INTRODUCTION
Facility management is an interdisciplinary business function which coordinates
infrastructure, space, organization and people. It deals in different areas such as arenas, universities,
schools, sporting complex and administration of office blocks, shopping complex, convention
centres, hotels, manufacturing and shipping (What is Facility Management?, 2016). On the other
hand, operation management defines as an administration of business practices which is used to
develop the high level of efficiency for an organization. It is a process of transformation of material
and human resource into goods and service by utilizing the existing resources as much as possible
to achieve high profit level. The present research is based on facility and operation management
(Vetráková, Potkány and Hitka, 2013). Objectives will cover under the present study are
operational responsibility of a facility manager, legal, health, safety and environmental obligations
to be addressed by facilities operations, application of administrative systems to support facilities
operations and ways to review quality and effectiveness of the facilities.

1.4 Impact of facilities operations of employers
Funding agencies are those agencies which provide capital to the company to run its
operations and facilities. In the case of given case study, facility manager must be know about
regulations and conditions of management board. Impact of facilities operations on employer will
be he will take care of all facilities and needs of the client (Krajewski, Ritzman and Malhotra,
2013). Along with this, he will assess the risk at the workplace and try to meet the satisfaction level
of customer.
2.1 The statutory regulations that will affect facilities operations
As per the given case study, it has found that EThames Graduate School contact with Fizz
Bang Events firm to organize upcoming events. In this context, facility manager of the organization
needs to follow some statutory regulations. Its impact on facilities operations for events is as
follows:
Management of Health and Safety at work regulations 1999: It will help in assessing the risks to
employees during the work and create awareness in them to follow safety regulations. It will also
assist in effectively plan, organize, monitor, control and review of health and safety arrangements
Fizz Bang Events firm (Rondeau, Brown and Lapides, 2012).
Workplace Regulation 1992: It will help facility manager to ensure that working areas are clean,

well-lit, comfortable, well organized and well ventilated.
Manual handling operations regulations 1992: With the help of this, facility manager will ensure
that techniques use for transporting and supporting of loads effective or not.
Provision and use of Work Equipment Regulations 1998: It assists facility manager of Fizz Bang
Events firm to ensure that all working equipments like tools, vehicles etc must be safe and secure
and compatible to the team members regarding the use (Akkerman, Farahani and Grunow, 2010).
Personal Protective Equipment at Work Regulations 1992: The impact of the following regulation
on facility operations is facility manager of cited organization will provide different personal
protective equipments to the team members to minimize the risks of hazards and other risks.
2.2 Health, safety and environmental measures needed to be implemented by a facilities
manager
In the given scenario context, facility manager must be implemented some health, safety and
environmental measures which are as follows:
Control of substances hazards to Health Regulation 2002 (COSHH):
 Under this, facility manager must make a suitable sufficient evaluation of health risks to
employees to determine hazardous substances.
 Provide control exposures to team members by giving facility of Personal Protective
Equipments (Lucas, Bulbul and Thabet, 2013).
 Grant health surveillance to the staff.
 Maintain records of employee’s health and prepare safety data sheets.
Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995: Here, facility
manager needs to prepare different reports related to diseases of team members, injuries during the
work and hazards occur at the workplace.
2.3 Documentation required to statutory regulations and health, safety and environmental
measures
Facility manager of Fizz Bang Events must be documented statutory regulations and health,
safety and environmental measures which are as follows:
 By keeping paperwork related to annual health and safety reports of the employees. It will
contain all kind of information such as disease, hazards, injuries, health and safety risks etc
 By preparing and posting of various health and safety posters to maintain health of team
members during organizing events (William East, Nisbet and Liebich, 2012).
 By following fire authority regulations and ensuring that the place select for event should
have fire exists, fire blanket, fire alarms, fire exit sign and first aid kit. Along with this,
facility manager must also give training to the staff related to handling the risks and hazards

1.1 Responsibility of the facilities manager for staff engaged in facilities operations
As per the given case study, it has found that at the time of organizing the event, facility
manager play important roles. For the same, he has several responsibilities to keep engage the staff
in the work. A list of some responsibilities of the facility manager is as follows:
Employment condition: Facility manager responsible for ensuring the employment
conditions which includes contract with employee. He has to assure that staff members are getting
good working conditions as per the contract (Geng, Tsuyoshi and Chen, 2010).
Pay issues: To increase the engagement of staff in the work, the facility manager solves the
pay issues. He has to know team members’ problems regarding their wages and resolve them as
soon as possible. Delay in this work may be demotivate them and affect their working efficiency.
Training and development: It is a prime responsibility of facility manager to keep engage
team members within the new event work. To make the events more memorable for the client and
develop as a good source of revenue generation, facility manager needs to given training to the
staff. For this, he has to first determine their training needs and then select appropriate source of
training and development (Facilities manager, 2016).
Safety hand book: Before going to plan client event, facility manager of Fizz Bang Events
firstly distributing a safety hand book to the team members. It will include all possible hazards that
may be occur at the workplace with employees any time if they will not following health and safety
regulations (Swain, 2016).
1.2 Responsibilities of the facilities manager has for operational aspects of the building
To conduct events for EThames Graduate School, facility manager also fulfil responsibilities
regarding operational aspects. For the same, some duties are as follows:
 Facility manager needs to confirm that selected locations for organizing events are proper or
not. He has to ensure that there should be proper ventilation facility, appropriate sitting
arrangements, working and complete installation of fire alarms and fire exist, availability of
first aid kit etc (Mallen, Adams, Stevens and Thompson, 2010).
 Facility manager responsible for assuring that chosen place is safe, secure and comfortable
in all kind of aspects. Along with this, the employees do not face any kind of hazard and
health issues during the work.
 Apart from this, facility manager needs to know the pre installed heating, ventilating, and air

conditioning machines are working effectively or not. It will help in maintain indoor air
quality during execution of events in building.
 Wherever require, the facility manager requires to finds out those areas which will be
needed maintenance and repairing. Along with this, he has to plan to fir or install some
flexible modular to make the space more wide and comfortable (Park, Kim, Kim and Kim,
2011).
1.3 Responsibilities of the facilities manager has towards customers using the facility
Apart from staff engagement and operational responsibility, facility manager of cited
organization is having some responsibilities towards client which will use the facility in the future.
List of those duties are explaining below:
Identification of customers needs: Facility manager must be discussing with EThames
Graduate School to know their needs. With the help of this, it becomes easy to highlight those
expectations which make the event more successful (Hill and Hill, 2012).
Deliver service information to the client: Facility manager of Fizz Bang Events should give
information about the progress of event planning time to time. By doing this, if client requires add
or change any activity then entire plan can be modify previously before implement of action plan.
Prepare security policy for the clients: Facility manager must ensure the security of client in
the building. For this, he has to check security facility of building and install some CCTV cameras
for security and safety of the service users. Along with this, by appointing security guard at the time
of event, security at the place can be increase (Subramanian and Ramanathan, 2012).
Provide basic necessities to the customers: Wash room, Car parking, Disable toilets, water
coolers etc will be check and provide by facility manager to its clients in effective manner.

3.3 Systems needed by a facility manager to support effective building management
As per the given case study, it has found that Fizz Bang Events organization appoint by
EThames Graduate School for conducting an event. For this, facility manager of the firm is
responsible for effective building management where the event will be held in future. For the same,
he will need some systems which are as follows:
Power systems: To lighting the building which selects for held of event will require some
power systems. In the case of power cut, this can be use to run the event without stopping it. Along
with this, powers systems will be help of run various equipments ion effective manner (Alderton
and Saieva, 2013).
Illumination System: For lightening the building so that audience can see the event in

appropriate way, facility manager will require illumination systems. With the help of this, the
gallery and other areas of building can be light up so that risk of slip and trip can be minimize.
Electric Power control system: With the use of electric power control systems, facility
manager can control the voltage of power in appropriate manner. By setting of amperes and volts,
the electric machines and equipments can be secure from the effects of high voltage. Along with
this, it will also assist in operate various high voltage machines and tools with effective control on
supply of power (Vetráková, Potkány and Hitka, 2013).
Heating, Ventilation and Air-conditioning HVAC System: It is a technology of indoor and
vehicular environmental comfort. With the application of it, it becomes easy to provide thermal
comfort and acceptable indoor air quality. Facility manger will use the following system in building
management by which he will able to keep control over the temperature, oxygen replenishment,
carbon dioxide and removal of moisture, smoke, odours, heat, airborne bacteria etc from the
building.
Security & Observation system: Facility manager will different security and observation
systems in building management where the event will be held in upcoming days. For security, he
will provide magnetic cards to its staff members and clients. It will keep control over the access of
the building by any one. Further, facility manager will install Fire alarm system in the building in
case of fire at the place due to any kind of reasons (Krajewski, Ritzman and Malhotra, 2013).

all facility operations are as per the requirements of the clients (Lucas, Bulbul and Thabet, 2013).
CONCLUSION
From the above study, it has found that EThames Graduate School has appointed Fizz Bang
Events to organize an event. In this context, there have some operational responsibilities of a
facilities manager. Various legal, health, safety and environmental obligations have considered by
him at the time of planning of event. With the help of several techniques and methods, quality and
effectiveness of the facilities have evaluated.
