PART 1 – Draft a Project Charter
Project Charter
1.0 Project Definition
The Stirling Manor city council has taken decision for building new sports Concept Park in
the nominated location. The area will be consists of a soccer pitch, picnic area and a
parking space. City Council Financial Director will invest capital for implementation of the
project. The picnic area will have 60 seating arrangements and 15 BBQ stands. The
soccer pitch will be constructed based on FIFA standards. And the car parking lot will
provide a 120 car parking facilities. It is expected that the project will be completed by 5
months and in the budget of $500,000.
1.1 Background
This project depicts different project management practices, application and role played
by stakeholders to accomplish a new Sports Concept Park construction project for both
children and adults. The local citizens were suffering from health obesity problems. The
completion of soccer pitch and picnic area will provide an open ground to the local people
and their interest towards soccer sports will also grow. After analysing details
requirements of the project a project charter is being prepared at the below section. The
project charter is comprises of project background, expected outcomes, project approach,
key stakeholders, in scope and project out scope. In addition to this, a high level project
budget and schedule are also developed in the paper.
1.2 Objectives, outcomes, assumptions and constraints of the project
The project objectives are as follows:
To provide professional recreational facilities to the families
To construct a park with a FIFA Standard soccer pitch
To reduce the rates of crime among the youths
If the project is successfully implemented then it would be able to bring commercial
revenue to the town
The project outcomes
The main outcomes for the project are elaborated in the below section:
It will allow both international and national players to play soccer
It will encourage both the adults and children to lead a healthier life style
The soccer pitch must be build based on FIFA standards
It will give opportunities to both the children and adults to learn the soccer

Project constraints
The three project constraints are as follows:
The project needs to be complete in the budget of $500,000
The net time that the project will take to construct and establish the soccer playground,
picnic area and parking lot is 5 months
The scope of the project is to construct an international level soccer pitch, parking area
and also a surrounding picnic area
Project assumptions
The land donated will be fit for purpose to build the Soccer Park
The project is assumed to be completed in the budget of $500,000 and within 5 months
It will give a healthier environment to the local people
It has been assumed that successful implementation of the project will provide recreational
facilities for families
2.0 Project approach
Throughout the project development life cycle the project approach that has to be followed by the
project team associates is Prince2 project development method.
The steps to be followed to accomplish the construction project are as follows:
Optimal deployment of needful resources (physical, human)
Proper monitoring on viability of the project and ability to modify the restart approach
Develop and direct the associates towards a clear direction
Giving a better control for the project elements
Provide a professional communication at all the levels
Cost minimization

4.0 Scope and exclusions
The scope of the project is to complete the construction of a park with a soccer pitch in the centre
section. The playground is designed based on current national municipal standards. There will
also be a grassed concrete path and 8 total bathroom facilities 4 for both gents and ladies. The
design also provides car parking for 120 cars. The area will have three different pedestrian gates:-
for picnic area, playground and soccer pitch as well. The entry from each gates are not free of
cost. Entry for the picnic area is free of cost but in order to enter to the playground and avail car
parking facilities the customers have to pay.
Business and marketing strategies are essential for project success however no such strategies
are developed for promoting the project. Not only this but also, procurement and contingency
management approaches those have to be followed by the project developers and other team
members are not part of the project.
5.0 Benefits
The lists of benefits those can be obtained from the successful completion of the project are as
follows:
The pitch is designed to host both international and national soccer game and people who
will come as visitors to the playground would be able to avail Wi-Fi facilities, car parking
facilities and picnic area as well.
People can use this picnic spot as it offer 15 barbeque stands and seating for 60 people. A
parking lot will be included, with parking for 120 cars. I
t will also give total 8 numbers of bathroom facilities 4 for male and 4 for ladies.
The entry for the park area will be free but entry for the spots field or play ground and
parking lot are not free of cost. Therefore, it will give commercial benefits to the city
council.
The country can increase the local rate of income
The cost for health issues will also be minimized as fitness will increase
