EXECUTIVE SUMMARY
Project Summary :-
The current project is about the replacement of air conditioning system in 20 storey
commercial building. Regarding the topic of the project, three proposals have been formulated
among which the most appropriate one was contractor. With an inefficient air conditioning
system the people in the commercial building have to face problems in their way of working.
Background :-
Effective cooperation was obtained from the private organisations and consultation of
certain government authorities were also there. The entire process in which the research was
conducted, proved to be highly compatible in meeting the overall aim of the project.
Process :-
The information was collected from very authentic sources so that the information
acquired could be analysed in an effective manner.
Findings & Conclusion ;-
From the findings of the project, it can be concluded that old air conditioning systems
need to be replaced otherwise they might create problems for the individuals working there. So,
manager of the commercial building need to immediately take in consideration contractors for
replacing the system.
Recommendation & further action :-
From the overall project, it can be concluded that for replacement of air conditioning
system in the commercial 20 storey building, contractor would be highly beneficial.
Furthermore, the contractor's role would be to consistently monitor the air conditioning system
so that is any errors are found, they could be assessed on time.

It is important that all the data and information related with the project should be
performed properly so that the entire project for replacing the air conditioning should be carried
out successfully. Adding more to this, discussions would also be made upon keeping in mind the
environment of Won Chai building where the AC replacement has to take place. Meetings will
be organised and discussions will be made with the staff members so that required data and
information should be completed in proper way. Further all the important points of the
discussions will be noted down and they will be properly recorded so that the while carrying out
the project it can be used in effective way. Each and individual member will be assigned specific
job roles and they will be directed for completing their assigned work so that air conditioning
system could be replaced without facing many difficulties. There are different activities which
will be delegated to the team members according to their skills. This will help in completing the
task on time and in the effective manner. Along with this team member will be support each
other in their tough task so that any individual not face any difficulty in completing the task.

Background : There is commercial building within Wan Chai of Hong Kong where the
air conditioning systems have been in use for more than 15 long years. This building has been
facing the specific problems of failure in their air conditioning system as a result of which the
need to change the entire system has arisen. As a result the system has become defective thereby
causing problems for people working there. Henceforth, replacement of the air conditioning
system is the prior need of the owners & managers. As result of this, they have requested for
replacement.

1.2 Specifications and Constraints of the project
(a) Project Title :- Title of the project is Replacing Air Conditioning system in 20 Storey
Commercial building.
The project of replacing Air Conditioning system in 20 Storey Commercial building at
Wan Chai is taken into consideration. It helps in deep understanding of the project related to
replacing the air conditioner. There are different types of proposal available for replacing the air
conditioner and one among all of them will be selected which is appropriate in respect to
implement at the 20 storey commercial building.
(b) Brief description
New technology is Opening ways for providing better and effective services to various
organizations that are operating. Moreover, many commercial buildings are having Old air
conditioning systems and three exist high need for replacing the existing systems so that air

conditioning system should be improved (Oruç, Devecioğlu and Vural, 2016.). There is high
demand for high quality space and advanced technical systems so that office could be made
equipped with the advanced technical equipments. Multi-story buildings provide efficient
circulation space, Integration of building services, Column free floor spans and high quality
office space for carrying out business activities. Air conditioning system will be replaced by
properly preparing a detailed plan and on the basis of that plans will be made for carrying out the
replacement of the Air conditioning system used in the entity.
Large commercial buildings which are operating in the country requires a long period of
time for implanting a new system as the space is more under these buildings. Majority of the
Commercial buildings are highly centralized and they contain air conditioning equipments. The
central station system for these buildings is connected with the roof and basement. Both the
points are having advantage in terms of easy utility connections and noise isolation. Earlier in
older commercial buildings mechanical equipments are fitted on the roof and the air systems
were served by a single central handling unit on the roof (Navarro-Esbrí, Mota-Babiloni and
Belman-Flores, 2013.). Air conditioning systems which are fitted in the building requires a to
generate a cooling effect. This effect works for offsetting the building from several types of
internal and external loads.

The external pressure and challenges sustained by a building comprise of sun, outdoor
temperature and Wind and internal pressures faced by a building comprise of Heat and Moisture,
light and pressure from other equipments. There are different types of cooling systems that are
used in offices and all the systems are having some advantages and disadvantages. Therefore, it
is important to replace the air conditioner system at 20 storey commercial building so that system
can be improved because of high demand of the high quality space and advanced technical
systems. There different office in commercial building situated which where it is important to
replace the old air conditioning system. So it is decided that at Commercial building all the old
conditioning system will be replaced. For this purpose detailed information will be gather to
identify the best conditioning system and the way to implement it in building. Proper plan will be
made and detailed information will be gathered in respect to successful implementing the new air
conditioning system.
(c) Scope of work
The project helps for designing an improved air conditioning system in which high tech
equipments will be used for replacing the existing air conditioning system in the building. Also,
adding more to this, care also has to be taken care of such that the newly implied systems are not
hindering the comforts of people working in the commercial building of Wan chai. The old
conditioning system is consuming lots of electricity and it is also dangerous because more heat is
produced and it cannot take load of high voltage due to which there are chances of damage can
be take place. This lead to increase in cost while in commercial building it is important to
maintain electricity items and replaced it over a time. Therefore, step is taken to replace the old
air conditioner system with new one which is more effective in term of cooling and consuming
electricity. This initiative will help for saving the cost of electricity and with this working area in
the commercial building will be replaced (Leventis, Shah and McNeil, 2015).

Evidences will be collected for the design of the project and on the basis of that entire air
conditioning replacement system will be executed. Details about company structure chart and
detailed information about the qualification of the personnel should also be determined. In
addition to that a proper management plan will be prepared and details about how the project will
be managed will be determined so that the project should be completed on due time interval
(Zhao and Tan, 2015.). In this it is also required that detailed description about the risk
management plan should be done so that the risk areas associated with the business should be
highlighted. With this legal requirement also needs to be identified so that all the replacing
should be done as per the legal and lawful manner. In addition to that the agency to whom the
contract will be given for replacing the air conditioning system will be identified and they will be
given clear instructions for designing the entire system. Furthermore, contract will be given to
company who will provide high quality services at reasonable price. Gantt chart will be prepared
so that each task can be divided according to its cost and time. By doing this it becomes easy to
identify the critical task and it will be completed first. Proper information of the new
conditioning system will be inspect first in term of its quality, specification, description of the
product so that any damage or any poor quality conditioning system is not implemented.
1. Design requirements:-
The responsibility of appropriately and correctly matching all the constituent components
of the main air conditioning system and also incorporating other installation for ensuring that
installed ones have satisfied all requirements concerning the performances. The architect needs
to be submitted all the relevant and authentic calculations & information for the purpose of
obtaining approval.
2. Air conditioning system:-
2.2.1 General Requirements : The requirements within this particular Section
should be strictly in conformation with all provision concerning contracts with an
inclusion of supplementary_&-general conditions, contract based conditions, and
the basic involved drawings related to the contract.
2.2.2 Scope : Microprocessor controlling system is going to be provided along
with compressor that would be time-screwed. However, they are tend to be
limited towards the manufacturing start-ups, electrical control-&-power

connections, package of air conditioning system, connections of the chilled water-
supply and last one is charging for the oil and refrigerant connections.
2.2.3 Delivering & Handling : The unit needs to be delivered at the site of job
that too assembled in a full manner. The interconnection concerning piping of
refrigerant as well wiring in internal parts have to be ready in order for field
installation. All the vulnerable components within the air conditioning system
necessary for protecting purpose during installation at field, have to b e covered
by protective-covering. The storing and handling of unit needs to be done as er
the instructions provided the manufacturer.
PART 2 : PRODUCTS
2.2 MANUFACTURERS
A. If the equipment provided by manufacturer is able to satisfy the performance schedule and
also complies with the equipment's specifications then, alternate ones are likely to get accepted.

provided to unit, size of piping particularly header & footer location.
B. The costs which are incurred by general-contractor, consultants and sub-contractors is the

independent-circuits, air-cooled condenser lubricating-system.

unit.

structural-elements, control-boxes and structural-base of heavy-gauge.

2.2 Air Conditioning system
The internal compressors and other equipments used in the air conditioners need to be directly
driving. Appropriate drain and vent fittings have to be provided with ambient off-cycle
temperatures.
2.4 acoustical Data
A. The acoustical sound or either power levels concerning pressure-levels data should be
provided in decibels at certain scheduled frequencies.
B. The load at which pressure levels are provided should be 100%, 70%, 55% and 20%.

2.5 POWER AND ELECTRICAL REQUIREMENTS
A. Power/Control panel : Proper installation of factory has to be done with proper wiring.

The required time for contract completion is 3 months in approx. Total contract time of
this project is 2 Months and in this period the entire project will be completed. It is critical that
entire activities of the project will be completed in due time so that extra cost for implementing
the project could be reduced (Sultan, El-Sharkawy and Koyama, 2015). In addition to that all the
workers also needs to allocate task and work activities in planned manner so that additional cost
of the entity should not be spent and the project should get completed on due time and it will
save the cost of the organisation in completing the task for replacing the air conditioning system.
Entire project completed in the given time for this purpose all the activities are break on the
basis of cost and time it consumes. This make easy to identify the task which need to be
completed on the give time and task which delay not affect the project time and cost. Firstly
those task will be taken into consideration which are important and cannot be delayed so that
additional cost not need to pay for replacing the old conditioning system.
K. CONTRACT-COST
The estimated costing for entire contract is 10 to 12 HK$. The project for replacing the
air conditioning system will be given to a contracting organisation and the firm will be given

instructions for replacing the existing air conditioning system in the firm. Contract is taken into
consideration in a legal manner with the total cost that £ 10000 so that contracting organisation
not try to breach the contract and complete it according to the contract terms and condition.
L. CONSTRAINTS
The most relevant constraint is likely to be the period of construction. The system air
conditioning cannot be paused. Timely cold water needs to be provided. Necessary materials
need to be transported within 10:00 to 12:30, 14:00 to 17:00 and afterwards 20:00. There are
several constraints that are faced while implementing the project as per the plan and thus it will
affect the overall project that is being planned for changing the air conditioning system used in
the 20 Storey Commercial building. Total time line for this project has been estimated to be 2
months and it is vital that the project should be completed in this period of time. Time can create
major constraints for completion of the project. One more constraint for completing this project
is Duration (Qv, Dong and Yao, 2017). The duration for the project is less and in that period it
is a challenging task for scheduling and completing all the activities of the project. Sometimes
client also changes their requirement and due to that problems are faced in completing the
projects. Moreover, Public safety and access or safety of opinions is one more constraint which
is faced by the organisation in properly implementing the replacement of air conditioning system
in the entity. One of the another constraint faced is related to cost because any critical task is
delayed than it will lead to increase in cost.
M. ACCEPTANCE OF PROJECT
The general specifications regarding Air conditioning system have to be followed.
These are provided by EMSD that is Electrical-And-Mechanical-Services-Department which is
government organisation of Hong Kong. Acceptance of the project show the gaining contractee
approval. For the project acceptance it is important to sign the contract by both the party. Further
the project can be accepted at the time when both the party accept all the terms and condition of
the project.
N. Any Standard Drawings
Project plan will be plotted on paper for how the plan will be successfully executed in the
20 story Commercial buildings. The entire plan was discussed with contractor and through
drawing a plan will show the location and connection of equipment system involves in different
elements which can be manage using concept draw.

(o) Terminations : There are some condition on the basis of which contract can be terminated by
contractor or manager of 20 storey building. Some of the main causes of termination of contract
is as follows:
 Contractor fail to perform in terms of quality or quantity of work and material or the plan
and the specification.
 If manager fail to pay the contractor on time.
 Contractor failed in performing in a timely manner or properly coordinating to its
supplier.
Further there are some contract issues which can be resolved and effort need to made for doing
so through the help of negotiations.
(p) Quality of standards
It is critical that proper quality of standards should be used so that a very effective air
conditioning system should be implemented in the organisation. All standards for quality will be
used so that chances of failure and risks should be reduced by adopting specific quality of
standards. All the machineries and equipments will be used that are of vary standard quality so
that chances of failure of air conditioning of the commercial building (Tian, Cai and Liu, 2015).
For quality of standard it is important to monitor work on regular basis so that if any fault is
identified then it can be improve on the time.
(q) Working Hours
Working hours for all the individuals that are associated with this project will be
determined so that all the individuals should be given opportunity for completing the project on
required time interval. In addition to that specific time will be determined for the working hours
that will be determined so that entire project will be completed on time. Standard working hours
for the project has been set as 8 hours and every individual will be expected to complete the
project on due time.
(s) Site Constraints
The replacement of Air-conditioned system will be taking place in the 20 Story
commercial building and it will support for completing the entire project on due time interval.
There are some site constraints which are faced such as lack of commercial space and due to
which challenges are faced in replacing the existing system (Navarro-Esbrí, Mota-Babiloni and

Belman-Flores, 2013). Further, lack of proper electricity and water supply will also be creating
constraints for the project and due to that challenges will be faced and due to that challenges will
be faced in the replacing the air conditioning system.

It is important that all the necessary data and information should be available so that all
the activities of the project should be successfully implemented. In addition to that there are
some other necessary information which is required for completing the project. Data and
information will be collected from the sources such as internet and other sources so that details
about all the equipments and machineries required for the project could be gained. In addition to
that information is also required for completing the project on due time. Further, details about
contracting agencies which provides services in this area will be identified. It will help for giving
the contract to the authorised agency and on the basis of that the contract will be passed to the
authorised service organisation. At the time of replacing the contract it is important that all the
information related to the building and equipment is shared at the time of giving project on
contract.

1. Introduction
Air conditioning replacement can be done in many ways and it depends according to
building size and the availability of pre existing system in the 20 storey building. Here given
below are three proposal which can be used for replacing air conditioning system which are as
follows:
20 storey building is known as commercial building The HAVC installing a new air
conditioning system by replacing the older one. AC replacement service contract it provided by
many companies to the customers. In our proposal we replace 2 sets 200 Ton air conditioning
system. For understanding more about these contracts and there offer client can make informed
and wider choice.
The objective of this proposal
 To minimise the electricity charge
 To increase the capacity of cooling
 To maintain the desirable indoor room temperature.
3.) Existing system description
The existing system have capacity of 400 tons by set of 200 Ton air cooled. This system is
separated from the chiller plant for building.
4.)Description
Contract can be given to those companies who provide quality product and services and charge
low cost. For Contract, there are some terms and condition which need to be fulfil such as the

tender should give 2 months of the complete machine includes compressor. The comprehensive
services contract will cover the replacement of all spare parts' compressor during the contractual
period. Further, there are different type of contract which are depended on the cost which
company charge from client. One of the basic contacts includes some services such as tune up
emphasizing system and check-up after fixed period of time. Further another contracts can be
find which include parts and services of problems which is identified at the time of check-up and
some of the them include emergency services. Along with this, if contract is done with the
company from where Air conditioner are purchased then they provide some priority treatment to
clients at low cost. This can save time and discomfort which can be feel when AC not work
properly. In the contracts more services can be include which depend on the pay. There are
some positive aspects if contract is given to the company that is for the given period such as 12
months or 2 years.

5.) Energy Analysis
Description
The new air conditioning system is effective in cooling the room and it also consumes
low energy as compare to old air conditioning system. Here, contract will be taken for replacing
the entire existing conditioning system to To the 20 storey building it is suggested that for
calculating the chiller energy consumption on accordance with the ethology used by air
conditioner further its internal part load is high so the overall efficiency is appropriate for the
building. If 20 storey building purchase a service contracts then it will be more likely to get an
annual tune up for AC system. They will also improve AC energy efficiency as because
technician of particular company can change dirty filters so that air conditioner can work more
effectively. On the other hand there are some negative aspects of making contract for replacing
air conditioner is that. Contract cost can be high as compare to normal purchase. The cost can be
in between HK$150 and HK$500 per year as it depend on the amount of services which is
offered. Here for replacing the old system with new is affordable because its cost may not be
worthwhile. For instance, if any major repairs is required then it can cover in the contract. The
contract can cost more than compare to service and repair it offers. In contract it important to pay
the fee every year whether repair is needed or not but it is important to pay for contract ever year.
Before signing contract it is important to determine the cost of routine maintenance of AC and it
is also important to make sure that cost of service contract is comparable. In contract labour cost

is generally between HK$40 toHK$60 and single maintenance visit takes 3 hours (HK$60-
130HK$).

own labour for fixing it then it cost less as compare to contract. As it can be stated that cost of
installing air conditioner is high due to which the manager need to pay high cost to labour for
replacing. In hiring a labour manager can easily avoid other charges such as maintenance and
repairing. But there are some negative aspects of directly hiring labour as compare to contract.
Labour can be hired for fixed period of time such as till replacement. Along with this cost need
to pay them on daily basis.

separated from the chiller plant for building.
4.)Description
For changing conditioning system labour not responsibility of repairing it any problem
occur within a year in air conditioning system. Further, for changing the dirty filters and spot
other problem which are impacting efficiency of air conditioner manager for this purpose need to
hire a qualified technician. Technician will inspect system and for few times to identifying the
causes. Further technician can charged high cost as for small issues. Along with this manager
need to pay high cost if maintenance is required of AC. On the other hand there are some
positive aspects of hiring labour for replacement air conditioner such as it can avoid unnecessary
cost every year for maintenance and repaired if it is not required. Along with this manager of 20
storey building can avoid additional charges every year which it need to pay in contract. Hiring
labour help in avoiding unnecessary expenses but some time they need to pay high cost if
repairing is required in emergency.

To the 20 storey building it is suggested that for calculating the chiller energy
consumption on accordance with the ethology used by air conditioner further its internal part
load is high so the overall efficiency is appropriate for the building.

project, were recorded. Each of the activity that is scope of the project, estimation of the
costs and other procedures related to the proposals were also recorded.
3. 30-08-2017 : As per this, the significant activities which are carried out in the overall
project, were recorded. Each of the activity that is scope of the project, estimation of the

consideration.
4. 3-09-2017 : Furthermore, the associated stakeholders engaged with the current project
