INTRODUCTION
Health and social care needs are the basic necessity of human being. Theses services are
provided by professional or care workers. It is important to understand needs of individual so
that specific services can be provided to them (Murtagh and et.al., 2014). But in recent times,
there has been a lot of change in these services. it is due to change in needs of people. This report
will describe concept of health, illness, etc. and how people perception has changed over time in
health care. Also, it will show impact of legislation on services available. Moreover, current
systems are explained and its evaluation is done. In another section approaches and interventions
and its impact is discussed. At last concept of challenging behavior, its impact and strategies to
deal with it are described.
PART 1
1.1 Concepts of health, disability, illness and behaviour in relation to users of health and social
care services
In health and social care there are different types of services that are provided. Each
individual has specific needs that is required to be fulfilled. Care worker must understand each
concept and be clear in providing services (Rubin and Babbie, 2016). it will help in doing job
perfectly. Moreover, different concepts are explained below :-
Health – According to WHO health means mental and physical well being of an individual in
society. It reflects the good overall condition of a person. Also, a person that remains healthy in
absence of any disease can be considered as health.
Illness – it refers to the perception and emotion of an individual. Illness can vary from person as
it is based on personal experience. It shows behaviour of person related to his or her body. This
means that how symptoms are identified, care facilities are used, etc.
Disability – it can be defined as long term physical, mental, sensory, etc. impairments that
hinders person growth and health in comparison to others in society. It is stated by UN that a
disability is not health problem, but it shows difference in feature of body between society and
person. The social or environment barriers are interventions to remove disabilities.
Behaviour - it reflects how people response towards their health issues. A person may behave
differently towards different health problems. the behaviour can be either aggressive or patience.
Any change in behaviour impact on mental condition to a high level (Fine and Beck, 2015). It

also gives an insight that how care services must be provided to improve behaviour and fulfil
needs.
1.2 How perceptions of specific needs have changed over time
In present times, values and beliefs of society as well as people are changing. This is due
to change in needs of people. also, there has been rise in standard of living because of fulfilment
of individual needs. It has enabled them to desire for more. similarly, in health and social care
there has been a significant change in specific need of people. in recent times, abuse and
harassment in society has increased. so, some people need are increased as they require more
care services. furthermore, it can be evaluated that if these changes are not recognised it can lead
to serious consequences on social development of people. alongside this, it can be stated that
basic human rights are not provided to people equally (WHO and World Health Organization,
2015). Besides this, it can be evaluated that sometimes people are not able to communicate
properly about their needs. It may be due to fear, anger, disability, etc.
It has been identified that communities are more focusing on fulfilling specific needs.
They are highly engaged with these people and protecting them from any harm. apart from it,
rise in crimes has forced society to identify specific need individual. They are more concerned in
delivering health care.
There are many other reasons due to which perception of people has changed. First is
change in social customs and trends. Here, each society is having their own needs. Thus, people
requirements are evolved. They are able to identify what is more important for healthy well
being. Another reason is philosophical change in thinking of people.
1.3 Impact of legislation, social policy, society and culture on the ways that services are made
available for specific needs
Health sector is regulated and controlled by government and society. It is because it
ensures that care is given as per needs (Carman and et.al., 2016). Also, it creates a healthy
environment within society. A society is said to be developed only when people are healthy and
fit.
Any change in above elements can have a negative or positive impact. Therefore, health
sector must be regulated and controlled. There is a great impact of legislation, society and culture
of health services.
Impact of legislation

In every sector laws and regulations plays a significant role. The government is responsible for
developing laws in health sector so that services can be provided equally. If legislation control
and regulate health services in each area then, it will be easy to maintain healthy environment. it
is necessary for legislation to ensure equal access of services to individuals. While delivering
care person are respected with dignity (Hicks and Stein, 2015). Other than this, laws are useful
in eliminating interventions. In context of specific needs, UN has taken initiative to provide best
available care facilities. UNICEF and WHO is involved in promoting equal rights.
Social policy
In past years it has been said observed that people are being discriminated in society. Due to this
they are not able to get equal and proper care facilities. Every society consists of some norms and
values that are followed by people. it also includes ethics and policies. Social policy contains
services that are necessary for people to live a health life. Society provides basic care services in
order to fulfil specific needs of people. they ensure that peace and culture is maintained within
society. Policies are redefined in order to improve lifestyle. This ensures that discriminatory
practices are not followed. An effective social policy will result in positive impact on well being
of people.
Impact of culture
Culture also impact on individual needs in health care (Griffith and Glasby, 2015) this is
because culture reflects living standard of society. It shows people the way of living and what
basic health services has to be provided in order to do. In addition, it forces society to develop
certain policies that allows people to access health facilities.
2.1 Analyse the care needs of individuals with specific needs
Each person needs vary from one another. this is because of factors in which they live.
The factors are society, culture, country, etc. also, health needs of person vary from one another.
thus, it is necessary to analyse needs of person in health care so that proper care services can be
provided. The people can be divided in two categories that is basic and specific needs. The
individual who are having specific needs must be given extra and extensive care. but in order to
identify needs, analyses have to be done. In order to analyse care needs a two fold approach is
followed. This is described as below :-
In health sector all activities should be designed in such a way that it becomes easy to identify
specific needs of individuals (Marsden and Arce, 2017). Also, those activities must be organised

at large level. It will benefit in finding out target group and finding their concerns. The groups
must be protected from abuse, harassment, harm, etc. so that high quality care be provided. This
will enable in determining other groups that are having specific needs as well.
Another thing that can be done to analyse care needs is individual referrals and community based
activities. With this it will be easy to take their responses. Moreover, those people can be
protected from vulnerabilities and threats.
2.2 Explain current systems for supporting individuals with specific needs
As people with specific needs require more care there must get support from society or
government as well (Rubin and Babbie, 2016). Individual with specific needs must be
supported so that they are also able to get proper care. besides this, it contributes in betterment of
society. There exists some system through which support is provided. It is as follows :-
Advice and guidance – here, professionals and care workers give guidance and advice on how
to treat and take care of individual. The people who give advice are experienced and having a
deep knowledge about how needs can be fulfilled. It helps in directing a way through which

or government that helps in fulfilling specific needs of people (Fine and Beck, 2015). This is
done for betterment of society. These programs help in improving person well being to live life
in normal way. Furthermore, it has provided a platform to get access to services in free of cost.
Thus, these all programs exist in current system to support individual with specific needs.

involved here are social service care systems, broad range of doctors, professional helpers, social
activists and so on (Reeves and et.al., 2011).
This community is developed with proper establishment of health clinics, hospitals,
social centres and other such service centres which are open 24*7 for providing services to
special cases, accidents or natural calamities. Moreover, there have been establishment of
services in terms of therapy sessions, counselling and related recovering systems. With the help
of this, people with such particular requirements get attention and suitable facilities to eliminate
the obstacles and implement the programs to initiate the guidance and mentorship that
encouraged in generating awareness their rights, and also about insurance and other health
related policies (WHO and World Health Organization, 2015). Along with, the personal
development plan that has been introduced by the health and social care has also added valuable
benefit in uplifting the people with special attention. There are many more services available that
is as follows :-
Children trust – this is established by NGO and local authorities to provide health facilities to
children. In this children with specific needs below age of 18 are provided care facilities at cheap
rate. There are experienced professionals and social workers working with trust.
Care trust – this is developed by hospital union by integrating with local authority. They work
with other hospitals to provide care to specific need individuals. Also, it monitors activities of
health and social care. furthermore, there are many other things in which care trust is engaged.
4.1 Explain different concepts of challenging behaviour
Challenging Behaviour can be defined as the high intensified abnormal behaviour of an
individual which can put to self injury, physical safety of others at risk or having cultural
indifferent frequency and destructive behavioural symptoms. It also includes about the
individual's learning ability and development. Moreover, one must understand the conceptual
outline for this challenging behaviour especially in the health and social care sector. In the health
sector, this behaviour has been categorised as equivalent to mental behavioural health problem.

In regard to the same, I would like to draw the attention towards the trigger points and
causes for such behavioural pattern. Furthermore, I emphasised on adopting a behavioural stage-
management to combat this cyclic disorder of trigger, escalation, crisis and recovery. Thus, it is
important to know about the health issues of such people and proper assessment must be done to
evaluate their entire mindset behind displaying such aggressive and difficult behaviour. There
are various factors such as social, biological, psychological, environmental and more. This is due
to lack of empathy and communication gap that leads to such challenging reactive environment
and effect creating obstacles in doing normal activities or communicating without affecting
work-life balance.
With reference to Baby Peter's case, when he was admitted for the first time in the
hospital, the administration did not look into his bruises or swelling in serious manner. If they
had given some substantial amount of time, we could have saved him. Hereby, I think that this
case was already in the loop of third step, that is, trigger. It was alarming to see that the
authorities were ignorant in following up his medical conditions. Along with this, the
Bournewood Case shed light on the loopholes of capitalistic viewpoint of health professionals.
However, due to leniency in the judicial system such as the clause of Mental Health Act 1983
that encouraged that hospital to such mistreatment of HL with his caretakers, Mrs and Mr. E.
According to me, HL became agitated due to enormous amount of time that driver took to reach
day centre. This was unacceptable reason to detain him.
4.2 Describe the potential impact of challenging behaviour on health and social care
organisations
Health and social care sector is under huge pressure as it is the most important
component of social life. In order to understand the influence of such behaviour, we must know
that hospitals and social service organisations must be equipped with proper infrastructure
facilities.
As per the case studies provided, I came to utter shock and disappointment with the
representatives approach in dealing with such patients or critical cases. Here, Baby P was a 17
month infant who was not able to express himself in front of anyone. Even though, he was in
pain and was constantly abused, he couldn't understand it and was helpless too. This became the
challenge for professionals to give him suitable protection and medications as well. They
analysed the situation and took immediate steps by involving the legal bodies (Sallis, Owen, and

Fisher, 2015). Subsequently, it was not enough. Their lack of awareness in meeting with the
necessities of such patients is heart breaking. However, it also made me think about the lack of
knowledge or behavioural management in this context. There are many provisions like support
group, or seeking help from legal organisations working for the betterment of patients, hiring
professionals for giving such patients a third voice (Aveyard, 2014).
In another scenario, HL was an autistic who needed help in doing daily chores like
washing, dressing etc. and was also mute. His abilities like a normal human being was restricted
due to the underdevelopment of his brain. Nevertheless, it was struggling to cope up with his
reactive nature when things not done as per his manner. However, it is our duty to keep up with
him by improvising and incorporating new methodologies to enhance his comfort level by being
friendly and supporting him incessantly like his carers, Mrs and Mr. E.
Lastly, these professionals does get affected by their surrounding and get demotivated but
move on with feeling of doing good job and providing better services for welfare of society
(World Health Organization, 2014).
4.3 Analyse strategies for working with challenging behaviours associated with specific needs
With reference to the case studies, it is necessary to design and implement few strategies
in order to provide specific needs of such challenging people and critical circumstances. There
should be a reinforced arrangement in dealing with such difficult behaviour as it has an impact
on the environment with working practises of professionals. Further, I believe that positive
behaviour can be inculcated by adopting approaches and organising sessions, activities with such
patients to make them understand that they have a strong support and this would assist in proper
engagement with society and others as well.
In addition to this, I laid an exploration study on the basis of Eidetic Model of Growth
(EMG) to make my team members and the entire professional bodies to become more
sympathetic while treating such situations and involved people (Syed, 2012). If Baby P and HL
were treated as humans and not just medical cases, the consequences would have turned out
something else. I am disappointed by the state of management of behaviour of doctors, staff and
nurses while treating them. Due to their own stress, they ignore few symptoms, that affect the
complete medication of service users. As per my analysis, these professional organisations
including doctors, therapists, psychiatrist, nurses etc. must collaborate and form an intervention

services in the form of department and must plan a layout to give such patients additional
facilities in terms of therapy session, separate room, extra facility of users and many more.
3.1 Explain the approaches and interventions available
There are various interventions and approaches that have been adopted by the health and
social care sector. In particular, it has given rise to therapies, training sessions, induction and
orientation programs for handling such cases with care and safety. This society has an integrated
framework of employing strategies like augmentation and development of biomedical
interventions, behavioural interventions including all forms and health based participation.
In regard to this, all these types of interventions serve the same purpose of working for

by the sudden change from his centre to Couple E's home but later, gradually got accustomed in
living with them. This adaptability was possible by imbibing such interventions and its effects.
Hence, it is imperative for giving screening applications, behavioural approachability,
arrangement for general, vocational and physical interventions so that society can be empathetic
and aware in such developmental progressions for the betterment of special case patients and
their related acquaintance.
3.3 Discuss the potential impact of emerging developments
With onset of information technology, people are getting conscious about their health and

decline to be shifted back to his carers, it was violation of his human rights and with his carers
persistence, he was freed under the formulation of new law called as Deprivation of Liberty
Safeguards, which was enforced from 2009.
Consequently, on the other hand, hospitals, centres and non governmental organisation
must adhere to all the latest policies, insurance, form filling procedure etc. and must work on the
same framework so that individuals get benefited with respect to both mental and physical
strengths (Eldredge and et.al., 2016). This also includes social norms and benefits with
privileges, so that all the related organisations become conscious and responsible while dealing
such specific cases without putting any additional burden on the involved service users and
carers.
It can be analysed that certain developments have enabled in providing proper care

It has summarised that understanding specific needs in health and social care is vital and
has a significant contribution towards smooth running of the operations in this sector. Each
concept is having a different meaning. The current systems that exists are personal development
programs, counselling, etc. to support specific needs of people. the services that are found are
children trust, care trust, etc. It laid emphasis on the challenging behaviour and its related
concepts that act as hindrance while doing jobs. it is demonstrated that by amalgamation of
judicial system and this health care intervention can pave a path for overall development and
analysis of such specific cases in profound order. Along with, few misconceptions and
misrepresentations of illness, disability etc. have been described appropriately.
