Learning outcome 1: Understand principles of effective resource management.

1.1 National, local and organisational strategies and priorities on resource planning and management
In my opinion, national, local and organisational policies and strategies have a significant impact on a business's human, financial and
physical resource planning and management. Governments and local authorities apply rules and restriction through legal acts which
businesses need to adhere to while planning and managing their operational resources in order to continue their operations
(Coyne, ,Hallowell and Thompson, 2017).
According to me, local authorities and councils often provide the necessary funding to businesses which is essential to their financial
resources planning and management operations and businesses have to adhere to any policies and restriction they pose. Businesses
also have to plan their financial budgets according to the national legislations mandated by the national government.
Physical resources of a business include its operational establishments, materials purchased, manufacturing equipments installed etc.
For me, during planning and managing these resources, a business also needs to adhere to various nationally mandated policies and
regulations such as the national laws that mandate the construction of safety exits and staircases in all operational establishments in
preparation of accidental hazards.

For human resource planning and management, an organisation or business needs to try and create a safe and healthy work
environment for its workforce which adheres to the rules and regulations that are mandated by the national and local authorities
governing in the operational area (Hill, 2016). One such example is the National Health and Safety at Work Act of 1974 which is
mandated by British government to be followed by all businesses and organisations operating in the UK in order to ensure the health
and safety of its existing human resources.
1.2 Roles, responsibilities and accountabilities for resource management
As a care manager, there are certain requirements of resources that I require on a day to day basis and I also have to foresee or manage the
allocation of such resources as per the different requirements of the patients in the healthcare industry. From the perspective of care manager,
there are certain roles that I have to fulfil such as ensuring proper allocation of duties, developing proper and convenient schedules, facilitating
proper communication channels etc. (Chao and et.al., 2017). Further, my responsibilities extend to the fact that if there is any unavailability of a
particular care personnel, then I have to arrange the ones required for the patients amongst the available ones. I can use shifts in order to manage
the available resources and also ensure that there is proper communication amongst the different personnel’s taking care of the patients in the
healthcare organisation. Additionally, I also have to ensure that the persons to whom I will I be allocating responsibilities, they are able to handle
the responsibilities adequately and are also adequately equipped with the skills required for meeting the requirements of such patients. I have to
always monitor this very closely because we deal with adult patients and lives are literally at stake if any carelessness is adopted. Therefore, I am
accountable to not only the management of my institute but also to the patients and their families. Therefore, my designated duties and
responsibilities as a care manager contribute very critically in the aspect of overall care taking at the organisation.
1.3 Importance of accurate forecasting for resource management
Resource requirement cannot simply be organized or arranged as and when the need for it arises (Agarwal, 2019). There needs to be
proper forecasting and planning regarding the resources that will be required and this leads to the creation of a proper forecasting
framework. The importance of this forecasting framework can be analysed in following aspects:
Accuracy: Forecasting helps in pre- determining the requirement of different resources that will be required for the completion of the
different actions and duties that are required to be performed. The accuracy helps in measuring that whether the forecast is
appropriate and that whether there needs to be allocation in the similar manner.
Validity: Validity aspect helps in measuring that whether the forecast that has been developed is valid i.e. necessary and relevant or

not (Bratton and Gold, 2017). Under this, the care manager ensures that there is no unnecessary wastage or redundancy amongst the
resources that are allotted.
Reliability: This is the last aspect where the reliability or trustworthiness on the resource allocation that has been developed. The
resources need to be reliable at all times and therefore this can be measured by identifying that whether the different resources that
have been allocated responsibility will utilise the resources only in the desired manner and do not engage in any mis-utilization
activities.
1.4 Value of using assets and resources outside traditional services and in the community
Various resources and asset are used to provide better and qualitative services in order to ensure health of adult. Without asset and
resource care of adult cannot be fulfilled and it would lead to lot of health issues related for adult. There are various services and
resources are provided for proper care of health of Adults such as voluntary and Volunteers, alternative non-traditional therapies and
community and educational resources. Following services and resources provide in order to ensure adult care are as follows:
Volunteers and voluntary services: It includes such services that are provided with no personal or financial gain in order to benefit
other peoples and organization (Ramirez, Collins and Muñoz, 2016.). Therefore, Volunteers are made in order to provide better and
qualitative services to all adult. Such services helps in improving living standard of people and quality life by provide essential
resources such as medicine to adult people so that they can protect themselves from various diseases.
Alternative non-traditional therapies: It is another resources that can be used for adult care such as herbal products, special diets
and mega-vitamin therapy in order to ensure health care of adult people. Such herbal product and mega-vitamin helps in improving
health of adult by proving more vitamin and mineral to cope up with diseases as I also used to strength my immunity.
Community and educational resources: As per my view various education resource are also provided to enhance knowledge
among adults about medicines and vitamin and mineral to be included in diet so that they can take care of themselves effectively. It
thus helps in protecting them from various threats that may harm their health adversely.
1.5 Role technology plays as a resource in service delivery and service management
