INTRODUCTION
Coordination, task allotment and management all these activities are defined an
organisational structure, which is connected in achieving the organisational goal. Their structure
should be flexible, innovative and motivating in order to achieving their aims. Functional,
divisional, matrix and flatarchy are there 4 structures (Maduenyi and et.al., 2015).
Organisational structure and culture these both sides are work together for many sectors. Culture
define beliefs and values they worked for public or charitable trust and organisation. Clan
culture, Adhocracy, market and hierarchy are organisational culture. This unit explain the
different type of public organisation and their structure or culture and also describe the concept
and impact of central and local government in the public sector. In this work they also explain
the impact of central and local government in the public services.

P 1 Different types of public sector organisational structure
Public sector organisations provide safety, security and many other services for the
people's. This type of organisations are hire by the government and give their best services to
their citizens (A. Adams, Muir and Hoque. 2014.). Government plaid a very important role in
public sector, this is one of the best organisations which provide their best services for public. It
is a group or system which is operated by community. Government create laws and collect taxes,
for the security purpose of their citizens. It is a group of peoples who work officially to make
control in their country, state or region. In this unit they describe three types of government,
example- central government, local government and regional government all these organisations
provide their best services in public sector. Central government organisation: central government has the authority in political area
which determine a whole nation. They are responsible for the health and safety of their
citizens and also improving, maintaining or developing the quality of national
environment. Central government has a power of collecting taxes, build roads, establish
courts, make laws, and spend money for the general-purpose benefit. On the other side
central organisations is also work for the people. In this type of organisations all the
decisions and process are managed by the high or the administrative level. The advantage

of this organisation is that their decision are made by tiny level which is different from
the de-central organisation because they made their decision by leaders or high
authorities. Regional government organisation: A regional government are related to district area,
specific region, or part of country or the world. It controls a specific area of a country.
They allow spending their money effectively to gain good profit for the entire areas.
Regional organisations' means international organisations which is cooperated by
political and economic reasons. This type of organisation rule by the higher authority
over the national laws, it based on the principles of their country. They plaid an important
role in public sector.
Local supporting government organisations: this is a type of public management, which
is exists on the low level of administration in a state or country. It is responsible for
providing services of business to people. There functions are charities, social care or
enterprises, support in business within outlined area, planning and housing etc. they
collect fund from many sources. Local organisation manage and developed environment
of supporting people through funding or charities. They provide school facilities, health
care facilities, land and social safety need etc. NGOs organise charity functions to collect
fund for helping poor peoples. Social enterprises provide financial, situational or social
help at the best level. Voluntary organisations provide their services in group, individual
or country. This type of group or union work for the society. In this type of organisations
there are many voluntaries who worked to help people in the society without any profit.
STRUCTURES OF GOVERNMENT ORGANISATIONS Structure of government: the structure of government is controlled by an arranged
community. Government structure is based on 3 pillers legislative, judicial, and
executive. Legislative is based on those people who make laws, the first function of
legislatures is to develop, discussion and passing legislative which is required for the
government and function of country. Parliament and provincial are two types of
legislative (Organizational Structure: Definition and Influence on Organizational
Behaviour. 2017). Legislative authority is described on national and provincial level.
Judicial structure is based on lower or supreme court. This authority is independent to
take decision according to the laws. Some courts are mention in judiciary, the

constitutional court, supreme court, high court and many others. Executive structure
belong to president, deputy president and the cabinet ministers at national level,
government and civil department is also included in it. Making good policy for the
citizens and run their country according to the policies and laws. They can not pass law.
There are two structures of Executive first, is national executive and second is provincial
executive. National executive structure is based on the president, deputy president and
cabinet, on the other side provincial executive structure is based on the premier,
executive council. President responsible for appointing the cabinet, appointing inquiry of
commissions etc. all these structure is worked for the sake of peoples or citizens.
Central, local and regional government organisations structures: all these government
organisations structure is based on functional, divisional and project base. Central, local
and regional all the organisations are worker for its citizens health and safety or security.
They make laws or policies to help poor people in country. Functional structure is
divided organisation on special based. They organised those activities which is revolved
around of special area (Pike, and et.al., 2015). Divisional structure manage the activity of
business about geographical, product or market and services group. All this organisation
are based on these structure which work effectively. Government structure is based on
many functions which help central and local government in providing their best
beneficial services.
P2 The concept of culture as it applies to public sector organisations
Concept of culture: culture describe in many other words or languages. People speak
about high culture and low culture (Elsmore, 2017). Culture is described in many other ways like
power, role, task, person, forward-looking, backward-looking etc.
Organisational culture: organisational culture give importance to values and behaviour of
social and psychological situation of business. This culture is the way to interact people and get
to know about their knowledge or some changes which they have created in their organisation.
There are 4 types of organisational culture : clan culture, adhocracy culture, market culture and
hierarchy culture. This culture is based on power, role, task or person. Central government
organisation follow power culture because it is strong and based on few rules and small
authorities or bureaucracy. Local government organisation follow role culture which is also
based on rules and regulations. It controlled by everyone in the organisation according to their

role and responsibility. All these culture work qua-illy or effectively for the organisations. Power
culture impact on public sector organisation, it is based on rules which has to followed by the
people in public organisation (Carlos Pinho, Paula Rodrigues, and Dibb, 2014). Power culture
is applied in public sector to manage the environment of country, it dependent on the success and
abilities of people in the organisation. Role culture is based on the importance of specific role
played by individual or group. Local government follow role culture because they perform
individually or in a group, to manage their role and work.
They played their role very effectively and honestly in public organisation. They
worked for the people who does not have the power to manage their life. Regional government
organisations are followed task culture because they work on district area or specific regions.
The concept of task culture in public sector organisation are based on power, rules and team
work. Task culture is used in pointing some specific issues or problems in process of projects. It
gives a positive impact on the public organisation, if a regional organisation adopt task culture to
improve the issues in public sector it makes environment healthy and good. All the work of
cultures is connected with each other.
Task culture is present on the base of role and power. Without knowing power
and role the person can not decide their task and does not work on it. All these culture applies
equally in public sector organisation, and they work on the same goal which is the safety or
protection of people and their country. Organisational structure and culture worked for people
and also for the society management.
Organisational terms: there are so many organisational terms for example: hierarchy,
span of control, chain of command, line management etc. Hierarchy term is based on different
levels of command, between higher and low levels of organisation (Crane, 2017). Higher level
controlled the work of lower levels through their power, role and description of their task (Allen
and Starr. 2017). Hierarchy term give benefit in public sector organisation and also manage the
environment of country and their citizens, it is an organisational structure.
Government followed hierarchy term in public sector because it works or link at any level
of society. In this term government high authority control lower authority people. High authority
make decision or rules and order to following by the lower level of authority. In government
sector president give order to collector and their lower level officers to follow the rules given by
them. Hierarchy term is define by the use of pyramid which describe the high and low level.

President is on high level authority and supervisors or workers are on lower level authority. All
the decision is made by the top level and followed by the bottom level until it reach on the last
level of employee. VPs is also a part of high level. All these structure and culture describe the
impact or concept of public sector organisations.

The impact and role of central and local government in the public services: central
government is efficient organisation which supply partnerships. Budget, funding or strategy
making impact on the public services (Batley and Stoker eds., 2016). Central government make
budget to manage the work of their country or people, they make budget according to the funds
which they have been collected. They also make new strategy which give a good impact on the
public sector (Burrell, and Morgan, 2017). They start making funds to help people and
improving their environment. Central government role is to make those decision which give
people a good and safe life or environment in state or country. They prepare White paper which
give guidance to prepare national regulations and legislation. The basic structure of central
government is
1. Executive: President, the vice president and cabinet ministers,
2. Legislation: parliament, lok sabha, rajya sabha,
3. 3. Judiciary: supreme court of India, high courts etc. all these are worked for the
country and their people. Central government power or role is to maintain the armed

force, make effective budget for public, also give first priorities to the safety and
security of their people or country. On the other side local government influence on
politics through to developed laws, local level policies and strategies, making
decisional and structural organisational changes. They work in doing transformation
for societal benefits. The role of this government are paid out of taxes and work from
state to town. Public services are the responsibilities of government. There are some
of public services given by the government: police departments, fire departments,
water, gas and many others.
Local government give good impact on the public services by giving their best facilities
through providing strategies and policies and making or collecting funds. Funding is the most
local public service providing by the local government. It is a payable or chargeable service for
the every person who want this service in public sector. Public heath is also the part of local
government they provide their facilities to mange the health of citizens in country through
policies making (Brown, and et.al., 2017). Government work for their citizens and make policies
and strategies. Good public services given by the government impact on increasing better
strategies and policies.
They can monitor their services through surveys by police and crime commissioners, they
also can monitoring their services through guiding the district service commissions. Public
services are provided by the government in the sake of their health or safety. By monitoring all

is highly effective on the public sector. Central and local government are worked for people how
needs to manage their life. Government makes many policies and strategies to make growth or
increase their country effectively. Central or local government provide their best services in
public sector. They give health insurance policies, safety insurance policies and many others.

Above all the study it can conclude that all the different of public sector organisation
work for the people health and safety. They worked for those persons who are not been able to
manage their life. Government organisation is worked in public sector for helping citizens and
managing their life's through making rules, policies and strategies. This study describes all the
structure: functional, divisional and culture: power, role and task, of the organisation in public
sector. It also describes the hierarchy higher and lower term. Local and central government also
give good impact on public services and work for the growth of their citizens. This unit explain
the role of both the government in public organisation and also explain how it monitors and
accountable in public services. High budget making decision is give impact on the public sector
badly, government has to make those budgets and strategies which help in the growth of public
or their country. All these services are worked effectively in public sector organisation.
Monitoring and accountability is the most beneficial part of the public service organisation. The
role of this government is to manage or controlled citizens life and work.
