INTRODUCTION
Organization structure & culture plays a very important role in every organization. This is
related to the structure which has been adopted by any organization since its establishment. This
report is based on Metropolitan police service, which was formed on 18 September 1829
(Christensen and et. al., 2014). Metropolitan polices services has lead to smooth functioning of
police services in London and is catering towards safety of people. Present report is based on
different organizational structures in public sector organizations, chart of culture in such
organizations and role of local and state government in search organizations. Various approaches
related to management structure, concept of organization behaviour and last key relationship
between motivation and organizational structure is analysed.

P1 Explain different public sector organisations with respect to their structure
Structure of Metropolitan Police services: This is divided in four main directorates which are
Front-line policing, Specialist operations, met operations & six staff departments in the Met
operations which is related to specialist crime and operations (Vuorensyrjä, 2018). There are
specialist operations & six civilian staff who are supporting departments in the Met headquarters.
Each is seen by Assistant commissioner and in cases where there is requirement of support in
department then director of police part of civilian grade (Miller, 2018). The management is
responsible for various strategic decisions being made in the metropolitan police (Fatsis, 2019).
This is the overall structure which is being adopted in this Police commissioner organisation.
The major head is commissioner who is an operational leader and us accountable or overall
functioning of company (Jones, 2013). This is a having a structure which is having distinction
done according to different functions which are taking place in this organisation (Rowe and
Macauley, 2019). Such functional divisions help in carried on of functioning in a more effective
manner in the metropolitan police commissioner.
Hierarchy structure: Hierarchical structure in a organisation is related to a structure on
which there is a hierarchy that consist of various levels that is flowing from top level to lower
level in a organisation.
Line structure: Line structure in a organisation is a simplest method used for
administrative purposes in a organisation. In this structure authority is flowing from top to

bottom. There is a line of command which consist of authority & responsibility relationships
flowing from top to bottom.
Matrix structure: Matrix organisational structure is a structure in which there is more
than one line of reporting relationships. In this employees from diverse department are working
together for achievement of organisational objectives. Matrix organisational structure is a
combination of project organisational and functional organisational structure.
Project structures: It is a structure that is related to combination of various identified structures
used in a project for pages, devices, objects and functions. In this type of structure all objects are
placed in a hierarchy structure. It eases in identification & location of individual objects in the
project. In case of public services organisation this structure leads to providing a framework that
can lead to development efforts with providing the required guidance and flow covering the
topography of local development landscape.
IOPC: IOPC is a intergovernmental organisation that is perceiving the required
compensation that is related to oil pollution damage may result from the oil spills of persistent oil
from tankers. All the major functions are carried on in this organisation by government of the
country. This is a public sector organisation in which there is procurement executives which are
responsible for research, designing and developing of various UK warheads. The overall
structure of such organisations is designed in such a way that major functions are carried on by
various executives who are part of this organisation. Just like metropolitan police this is also a
public services organisation and major aim is not to earn profits but is to help people of society
(Neuvone and Ache, 2017). This is a public sector organisation which has major function of
performing duties related to oil pollution damages (Rice, 2013). Organisation is having structure
which in form of authority and responsibility which is from authority to their subordinates. This
is helpful in overall functioning of this organisation. The structure has to implemented according
to the government of UK who is majorly responsible for how the functioning this public sector
organisation will take place.
P2 Describe the concept related to culture which is applied to public sector organisation
Every organisation has a particular type of culture which forms the basis of all
organisation functions to take place in an more effective manner (Sznajder, 2017 ). There is a
model which are commonly known as handy's model of organisational culture which is basically
divided into four parts and is used by Organisation in assessing the type of culture which is

prevalent in their organisation (Moggré, den Boer and Fyfe, , 2018). There are majorly four
parts of organisational culture in model as discussed below.
1) Power culture: This culture is related to power is helped by some specific person in whole
organisation. There are certain rules and regulations in and those are related with power (Kübler
and Wälti, 2017). Mostly in organisations power is held by just few individuals only and not
everyone has the power to do a particular organisation activity. This is a reason why there is
difference in people who have power and people who don't possess it.
2) Role culture: This culture is based on the different types of rules which are related to
every individual in organisation. This mainly comes of various responsibilities and rules
according to the various positions organisational structure. Search rules vary from each
individual and related to all job description of a particular employee. Power in the overall is
determined with the help of position held by that person in structure of whole organization
(Morello, and et. al., 2013). Every individual has a particular role which has to be played in the
organisation which is related to the position at which they are working and also according to
their job responsibilities and duties. Such helps in making differentiation of one person with
another.
3) Task culture: This is related to when there are formation of various types of teams in
organisation according to some specific problems related to a particular project. Task culture
improve effective when the team which is formed is dynamic and have people with required
skills, knowledge, training and other required capabilities various responsibilities being assigned
team work. This is related o functions being performed by individuals which have a cumulative
contribution towards increasing overall effectiveness sin the functioning of this public services
organisation and achievement of objectives.
4) Person culture: This culture is with how an individual sees himself as different others in the
organisation. Organization with involvement of person culture is collection of individuals who
work together for achievement of similar objective but they all have a different way of working
and they possess different capabilities according to which they perform their duties. This culture

is related to individuals who are working in the organization and according to individual
personality which they posses. Such positive personality has a very positive impact on overall
growth of such type of organisations.
From above discussed Andes model it can be said that there are basically four types of
culture which prevail in every organisation. In Metropolitan police services, most suitable type
of culture is role culture in every employee will clearly understand what is the basic role and
responsibility that should be focussed on while achievement of their objectives (Nadel, 2013)
(Dood and Doody, 2012).
Analysis of Metropolitan structure with chain of command, ranks and responsibilities.
The overall structure of Metropolitan police service is divide in four main categories each
having separate set of responsibilities. This is related to Front-line Policing, met operations,
specialist operations and there are six civilian staffed departments. All these four department are
type of functional departments and there are specific set of responsibilities which are allocated to
each department according to the type of function that they have to perform. Apart from this
there is a hierarchy structure that is present in Metropolitan police commissioner where
information is flowing from top to bottom. Top authorities are responsible for all the decisions to
be made and work done by subordinates in the organisation.
M1: Analyse the culture, structure, role of government and monitoring organisation
There is adoption of role culture where there is division of work according to four main
directorates that is differing according to the responsibilities. It includes the front-line policing,
met operations, specialist operations and the professionalism & six civilian support departments
that are operating under umbrella met headquarters. The culture is focussed on developing a
strategic direction that is composed of senior leadership position which includes deputy
commissioner, commissioner and other assistant commissioners.

Organisation such as DARA. IOPC and HMIC play a very crucial role in ensuring that
metropolitan commissioner is working in a most productive manner (Fatsis, 2019). These
organisations have to work hard for ensuring that al public sector organisation that have been
formed for benefit of people of society are working towards achievement of organisational
objectives. Such as DARA us Defence Aviation Repair agency and is part of Defence group in
UK help in keeping a check on all activities of public sector organisation such as Metropolitan
service commissioner.

M2: Asses the impact & role of monitoring organisations in making public services accountable
The major role played by monitoring organisations inclusive of the user to provide timely
feedback. Further in IOPC, there is need to focus on enhancement of awareness of the rights &
entitlements of the different community members who are part of metropolitan service. With the
assistance of monitoring organisations there is objective generation of knowledge and timely
qualification of information that can lead to empowerment of government and ensuring that
services organisations like metro police services.
D1: Assess the culture, structure, role of government and monitoring organisation
It can be assessed with the timely analysis of culture structure and laying down of
monitoring organisations for different public sector organisations has resulted into generation of
accurate knowledge on user perceptions and expertise that is critical prerequisite to demand
reforms in the delivery of service mechanism and holding public accountability for providing of
various types of services. In case of metropolitan organisation this knowledge posses a
reasonable impact as there is wide dissemination of information discussed in public domain.
There is also timely participation in degree of responses of service providers according to the
findings of citizen monitoring & evaluation of different tools according to the participation of
service providers. The motoring and and evaluation initiatives are empowering the citizens to
focus in the accountability of government agencies, the success depends on adoption of a
inclusive approach irrespective of the gender, race, class and religion.

From above Report it is concluded that every organisation has a particular culture which
plays a crucial role in affecting the level of performance of employees. There are different
approaches which have been developed with time which plays a very effective role in attainment
of objectives. It is also concluded that management plays a very important role is forming

effective strategies so as to attain set goals of company. Organisation behaviour is also a tool
which will help in studying behaviour of individual and their traits so as to understand their
behaviour and forecast their performance level. Such type of analysis is very helpful in
understanding overall structure of a organisation and in formation of various structure divisions.
Such type of structure helps in smooth functioning of company.
