INTRODUCTION
Managers within healthcare home possess certain legal and moral obligation to ensure a
high quality of patient care and support. Thus, health care managers possess a crucial role in
delivering quality of care and patient safety so that their priorities could be attained (Parry and et.
al., 2016). Present report is about Small Steps Centre that is focusing upon young adults with
learning disabilities and focus upon helping service users develop their social skills. Recently
Sam a new care manager has been appointed and thus he is focused towards implementing some
changes so that quality of care home could be enhanced.
1. Roles and responsibilities of new health care manager in maintaining quality
Primary responsibility of health care managers is to foster care and support to service
users through providing them quality care. It is essential for managers to determine budget, order
and receive supplies that administer payroll and benefits so that success could be attained.
Managers are also required to identify the needs and wants of patients in regard to provide them
appropriate facilities regarding maintaining quality in Small Steps Centre which would result in
developing social skills of service users (Kral and et. al., 2014). Following are the different roles
and responsibilities of health care manager in maintaining quality in Small Steps Centre are
discussed underneath-
Health care managers are required to understand the health care laws, technology and
standards that helps in representing care home at external meetings and set quality
standards (David and et. al., 2014).
Managers also possess the responsibility in relation to improve the efficiency and quality
in regard to improve delivery of direct healthcare services.
Also, it is significant for managers to comply to rules and regulations in regard to
healthcare facilities so that appropriate quality care could be delivered within Small Steps
Centre (Neumann and et. al., 2016).
Managers are also responsible towards providing quality services to care users and thus
satisfy their needs in regard to attain desired results. Further, developing communication
with members helps in identifying the needs of medical staff and department heads so
that quality care could be delivered to young adults with learning disabilities (Mellentin
and Heasman, 2014).

Health care manager possess the responsibility of providing medical facilities in the form
of personal care support services such as communication, meal, medication,
transportation etc. All such facilities helps in improving the needs of individuals and thus
provide high degree of medical care and health care services to patients (Serrano and et.
al., 2017).
Another responsibility of health care manager is to obtain training facilities to support
patients and thus satisfy their needs.
Care manager are also responsible for managing staff, finances and building care plan in
relation to satisfy the needs of service users so that proper health care facilities could be
maintained (Buscemi and et. al., 2014).
2. Conduct a SWOT analysis of the centre
Following is the SWOT analysis of health care centre which are discussed underneath-
Strengths
Care centre employs highly skilled
clinical staff to support care users.
It is opened every day from 10:00 –
16:00 hours and help service users to
develop their social skills (Cameron
and Green, 2015).
Centre needs to have efficient
environment such as sharing, openness
and commitment in regard to increase
patient confidence (Hayes, 2014).
Patient wants to get involved with staff
and improve their health facilities.
There are various other local charities
willing to participate in the activities of
care centre (Goetsch and Davis, 2014).
Weaknesses
Waiting time for patients care is high
and thus it creates issues for improving
health care of service users.
Voluntary participation of care
providers are not increasing (Parry and
et. al., 2016).
Also, highly skilled staff is not
available that lead to deliver improper
quality services to patients (Kral and et.
al., 2014).
Staff is not clear within their
relationship with care user.
It also carries out narrow focus upon
different events and not partnership
activities (David and et. al., 2014).

3. From SWOT analysis, suggest two changes to be implemented in the service. Using relevant
change management theory, explain how Sam should implement and manage these
changes
It can be evaluated from the analysis that the two changes i.e. voluntary participation of
care providers and developing clear relationship between staff and care user needs to be
implemented within the care centre. Thus, both these changes are being introduced in the care
centre so that quality services could be delivered to patients and thus it helps in improving their
health and safety. Increasing volunteers for participating in care service providing and improving
relationship within care user and provider so that patients could enhance their health needs
(Goetsch and Davis, 2014). Here, the new care manager requires implementing such changes
within the care setting and thus manage them appropriate so that desired results could be
attained. It also helps in improving the care home and results in attaining high quality services to
patients. Sam being care manager requires identifying and implement changes that results in
improving the services so that quality care could be given to care users. It is essential for Sam to
implement changes in relation to bring changes such as increasing voluntary participation of

individuals to improve service quality and developing relationship within staff and care workers
so that quality services could be rendered to patients. Through improving such changes it would
result into increasing participation of more number of workers and thus render quality services to
care users. Thus, it results in managing such changes so that appropriate results could be attained
(Hayes, 2014).
Further, implementing Lewin's change management theory that helps in managing
change and thus implement such changes so that care users could attain satisfaction. With the
help of such change management theory it results in implementing and managing change within
firm and thus improve the operations of care home in market (Serrano and et. al., 2017). Change
management model involves three different stages of change which involves-
Unfreeze- It involves most of the people that make an active effort to resist change.
However, in regard to overcome this tendency, a period of unfreezing should be initiated
through encouragement (Cameron and Green, 2015).
Transition- However, once change is being initiated, company moves into a transition
period that would last for certain time. Also, adopting effective leadership and
reassurance is being crucial for the process in regard to be successful.
Refreeze- Later, after bringing change and being accepted it helps care setting to become
stable again and staff refreezes as they could operate under developing new guidelines
(Parry and et. al., 2016).
Through implementing changes it helps care home to monitor improvements and thus
analyse the needs of care users so that appropriate services could be rendered to attain desired
results. Adopting change management theory helps Sam in implementing and managing these
changes so that effective voluntary participation of care providers and developing clear
relationship between staff and care user needs to be implemented within the care centre (David
and et. al., 2014). With the help of such change management theory it results in raising
awareness among care providers so that they could deliver quality care and support to patients in
regard to enhance care services and thus achieve desired results.
Through analysing SWOT analysis it results in bringing changes to be implemented
within service. With the help of relevant change management theory it assists Sam to implement
and manage these changes so that effective voluntary participation of care providers could be
enhanced while clear relationship could be developed among care providers and patients

management theory in regard to manage these changes which results in improving the efficiency

CONCLUSION
It can be concluded from the study that Small Steps Centre for young adults with learning
disabilities focuses upon helping service users develop their social skills. Care managers are
required to identify different roles and responsibilities of manager so that quality care could be
rendered to patients. Further, carrying out SWOT analysis results in identifying the strengths,
weaknesses, opportunities and threats of care centre. Applying changes helps in improving
services so that changes could be introduced within care centre.
