INTRODUCTION
The early childhood care and education aims at developing the child's needs to develop a
strong foundation for the children for lifelong learning (Blackwell,Lauricella and Wartella, 2014)
In terms of education,well-being,employability and social integration the early education and
care can lay the foundations for future success especially for children from disadvantaged
background. In different countries the education and care systems for young children varies. A
high-quality and accessible provision across many stated is developed for young children in
various countries like Australia.
A Wintergrove Education and care service is a sector that provides education and care
service in Wingergrove. All the facilities that are needs for the well-being of the children are
provided by this sector. This report will develop a state,et of philosophy for this sectors and
identify the management and education stricture of the service. A weekly roster including break
time will be designed in this report. An educator performance review will also be developed in
this report.
PART-1
1Developing a statement of philosophy
The philosophy of the WECW is based on the learning of green practices .At this learning
school children will be taught regarding the importance of green environment and recycling. The
sustainable methods such as planting green trees, switching the electricity when not in use
recycling waste materials etc will be taught to children from since their childhood days. The
early childhood education and care plays a very important role in the child's life. In Wintergrove,
the community sector Wintergrove education and care service (WECS) provides a education and
care services to children. This community sectors does not want to make profit .The only aim of
this sector is to contribute towards the well-being of the children. The safe and secured
environment is provided where children can learn various things that will be beneficial for them
in their future. In the early development of children WECS plays a very important role as the all-
round personality of children can be developed .The cognitive of the child can be developed
through learning (Coley, Votruba-Drzal and Miller, 2014).With this WECS the opportunities are
giving to children to build their inner capabilities .Through various programs and meeting are
held in this community sector to keep the parents of the children involved and an open
communication is maintained with the family members. This education care service provides

leaning to children though play, interest and meaningful interaction with others. WECS treats all
children equally and every child's background is respected and acknowledged. The Kolb's
experimental leaning style and Malow’s hierarchy needs is used in order to provide quality
learning to the children. The training is giving to children at an early age so that their future is
bright and successful. All the needs and requires of the children will be focus in order to provide
them care. All the activities related to play, art, dramatic and academic activities that is believed
to be important for the child life need to be organized. The child care program can be build by
including parents, care providers in it. The teachers can give guidance to the children in right
direction .They can ensure safety, well-being of the children. They can conduct small group
activities among children. A positive environment need to be given for the developed for
children. The dramatic plays that include role playing of costume need to be conducted. The
teacher can provide security, support-limits and affection these children. The classroom of
WECS offers a place for 650 children per day. It operates five day a week .And on public
holidays it is closed (Leseman and Slot, 2014.). . The mission of this is to provide quality
learning to children. All the facilities regarding the educations and health care is given by
WECSWECS to these children. The stakeholders need to recognize that there are various beliefs
and practices that are related with the care of children. The philosophy that is made by children,
families need to be valued by stakeholders.
The management structure of the service
WECS take care of all the relations that exist within the service and between other
stakeholders. These relations increase the opportunity to make a joint sight with the community
in developing WECS into an education and care service that endeavour towards the high
expectations of all stakeholders. The internal relationship that is looked by WECS are -:

 The use of service by John Street, the children and their families
 The staff, Centre educators and the Board.
The external relationship with WECS are

All the financial and policy decisions for the users of the cooperative are made by the
board of management. The meeting of board are held very month .For the staff and parents these
meetings are open. A safe and health work environment id provided by the Board of WECS and
for a staff appraisal a clear and fair process will be provided. The responsibility of the Board will
to make sure that all al rules and regulations are follow in this community sector and specific
policies and procedures will be developed and implemented (Hamre, Hatfield and Jamil, 2014).
The chairperson
The chairperson will make sure that all the tasks of the Boards re done in an effective
way and in a way that takes input and involvement from both staff and children. The
responsibility of chairperson to ensure that on a regular basis the meeting should be held. The
agendas in conjunction with other members need to be planned.
The Secretary
The job of secretary is to make sure that meeting are held properly. By working closely
with the board and the central director secretary should ensure the record keeping system. The
responsibilities if secretary is to plan to keep the meeting and membership records, registration
fees need to be upkeep.
The director
The day to day operations of the service at WECS are managed by the director. In
between staff and board of management the relationship is facilitated by the director. For the
provision of child care in accordance with the philosophy the directors is directly responsible to
the Board of management. The director should be responsive to needs of children and within the
budget constraints the director needs to operate those needs. (Staton, Smith and Thorpe, 2015.) .
Legislative provisions
The education and care services national regulations 2013 provide confidentiality of
records. The policies such as code of professional conduct are followed at WECS.
Identifying educators of the service
In order to work directly with the children at WECS the educators are employed. To
provide provision of quality child care according to the philosophy, objectives and policies of
WECS the educators are directly responsible to the Director under the auspices of The
board .The directors, educators are accountable to the boards as their employer .The educators
are accountable to directors on a day-day basis.

The responsibilities of educators are to make sure health and safety of the children by
implementing procedures. The educators should mike healthy relationship with children and their
families. As stated in the service policy document the educators should be familiar with the
emergency procedures (Adamson and Brennan, 2014.). They should also complete the medical
and incident administration records. In compliance with the national law they should prepare
documentation that are needed. The teachers can support learning in early childhood by
providing interesting materials to children, play, interact etc. The nurses should ensure that
children should hand-was after playing, eating etc. This will develop hygiene among children
from early ages. The child's need should be listened by the educators. The educators should also
have conversation with parents of the children on regular basis to make them aware about their
child development. In order to have strong management skills paperwork, lesson planning and
the environment can help teachers. The organizational skill d is need for educators to manage a
classroom. During the formative years educators play a important role in fostering the

In this chart roster the activities such as sensory play, reading, story, songs, English
classes, gross motor will be conducted for the child development an well-being. Special care will
be given to children in the break-time so that they can learn healthy eating habits and attention
will be played that after having lunch they should wash their hands (Sandseter and Sando,
2016).
The activity of tree planting will help the children to adopt green practices from since
childhood. They will become more environment conscious and will adopt sustainable practices
from their learning age. The activities such as physical development will aid child to understand
how to move their body and they will learn to use their muscles and different body parts. The
children can test their own abilities with the active play. So,this will develop physical skills. The
activity of motor skills will learn to controlling motor skills .The fundamental social skills can be
developed by interacting with other people environment .The social skills such as body language,
emotional skills can be developed by communicating with others. The development of both
social skills and motor skills can be achieved through unstructured play. In the early education
the leaning through play is an import tactic for children. Children can learn to have fun with
other children, listen to and follow rules with unstructured play.

Recruitment process for a new Diploma trained position
Recruitment is the process by which candidates are hired or appointed by the recruiter.
The candidate that ear appointed on the basis of their qualification and skills. In order to recruit a
new diploma trained position as Nominated Supervisor (NS),the advertisement will be given for
this positions in the newspaper for this position (Leseman and Slot, 2014.).
There are several qualifications that is need for this post such as the person should have
degree in Teaching and Diploma in teaching or can have a three or two year experience in
children' services or some other qualifications such as Nurse in a well -known child care .If the
qualification that are given in the newspaper matches with the person they can apply for this
post.
The description about the job will also be given in the advertisements such as the purpose
of job, the salary, sick-leaves etc will be mentioned in the advertisement. Once the advertisement
is given with the description of job, the candidates who have applied for this post will be
selection the basis of their qualification and skills. The purpose of this job profile is to provide
quality care to the children by looking after them. The salary that will be offered will be 2 GBP.
While selecting the candidate for interview no discrimination should be done on the basis of
caste, color, greed. Based on their taken and skill they need to be appointed (Tayler and
Ishimine, 2013).
After that the selected candidates will be called for their interview. In the interview the
detailed information regarding their past work, their experience in the past will be asked based
on that the person will be hired for this post. In the recruitment process all the information about
the selected candidate is analyzed by the recruiter in order to make a effective decision for their
organization. The hired candidate must be able to take care of these children by making sure that
these children are looked after properly and secure and protected atmosphere must be given to
them.
The responsibilities of this post are to follow and admire all the government legislation
policy for the early childhood and care services. And also to develop safe ,education atmosphere
for families ,educators and children (Indartono, Chiou, and Chen, 2016). A positive relationship
with families needs to be developed and maintained. The responsibility to child's additional
requirements such as dietary, medical etc need to be looked after. The meeting needs to be

attended in order to assist in the facilitation of effective communication. The specific needs of
the children need to be discussed with the nominated supervisor .As required by the department
of Education the necessary records of children and the program need to be maintained. In the
ongoing professional development and training programs the hired person need to participate.
All the laws as per Educations and Cares services national law act 2010 need to be followed. As
per the requirement the educator needs to carry out administrative functions within the service.
The relationship that are formed with the children need to be comfortable and nurturing. In all
service activities the parent should be motivated and encouraged to get involved.
PART-3
Develop an educator performance review
In order to evaluate the performance of educators the performance review can be used.
To set up a expectation for the coming years this performance review can be used. On the basis
of their team skills the evaluation of skills can be done. In order to recognize the outstanding
educators the organization can make use of this .The educators who are performing well will be
given incentives and recognition will be given (Cook, 2016). However on the other hand,
educators who are not able to give proper care and support to children will be terminated. The
formula records are essential as the organization will be aware whether the educator is doing
well or who is not. The performance review will help to see and observe whether the educator is
performing well or not. The review of performance will help to ensure that whether all the task
that are allocated to the educators is done properly or not. Based on this performance evaluation
the work goals can be established for the educators.
Goals of organization
The goals that is established is to give a quality care and support to children to make sure that all
the policies and laws of WECS are followed by the educators in providing care and support to
the children. The training will be given to educators in order to ensure that they are able to
enforce all the responsibility regarding their work in the organization. The training will be given
on how to maintain records of children as per the department of education. The educators will be
trained on how to assist in the implementation of WECS statement of philosophy (James and
Prout, 2015.).
Principles of coaching
The six principle of coaching can be used in the case scenario or situation that is given

In the first step, the space and opportunity should be provided. In the next step, the student's
agendas and developmental goals need to be identifies and hold. In the next step, the plan needs
to be made in order to achieve the goals. In the next step, in order to provoke thinking motivating
questions need to be asked. In the next step, listening need to be done with open mind and in the
last step, the inquiry will be given regarding what move will be taken to make the performance
better.
Specific instructions and additional support
All the members working in the team have to follow guidelines and policies like equality,
anti-discrimination and respecting other people’s efforts with dignity. Besides this, in order to
maximize productivity of the team members, they will be provided with training which helps in
their personal as well as professional development through skill and competency enhancement.
In addition, coacher and mentors not only help in resolving work-based difficulties but also
maintain a familiar environment (Daisyme, 2015). It will lead to create supportive environment,
in which, all the workers carry out assigned duties collaboratively and cooperatively for the best
team performance. Referring from the mentioned case, it is necessary to make sure that
Wintergrove Education and Care services Dental Hygine Policy is properly followed.
Conflict resolution strategies
In team-working practices, sometimes, conflicts may take place due to differences in
people viewpoint, perceptions and other circumstances. Being a team leader, it is the
responsibility to make decisions and strategies to combat conflict and reduce its reoccurrence.
Clear communication, team meeting involving active participation of all the workers helps to
minimize unnecessary conflicts among team members, still, if it takes place, then confidential
discussion with the members helps to find out its causes and come up with an appropriate
solution involving mutual acceptance by both the parties (Resolving Team Conflict, 2015). In the
given case, as Ken did not celebrated Sienna’s birthday, hence, feels sorry. He stated that he was
unable to celebrate birthday due to unsure whether children brushed their teeth or not after lunch.
Henceforth, in order to reduce the possibility of conflicts, it is being decided to make a special
badge to wear on that day. Cooperative, collaborative and familiar relationship also will be
maintained among all the colleagues and they will be treated as an important part by recognising
their performance so as to maintain healthy work environment. All the members will be treated
equally without any business or discrimination and group hierarchy will be maintained. Besides

this, weekly meetings will be held, in which, all the members can provide their feedback openly
in front of all the members for the sound conflict management.
CONCLUSION
Thus summing up the above report it can be concluded that Early Childhood Education
and Care plays and essential in the life of children. All the care and safety measure are proved to
the children by the WECS. The childhood care will help the children to learn a lot of things that
will be benefit them in their future. The hygiene activities, sustainable practices will be taught to
children in WECS .The various learning style such as Maslow’s model is used in order to
identify the needs of the children. The management, director, secretary and the board will work
together in order to give quality care to children. The roles of educator are very important as they
interact with both children and their families. The educators develop weekly chart for children in
which activities such as playing, planting trees etc are done. The recruitment of educator will
help to take care of children in more efficient ways. The performance of recruiter and training
and coaching is given according to it.
