ABSTRACT
One of the Infrastructure business is the construction of new road or the rehabilitation of the
existing road , is very critical for growing economy in developing countries as like as
Myanmar because road is partially involving in the transportation network of the country.
To raise the life quality of the people who are living in that region , good quality of
transportation network is very essential. But there have so much complex in the specified
construction projects to manage the quality of material , construction method , environment
impact , traffic control and project quality plan ( PQP).
That's why, my report aims to know that how is practically used Quality Assurance Plan and
Quality Control Plan(QA/QC) during construction works . Firstly, I have to try to know what
are the difficulties or obstacles in doing implementation of Project Quality Control Plan
(PQP) , even I have know it theoretically. Initially , the data concerned for project quality
have to be collected through the specifications , Standards &procedures and put into the
process. While collecting the data, I have to review based on appropriate condition as the
requirement of Contractor Project Quality Management System including human resources,
material resources , equipment resources and so on . From the resources , I got some data
about the quality of materials that are available in the local or oversea, Knowledge and
competency of local employee , the requirement of expert technicians for transferring
technology and so on.
Thanks to closely monitoring on the Road Quality Control Plan in this project , MOC
( Ministry of Construction ), the client clearly confirmed design period of the road is 20
years.
To protect from high moisture affect in the project area, soil lime stabilization method is
used for the well compaction layer to protect from moisture penetration resultant obtaining
good experiences for our contractor local engineers. Confidently , high quality new road with
fully road furniture and safety signs make reduction of the road accidents.
Keywords: QA/QC, quality of material , construction method , environment impact , traffic
control and project quality plan ( PQP) , Contractor Quality Management System, practical
application on QMS .

CHAPTER 1
INTRODUCTION
1.1 Background of the Study
The importance of quality and reliability of products and services is now relatively well-
recognized among different businesses and industries in Myanmar and therefore the local
construction companies today attempt to improve their quality to maintain their position in
the highly competitive construction market. This paper examines the case study of the
ongoing Maubin-Pyapon Road Rehabilitation Project being constructed by Shwe Taung
Group of Companies which is one of the leading corporations in Myanmar with a focus on
five core sectors- Real Estate, Infrastructure, Construction, Manufacturing and Distribution of
Building Materials. Roads and Bridges are basic infrastructures of a developing country and
they also play a vital role in economic growth. Myanmar sets contractors safety and quality
standards to comply with for the construction and maintenance of roads and bridges. With the
consideration of quality and cost in the implementation of a project , mostly the contractors
thinks about the cost as priority in order to gain the net profit after completion the
project .The contractors usually neglect for achieving the benefits through a good
management of quality that makes reduction of the concerned. Actually , the good
management of the quality effectively reduce the maintenance cost and recovery some
defects. The best practices in quality management system are required to ensure project
success. Contractor's quality management system for all construction and engineering
activities have to meet the technical specifications entitled Bid Specifications.
1.2 Statement of the Problems
Maubin-Pyapon Road Rehabilitation Project is the first infrastructure project funded by Asian
Development Bank (ADB) in Myanmar in the last four decades. This project aims to
rehabilitate the existing road connecting Maubin- Pyapon, which was completely damaged
due to the Nargis Cyclone in 2008.In fact, Irrawaddy Division is a region with high intensity
of rainfall. Apparently, most of the roads in Irrawaddy Delta that is one of the main rice-
producing areas in Myanmar were easily damaged within 3 years or 5 years after the
construction through lack of advanced road construction technology to resolve a number of
challenges and problems such as high moisture contents, utilization of substandard materials,
weaknesses in quality assurance and quality control, lack of regular maintenance, etc. In the
implementation of the road rehabilitation project, Shwe Taung Development Co.,ltd won the
ICB-2 tender and become a contractor under the supervision of SMEC (Construction
Supervision Consultant), authorized by Department of Highway.
The contractor carried out all construction works during the construction period with aim to
focus on quality to meet the standards as shown in the technical specification. In doing so,
contractor faces some problems and challenges in this construction works such as

Using new equipments such as lime stabilizer and some method statement such as PC
Girder Bridge, cement treated base construction before the construction of rigid
pavement, which are not familiar including site engineers and supervisors.
Although construction method statements change, the contractor has to revise method
statement and discuss with consultant team for finding the convenient way not to affect
the qualityin line with technical specification.
Including existing road , traffic management and the environmental impact by discussing
with local authorities as well as consultant team for any changes on the method
statements for approval.
1.3 Objectives of the Study
This report only focuses in the followings objectives:
To study the theory and practice of project quality management in the construction
industry.
To examine the current practice of project quality management in Maubin-Pyapon Road
Rehabilitation Project.
To analyze the strengths, weaknesses and to make recommendations for improvement.
To develop a framework for Quality Management of the contractor in Road
Rehabilitation Project.
