INTRODUCTION
PEST analysis is a technique which is used by business entities to analyse external
environment which affects operational activities positively as well as negatively. With the help
of it organisations can formulate such strategies that can guide to deal with negative impact of
external factors. It is vital for all the companies to conduct PEST analysis before planning to
expand a business in order to assess market conditions (Chen, Dominiak and O'Rourke, 2016).
The organisation which is selected for this report is Depaul which is charity and housing
association working with young people age 16 to 25, who are experiencing homelessness. It was
founded by Vincent De Paul in year 1737. Now it is planning to open a new centre in a London
borough.
This report covers various topics such as charity and its aims, PEST analysis for Depaul
and assessment of some specific headlines from PEST. Apart from this recommendations to the
organisation are also provided regarding need of new hostel in new location.
MAIN BODY
Charity and its aims
The practice in which individuals provide help to those who need it is known as charity.
With the help of it the people who are suffering from different issues such as poverty,
homelessness, financial circumstances etc. can deal with them easily. There are various types of
charitable organisations which are providing charities to such persons who need it and helping
them to live their life happily. There is no compulsion to spend money on donations it is a
voluntary activity which is conducted by individuals willingly. Depaul is a charitable
organisation which is providing help to people aged from 16 to 25 and dealing with
homelessness. Emergency accommodation is provided by the enterprise in order to help people
to rebuilt their lives (Dawkins, 2015). It provides charity to individuals for various purposes or
aims that are as follows:
Main purpose of charity is to provide shelter, medical benefits and food to the people
who are not able to attain it due to disability.
Charity is done by people and organisations to provide better life to financially and
medically weak human beings.

Different types of associations and social enterprises take part in charitable activities in
order to reduce the issues that are affecting social economy.
PEST analysis
PEST analysis: The technique which is used for the purpose of analysing external macro
environment in order to analyse such factors that may leave adverse impact upon business
operations or its activities. Main purpose of conducting this analysis is to determine effect of
political, economic, social and technological factors on business planning and projects that will
be launched in the market in upcoming period (PEST analysis, 2016).
Depaul is a charity and housing association which provides shelter to people of age group
of 16 to 25 who are experiencing homelessness. Now the organisation is planning to open a new
centre in a Borough of London which is Camden (Overview of Depaul, 2019). In order to analyse
viability of the new project, the enterprise is willing to conduct a PEST analysis. All the aspects
of it are as follows:
Political Economic
Taxation policies in Camden are very
lenient for charitable organisations.
Political environment changes
frequently with time.
2 new hotels are funded by CCG that
are going to be opened in 2020.
All the enterprises in Camden are
regulated by government.
Political parties in Camden are highly
focused with Charities act 2011.
Depaul spend around 14.1 million
pounds to provide help to homeless
people in UK.
Income which is received by Depaul
from different sources is around 16
million pounds.
Globalisation can help to expand
business all around the world.
International spending of Depaul is
around 33.5 million pounds.
Changes in economic environment can
lead the new project towards failure.

Analysis of headlines
Political:
In Camden taxation policies are very lenient for charitable and household organisations
as they are working for social welfare. It will be a great opportunity for Depaul to open a
new branch of it in Camden as political parties will support it. In order to develop
standard of living of people who are living in this borough legal authorities help social
enterprises such as Depaul to operate business activities in appropriate manner. It is
beneficial for the organisation to grab this opportunity and open a new centre in Camden
with the support of political forces (Dominiak and et.al., 2014).
Political environment and policies changes with time when the ruling party is replaced by
another one it gets changed. It can affect the new project of Depaul because organisation
will be required to modify its strategies according to the political environment of the
borough. It will be very difficult for enterprise to alter all its decisions according to the
legal authorities and if all the regulations are not complied by it then it can result in strict
action of government. Depaul is a charity entity so it is vital for it to take implications
such as Charity act 2011 in to consideration while operating business in order to ignore
interference of political parties of Camden.
Economic:
In UK Depaul spends around 14.1 million pounds to provide shelter to homeless people.
As now it is willing to open a new centre in Camden so it will be easy for it to run

business activities there because legal parties will support it because it helps to develop
social economy. Money which is spent by entity is gathered from different sources such
as individuals who donate willingly for betterment of homeless people in borough.
Economic environment changes with various factors such as inflation, deflation, taxation,
interest rates etc. Such type of fluctuation can affect new project of Depaul in which it is
willing to provide shelter to homeless people in Camden. Whenever such types of
changes takes place it affects all the organisations that are operating business in a country
by affecting income level of individuals. If it gets affected then income of Depaul will be
decreased because if individuals generate lower funds as compare to before then they will
take less part on charitable activities (Dominiak and Fanson, 2017).
Social:
In Camden borough number of young people is very low according to JSNA document. It
states that the rise in number of children and young people in this borough is predicted to
be slower than growth in general population of Camden. Depaul which is a charity and
housing association is willing to open a centre in a new location in London which is
Camden. It is mainly concerned with dealing with homelessness issues of young people
aged from 16 to 25. In this borough population of such individuals is very low and it has
been estimated that in upcoming period it will become more weaker. If in such situations
a new branch is operated by the association in Camden then it can result negatively for
organisation due to lack of young people there.
In Camden unemployment rate is continuously increasing which is a main reason of
homelessness. Level of worklessness is very high in this borough and it is mainly related
to young adults ages 16 to 24. In this age group females unemployment ratio is rising
very fast as compare to males. This issue results in mental issues and homelessness
because when people do not have sufficient amount to spend for their life then it creates
this problem. For Depaul it is a very good opportunity to open a new centre in this
borough because it can help the people who are experiencing homelessness by providing
them home and helping them to rebuilt their lives (Eather and Cottle, 2018).
Technological:
In Camden a new application is being launched which help to gather data of homeless
people and guide charitable and housing association to find them. As Depaul is willing to

open a new centre in this borough so it will beneficial for it to gather data regarding all
the individuals who are dealing with the issue of homelessness. It is a great opportunity
for the organisation to execute its operational activities. If it has appropriate information
regarding the people who do not have a house then it will become easy for it to help them
to enhance standard of living. People of Camden are addicted to technology and internet
and if they see any homeless people then they update its information on the application
launched by Camden's government. This feature can also help Depaul to reach out such
human beings who do not have a shelter to live (Fanson and et.al., 2014).
An innovative program of housing first is organised by government of Camden which
helps it to fight with issue of homelessness. Under this program it is being assured that all
homeless people are having roof over their head. It gives them a platform to recover from
poor situation and improve the life. With the help of this program volunteers provide
them home, appropriate medical treatment and other health services that are required by
them (Ivanova, 2015). Camden is the first Borough in UK which has tried model of
housing first. Homeless people and other persons who are at the edge of becoming
homeless get benefited with the help of such initiatives. This program has attained huge
success in Camden which has resulted in lower number of such human beings which are
not having a home to live. It has helped borough to deal with the issue of homelessness.
As Depaul is planning to open a new centre in Camden which can affect the new project
because various techniques are already used by the government to reduce issue of
homelessness. If it is opened by the association then it can create problems in future as
other initiatives of legal parties are already dealing with it (Marshall and et.al., 2015).
Recommendations
By analysing all the elements of PEST analysis it has been recommended by external
consultant to Depaul that it should not open a new centre in Camden. There are various reason
behind providing this suggestion. All of them are as follows:
Main reason behind providing this recommendation is that the number of young people in
Camden is very low and it has been estimated that in future the growth rate will be very
slow as compare to other population. If in this situation a new branch is opened by
Depaul in Camden then it can result in failure due to lack of young people in borough.

Political conditions changes with time and old policies are replaced by new one by ruling
party and it is vital for all the business entities to comply with such regulations. If
organisations are not able to adopt them then legal authorities can take strict action
against them. As Depaul is willing to open a new centre in Camden and if political
environment changes with time then it can result in huge losses for it (Seaton, 2016).
Fluctuation in economic factors affect income level of individuals. If a new centre is
opened by Depaul in Camden and at the same time economic conditions fluctuates then it
can affect the association. In this situation people will not able to donate money and
without it, organisation will not be able to operate business. It would be beneficial for
Depaul to ignore the new project which is related to opening a new charity and housing
centre in Camden.
In Camden various initiatives such as housing first programs are taken by government to
deal with the issue of homelessness and it has attained huge success. Currently the
number of homeless people in the borough is very low due to continuous efforts of legal
parties. Opening new centre in Camden is not a good plan for Depaul because
government is already using innovative techniques to remove problem of homelessness.
If a new centre is being opened by Depaul in Camden then it can result in failure because
the number of young people between age group of 16 to 25. The legal authorities in Camden are
already taking initiatives in social development activities and conducting programs to remove
homelessness. Housing first programs are held in Camden and it is the first borough of UK
where such type of methods are used to respond the issue of homelessness. The external
consultant has suggested to Depaul to drop the idea of opening a new centre in Camden due to
various reasons that are discussed above. It will be beneficial for the association to find a new
borough which requires its services more than Camden (Windsor and et.al., 2014). If is is opened
by the enterprise then it can result in huge losses because there is no requirements of such type of
association and it will also have to face financial challenges such as lack of funds.
CONCLUSION
From the above project report it has been concluded that PEST analysis is a technique
which guides business entities to formulate effective strategies for proper execution of
operational activities. With the help of it top authority can identify such factors that may leave
adverse effect upon company. If an organisation is planning to open a branch in a new location

then it is very important to analyse market conditions so that plan to operate business can be
formulated appropriately. Large as well as small companies conduct PEST analysis for the
purpose of assessing negative as well as positive impacts of political, economic, social and
technological factors upon business operations.
