What is a Project Plan?
A Project Plan is the management document for the project. It is owned, maintained and utilised by the
Steering Committee to ensure the delivery of project outputs/deliverables and for the realisation of project
outcomes.
Why would you develop a Project Plan?
A Project Plan is developed to provide:
an overview of all the project components; how you intend to produce the outputs/deliverables
and a brief description of the roles and responsibilities of each of the stakeholders;
the project’s sponsor/steering committee/senior management with a documented framework
for the delivery of defined project objectives and the effective monitoring of the project from
start to finish; and
a formalised agreement between the Project Sponsor/Steering Committee/Senior Management
and the Project Manager of what needs to be delivered and when.
When would you develop a Project Plan?
Approval to develop a Project Plan for a small project may come from senior management or be
obtained from the acceptance or approval of a preceding stage such as a Project Proposal, or Project
Business Case.
What you need before you start:
Agreement to proceed with the development of the Project Plan from the Project Sponsor.

Overview
1. Executive Summary
This project is primarily based on the development of a suitable primary healthcare model
for the rural and indigenous people of Australia where people lack health awareness as well
as healthcare services. According to a survey published online, at least 75% people from
rural and indigenous areas do not receive even primary healthcare treatment and die from
diseases at much younger ages than usual. It has also been found that the aboriginal people
are even more affected by the problem as they have various determinants against modern
processes like healthcare and others. Of the main diseases that are extensively noticed in
among these people, the most diseases come from food, water and hygiene. While primary
healthcare is not the ultimate solution to the problem, but it certainly be one strong step
towards the development of good healthcare system in the rural areas. Furthermore, the
development of a primary healthcare will also raise awareness among the rural and
indigenous people so that they accept healthcare services to prevent and cure diseases that
are causing untimely deaths or physical complications among them. The initial plan for the
project is to develop a primary healthcare framework with special training to nurses who will
then able to reach the rural areas and provide primary healthcare to the people in those
regions. In addition to the healthcare framework, a suitable educational infrastructure will
also be developed that will host internship and training programs for the graduate nurses.
The overall primary healthcare infrastructure will be developed with a community based
model with emphasis on the rural and indigenous people of the country.

2.1. Project Title
Education Package for New Graduate Nurses in General Practice (Rural posting to help the
rural and indigenous people overcome various primary healthcare problems)
2.2. Project Background
The main background of this project involves the shorter life spans of rural and indigenous
people of Australia that mainly happens due to the lack of awareness regarding diseases and
hygiene. According to a survey published online, at least 75% people from rural and
indigenous areas do not receive even primary healthcare treatment and die from diseases at

The main problem that will be addressed through this project is the lack of sufficient training
of nursing graduates in general practice so that they can be posted in the rural areas for the
rural and indigenous primary healthcare initiative. Hence, the focus for this project is
providing the graduate nurses with sufficient training in general practice.
2.3.2. Project Goal
The main goal of the project is to develop a primary healthcare framework with special
training to nurses who will then able to reach the rural areas and provide primary healthcare
to the people in those regions. In addition to the healthcare framework, a suitable
educational infrastructure is also planned to be developed that will host internship and
training programs for the graduate nurses. The overall primary healthcare infrastructure will
be developed with a community based model with emphasis on the rural and indigenous
people of the country.

Three SMART objectives of the project are listed as follows.

The desired outcomes for the project include:

within the next 2 years
2.7. Exclusions
This particular project is specific to the development of primary healthcare infrastructure for
the rural and indigenous communities and hence, it excludes the training of junior doctors
and assignment of doctors in the rural areas. This is not within the realistic targets of the
project and hence, for the project, only the training of nurses is included. Moreover, this
project also excludes the development of training of nurses from grass root level as it will
require the development of a huge infrastructure that will in turn require a huge amount of
investment that is not possible considering the current scope of the project.
2.8. Assumptions and Constraints
2.8.1. Assumptions
It has been assumed in the project that the general practice internship training for the
nurses will be sufficient for them to provide primary healthcare services. Furthermore, it has
been assumed with sufficient awareness campaigns, the indigenous and the rural people will
accept primary healthcare services and will contact the nurses for help in case of diseases or
medical conditions.
2.8.2. Constraints
The main constraint in this project is that most of the graduate nurses are not willing to get
posted in the rural areas and hence, they may not accept the general practice training as
proposed in this project.

3.1. Methodology of Work Breakdown Structure (WBS) and Activities
When a project is broken down into several activities and deliverables, it is known as a work
breakdown structure. The purpose of the work breakdown structure is to divide the project
into activities that can act as mini projects such that they can be used to individual
scheduling and budgeting. These individual schedules and budget are then added up to
determine the final budget and schedule. The work breakdown structure also helps to
determine the critical path of the project that is important to estimate the minimum
duration required to complete the project.

4.2. Communications Management Plan
Communication is essential in any project to develop effective team work and team
bonding as well as ensure there is a proper flow of information between stakeholders. In
this project, communication management is essential to ensure the stakeholders update
each other about the project to remain well informed, especially in the tasks that are
connected to each other. For example, the campaign manager must inform the project
manager about the success of the campaign in order to proceed with the project.
Furthermore, before the general practice training program is initiated, the graduate nurses
will have to be communicated through advertisements and brochures so that they can
apply for enrolment in the program.
4.3. Reporting Requirements
In order to ensure proper streamlining of project related information from the low to the
higher management levels, reporting is absolutely necessary. The project team members
will report daily to the team manager who will in turn report weekly to the project
manager. The project manager will report to the management once every month regarding

8.1. Quality Management Plan
8.1.1. Protocols, policy, Guidelines and Standards;
For proceeding with the project and providing healthcare services, it will be required to abide
by certain professional and medical protocols, guidelines and standards. Handling of
medicines, critically sick patients and other related activities will require the nurses to strictly
abide by the medical profession protocols or will face strict punishments.
8.1.2. Monitoring Procedures;
Throughout the course of the project, the project manager will monitor the progress of the
project to ensure it is moving in the right direction. The monitoring process is aided by
progress reports that are forwarded to the project manager at the end of every week.
8.1.3. Change/Issues/Problem Management;
If the project manager, during the monitoring process, notices some issues or problems in the
project, he may introduce some change management activities that will bring the project back
on track. However, for introducing such changes, feasibility test of the changes has to be
conducted and the changes must be approved by the steering committee.
8.1.4. Review and Acceptance Procedures; and
Project review and acceptance procedure will be conducted after the project is over. The
review process will involve detailed review of each activity of the project and it is to be
ensured that each milestone is reached at the right point of time and the right amount of
spending.
The acceptance procedure will include development of a checklist to determine if all the
requirements of the project are met. Even if one of the requirements is not met, the project
will not be accepted and will be sent back for restarting the unmet

Throughout the project, appropriate documentation and record keeping is required in order to
ensure they can be reviewed for future reference purposes. The project manager will review
the document at the end of the project and will forward it to the management for further
review and approval.
9. Project Closure & Outcome Realisation
Once the project is handed over and appropriately reviewed, it is ready for closure. The
project closure will be based on the fulfilling of a checklist that will be completed by the
project stakeholders.
The outcome of the project will be realised within a period of 1-2 years from the completion of
the project. It will be important to ensure the project requirements are fulfilled so that the
outcomes are realised as per the expectations.
