DOCUMENT PURPOSE
The project sponsor has planned and decided to refurbish and provide a state of the
art building area for the Sydney, Melbourne, Brisbane, Port Macquarie University
and online students. The building area will accommodate them and also give them
service like dining café, recreation area, mini theatre, library, underground multi
level secure bicycle as well as car parking, indoor pool and gym. In order to
maintain security it is planned that outsiders and guests will be allowed in the
dining café only when they are accompanied by a resident student. The café
service is open for the students for 24X7 hours. For managing the entry and exit
time a “University Café Control system” is developed for the dining café.
The purpose of presenting the project charter is to let the project sponsor and the
other stakeholders know the project requirements, goals and objectives as well.
With the help of the project charter the project associates will become familiar
about the project objectives and it would become easier for them to share
information, govern and support the others towards the expected outcome. The
project charter will identify the purpose and goals of the project including in scope
and out scope. Not only this but also the stakeholders, communication approach
and also the group who will be affected by the project are also elaborated in this
charter. If the charter is properly prepared properly then project will be completed
within given deadline and budget.

The project planned to refurbish the new building area is to accommodate
University (Melbourne, Brisbane, Sydney, Port Macquarie and online)
students and provide them useful services in terms of dining café, indoor
pool, gym, multi faith prayer room, bicycle and car parking, mini theatre,
library etc. The new building area can accommodate approximately 500
students.
Before initiating the project budget, time and resources are some major
factors to be considered. If feasibility report is not prepared at the initial
stage then project may fail to be accomplished in that estimated budget.
Besides this, timeline and schedule are the two other major factors
important for project success. If timeline is not prepared then delay can
occur and paralelly the budget will also increase exponentially.
Successful development of the university café control system will control
the entry and exit of the customers 24X7 and also restrict unwanted
entries as well.
If the system is developed followed by the student requirements then It
will earn huge commercial benefit because there is no other similar service
provider around the University areas.
The project is aligned to campus’s strategic properties because it
accommodates only the university students.
2.3.3 SCOPE
However the building next door is accessible to public which includes pharmacy,
supermarket event hall, newsagent and a 24X7 hour restaurant as well. These
people will also trying to access the 24X7 hours dining café alike the restaurant.
Due to this reason the student for whom the dining café will be opened may not
get accommodation on time.
The scope of the project is to develop an entry exit system into the 24X7 hours
dining café that serves numbers of cuisines around clock. The project will be
successfully delivered within March 30th, 2020 after the opening of the dining on
January, 2020. The project will cost approximately $30,000 and time of 2 months.
It will also increase the overall security of the university dining.
