mortgage repayments. Due to providing shelter to
families, it helps the country to reduce annual funding provided by Australian government so
that they can support building work of Marquez community centre.

going to reside in the community centre. The construction of Marquez Community Centre will
provide facilities of residing as this region is increasing their population day-by-day. The
community centre will increase its internal services so that it leads to increase its residents that
will include Australia families. The community centre is open for the residents, workers as well
as visitors. The services as well as programs will tailor for meetings recreation as well as

From the above table, it is seen that as the building work has limited funds, therefore they
are required to collect fund from the local people as well as businesses. From the above table, it
is seen that there is an increase in total population, therefore it will help to collect fund for
Australian Government to be repaid. The community work allowed providing control over the
budget as well as time of the project work.

Therefore, from the above table it is seen that due to increase in the working hours as
well as create of potential jobs, the building work is completed on estimated time. On year’s
basis, there is an increase in working hours as well as total number of workers so that new jobs
are being created by them.

The Marquez Community Centre will provide following benefits such as:

accommodate the services and in this case the building is to be planned with only one floor. It is
seen that dedicated facilities as well as services are to be available to residents.
6.4 Preservation and protection of the environment
This particular project work has provided with significant contribution to the
conservation as well as protection of biological diversities. The project plan is strived to reduce
cost by means of sustainable resources so that it can protect the environment (Burtonshaw-Gunn,

added with estimated project. They are not sure if the project will be delivering on scheduled
time and will meet with requirements of project client considering lessons learned from the
building project (Mok, Shen, & Yang, 2015). They are concerned about if the project plan will
provide benefits as well as growth in the area. The project investors are required to make their
investment profitable, therefore the business owner is concern if the project will receive any cost
benefits or not. They should see tax incentives for making the project more profitable.
Australia Government: The government is required with detailed business case so that
they can provide project funding for the construction of Marquez Community Centre. The
government is concerned if the project will receive any negative consequences if the loan is not
paid and the business case will not able to deliver benefits to investors (Burtonshaw-Gunn,
2017). In order to determine profitability of the project, they should have to wait until end if
there is increasing number of residents. Only, then it will lower risks of investment in the project.
Marquez and Rossi Government: They are relied on the government of Australia for the
purpose of financial assistance. The governments have no direct control over the approval of the
loan for the project. Changes into policies of Australian government will be an issue for the
government as it provides influence of the project work undertaken. They have concern

Environmental authority: They are facing concerns if the environmental standard will be
helpful to protect the building construction work. They are concerned if the building work is to

Community Centre will provide adverse effect on the environment. There should be loss of
diversity on land and emissions of harmful gases. There are also risks of spills from the
machinery plus solid wastes which provide huge effect to reshape the surrounding environment
(Dzhandzhugazova et al., 2015). The local environment group can put pressure on them to raise
environmental regulations to meet with the building environmental standards.
Economic agency: They are facing concerns related to providing of funds for the project.
They are possibility of lack of fund of the project; hence it is difficult to complete the project
work on scheduled time (Halpin, Lucko, & Senior, 2017). Due to lack of project fund, it may be
possible that the project is not able to complete within scheduled time or it may be possible that
the project will stop.
Apart from the stakeholder’s issues, the stakeholders of Marquez Community Centre
building plan are also facing political issues. The Australian government sponsored the
construction work of Marquez Community Centre as it is considered as poor project due to it is
not fulfilling its project purposes. Due to lack of details in the business case, the loan is not
approved for the construction work. The failure of this project is reviewed in Australian
government audit, due to which there are political issues in the project as they have provided
with poor investment. As the government is continued to provide financial value to the project,

therefore it is seen that there is poor political choices to agree on the loan money. Poor project
plan will provide negative impact on the environment as the environmental group is not able to
provide efficient environmental standards to the project plan and cause project delays.
The project plan is included construction work of Marquez Community Centre;
therefore it is a complex project as the actual project cost is not known before project initiation
phase. It leads to require lot of time to complete the plan on scheduled time. Development work
of Marquez as suburb has permitted the families with acquiring houses as well as land packages
at reasonable prices (Hughes, Champion, & Murdoch, 2015). Most of the families are buying the
land in that area requires combined dual income for meeting with mortgage repayments. There is
an increase into unemployment which will require economic as well as social pressure on the
homeowners, especially with the young children.
Due to lack of economy as well as inaccessibility of the Marquez Community Centre,
most of people are not considered it as high area of investment. The government is not certain
about total number of residents those will attract after completion of the building work, hence
they are also not certain about the profitability margins of the project. The government has
insufficient fund to improve the project plan with poor road network as well as improper housing
for the local residents (Greenhalgh, 2016). The construction work of Marquez Community

share their concerns in the team meetings so that on time, they should get proper solutions to

Longley (2016) stated that the stakeholder management plan is included how the project
stakeholders are to be managed in the project so that it ensures to provide positive impact on this
construction plan. This management plan is included various stakeholder strategies to manage
the project stakeholders. Those strategies help the stakeholders to move from its current to

In this construction project plan, power/interest matrix is used which is taken from the
stakeholder management plan. It is a stakeholder management strategy which is used to engage
the project stakeholders and it is applied into the management plan. Each of the quadrants of
power and interest matrix should recommend the stakeholder management plan so that it can
engage the stakeholders to properly deliver a project plan. As per the above mentioned matrix, it
is seen that when the stakeholders have high power and low interest, then they are keep satisfied.
When stakeholders have high power and high interest, then they are managed closely
(Ballesteros-Pérez et al., 2017). Even the stakeholders have low power and low interest, then
they are monitored minimum effort and finally when stakeholders have low power and high
interest, then they are keeping informed.

9. Project communications
9.1 Stakeholder communication
For each of the project stakeholders, communication strategies are to be developed. Each
of the project stakeholders has impact on success of this project plan so that all of them are
interacted with them properly. Details of the communication management plan are provided in
Appendix 3- Stakeholder communication plan. From this table, it is seen that the main purpose
of communication requirements among the project stakeholders are based on following purposes
such as:
 Initial kick off the project meetings
 High level milestone reporting of the project work
 Detailed status of the project plan
 Feasibility study on financial factors which are required to estimate the project work
 Creating social media site
 Reporting and highlighting the project main points
The above purpose of communication requirements are used face-to-face meetings, email and
presentation to communicate among the internal as well as external project stakeholders.
9.2 Social media
The project plan is implemented with use of social media for contracting with the project
stakeholders in order to update the project status as well as project progress. In order to do so,
following are the social media requirements such as:

12. Risk management
12.1 Implementation
In order to implement the risk strategies into this project plan, it is first required to
identify the project risks which cause huge effect on the completion time of the building of

community centre project. Therefore, following are the risks which are occurred and its
respective risk strategies are also provided such as:
Financial risks: There are overrun of project budget which is one of the main threat into
the project. It is helpful for the project manager to identify the fiscal risks before the project work
is started. There is inadequate assessment of the project costs involved into the construction of
community centre. There is overrun of project costs because of unforeseen project complexities
into the construction work (El-Sayegh & Mansour, 2015). As a risk management strategy, it is
required to perform a research on the housing market. The project manager can add extra
expenses into the project plan before staring the construction work, therefore after starting the
work, it is not required to add any other resources to the project budget.
Lack of resources: The project manager is failed to find proper skilled contractors for the
project, therefore the construction plan is not designed in proper way. The human resources those
are involved into the project have lack of skills as well as knowledge to work into the
construction project. As a risk management strategy, it is required to evaluate offers made by
various contractors (Eskerod & Jepsen, 2016). The Human Resource Manager should hire skilled
contractors and other resources those can handle the construction work so that it can complete
within scheduled time as well as in estimated project budget.
Failure to the safety standards: Into the construction site, there are possibilities of
accidents due to mistakes from the human beings and equipment and machinery failures.
Therefore, working into the on-site requires lot of attention as well as focus (Holloway, 2016). It
is possible that the project management team is not performing well to transform field into safety
standards. The construction organization is not implemented strict safety standards into their

organization. In this project, the project manager is failed to find reliable project suppliers so that
they can carrying out the building of community centre. It is required to use services of the
company those are operating in the city (Sunder, 2016). They should provide their construction
orders to the local suppliers so that if there are any delay, then they can contract them easily.
Poor functional characteristics of the building: The building work of the community
centre is performed using poor quality of materials so that there is poor characteristics of the
work. It is required to ask experts to evaluate the materials along with design of the building. The
experts should make required corrections in the design and verify if the materials and equipment
are all good for the construction work.
Unapproved of loan amount: The Australian government has not approved the loan
amount based on the construction work as per them the construction work will not be sufficient
to meet with the project goals as well as objectives (Eskerod, Huemann, & Ringhofer, 2015). As
a risk management plan, it is required to implement a stakeholder management plan strategies
related to the Australian government.
Lack of environmental protection: The construction site has not taken environmental
standards for construction of the building, therefore while the construction work is performing,
there are emission of harmful gases which causes hazards. It is required to implement a strict

From the above risk matrix table, it is seen that there are three major risks such as
financial risk, poor functional characterises of the building and unapproved loan amount. Those
three risks are provided higher effect as well as influence on the project work so that it is
required to take those three risks at highest priority and mitigated those at first. There are four
medium risks such as failure to find the project suppliers, failure to safety standards, lack of
environmental protection as well as lack of resources. Those are also taken as priority by the risk
manager and mitigated them. All of the risks are required to be identified before it provides any

impact on the project success. After assessment of project risks, if there are any risks identified
later, then it is responsible of the project manager as well as risk manager to identify the risks
and make possible changes in the risk management plan so that it cannot the project success rate.
13. Assumptions, constraints and dependencies
13.1 Assumptions
Following are the project assumptions which are made throughout the project
requirements so that it helps to identify if the project will get success or not such as:
1. The project manager should use of project management software such as Ms Project so
that they can estimate the project completion time, start and finish date for each of the
identified project activities along with estimate the budget required to complete the
project based on each project phases.
2. There should proper support from the administrative department of the project which
will help to resource from the Australian governmental administration staffs. All the
project resources should provide equal interest into the project to be completed on
scheduled time.
3. The human resources are available to support the project and there are proper hiring of
resources for the offshore project locations.
4. All the procurement contracts are to be performed properly so that there should be
proper supply of the construction equipment as well as materials at scheduled time with
proper quality so that there is proper design of the buildings.
5. The payments for the construction contracts should be based on the key project
milestones so that on completion of each project milestone, they can get their payments.

13.2 Constraints
In this project, there are triple constraints which are identified such as scope, schedule as
well as cost. Into this triple constraints of project manager, it is assumed that if there is change in
one constraint, then it can effect on other. Following are the details of project constraints which
are identified for this particular project plan based on the project requirements to develop
community centre such as:
1. There is an increase in project scope of this project, therefore it provides influence on
both time as well as cost. It is seen that the tasks which are required to fulfil with the
project gals are not meet.
2. There is lack of time required for the completion of the project as there is delay in one of
the project activity causes delay into entire project activities. Due to absence of one of the
project resource for one day, there is delay in the activity which is assigned to that
particular resource.
3. The budget of the project becomes overrun due to additional of extra resources into the
project phases. Therefore, it leads to extra additional of cost to the project activity,
therefore it causes project to be exceeded in addition to cause project delays.
13.3 Dependencies
Following are the project dependencies which are to be identified into the project plan
such as:
1. There is release of funds from the Australia government which is required to complete
the project plan within scheduled completion time.

2. There is proper approval of the construction contracts so that the construction work
should start in scheduled time. There is legal review of the construction documents so
that later there is no legal issues occurred while starting the construction work of
Marquez Community Centre.
3. There are support from the Australian Government is required to approve the project and
provide fund so that when there is lack of project funds, the ,local residents as well as
businesses should also provide funds.
14. Options
Following are the list of options which are required to be implemented to complete the
project work on scheduled time such as:
Option 1: The project staffs should not go ahead with the project until the project plan is
properly scheduled. All the project phases should require to be properly approved by the project
manager as well as Australian government. If the project work is started without prior approval
from them, there is high impact on the project completion time which is unlikely.
Option 2: The construction approaches are required to be implemented to achieve the
project objectives. There is proper review of the project phases against the business plan which is
undertaken to make sure that the project phases can achieve its objectives. The project phase
approach can provide information related to the environmental impacts as well as complexity
into the construction. It is beneficial that the Australian Government can seek a business plan for
approval of the funds which are required to complete the project. Prior approval is always
required for better completion of project.

Feasibility study is required based on the environmental and financial impacts so that
there is proper cost estimation as well as construction design. The logistics of this project is to be
managed so that it helps to properly manage the design of construction work. The project can
follow environmental standards so that the project can complete in environmental friendly ways.
There is proper addition of project activities for proper estimation of cost as well as time needed.
Option 3: The project work is constructed as per the project plan and in the project
documents, all the infrastructure of the building work is designed for easier understanding of the
construction work. There is uncertainty of the project cost as well as time which provide a huge
impact on the environment as well as project activities. It will lead to unreliable loan request
from the Australian government.
15. Recommendation
The project team members are recommended to go for option 2. There is comparison of
three options which is shown as below and based on which the recommended options are to be
taken.
From the first option and third option, there is no proper identification of environmental
issues as well as complexities into the construction work. On the other hand, option two is
beneficial for identifying environmental related problems as well as project complexities so that
on time, it is mitigated.
From option one and three, the loan figures are not available. While with option two,
there is identification of exact loan required for the construction work by means of financial

feasibility study. Loan figures will help the Australian government to provide funds for the
project based on the project requirements.
With option one, change management is not identified. With option two and three, the
changes into the project plan are identified which are related to project cost as well as time. On
timely basis, all the changes are identified so that they are overcome on scheduled time.
Finally, option one and two are not provided infrastructure for the community centre.
While, the third option provides design of the infrastructure which is required to build the
community centre. All the designs of infrastructure are done based on the project requirement.
16. Conclusion
It is concluded that this study is based on identifying the project stakeholders as per the
project review and requirements. The stakeholders are engaged into the project based on the
stakeholder strategies which are required to involve them in the construction project. The
stakeholder analysis process is required to identify the stakeholders, select them based on project
requirements as well as determine strategies to engage them in the project plan. The project is
included commissioning of the environmental study by the experts so that they can manage the
environment throughout the project plan. Environmental committee is created to review the
environmental activities. This report also provides with implementation of communication plan
specific to the project stakeholders. Communication is done to protect the environment as well as
plan to for the environmental protection. There is additional cost to be implemented into the
project budget to review the project work. This construction plan can provide analysis on the
growth of local residents as well as strategies which are place to boost them to reside into the
community centre.

It is concluded that the power grid matrix can help to engage the stakeholders into the
project with reviewing the project requirements. The stakeholder engagement strategies are
required to recommend as result of this project work is documented in the project report. It is

implemented with two phased solutions. Phase one is addressing concerns of the project
stakeholders by detailed environmental concerns. The study will help to improve cost along with
estimation of time for the construction. It is provided with additional environmental activities
and cost which will provide impact on the project plan.
