INTRODUCTION
Change is important part of the organization but because of the human nature, it is not
easily accepted by the individual. Change in HSC has huge impact on the individual and the
patients who are residing there. This report focus on the Local Action for the Disabled (LAD)
which is the residential home and it also provides services to the learning disability. But
according to the authority LAD is closing and the residents will be shifted to the community
based living. There are some of the individuals who are scared and others are not ready to
leave the care home. For this reason, various tools and techniques are discussed to measure
the impact of changes on the individual. Further, the factors which drive the changes are also
discussed to adopt the new tactics to resolve them. Besides this, fact sheet will be made to
identify the principles of change management for facilitating change in HSC.
1.1 Key factors that drive change in HSC
Political factors- The main political factor which affect is the government rules and
regulations. The tax policy of the government affects the cost and benefit of HSC.
Further, for changing the residential home to the community living society, the major
hand is of the government. According to their policy, the LAD has to change their
working.
Legal factors- This consists the acts and the norms which are made by the society.
According to the legal norm, the person living with the learning
disability require one attendant who can carry out their
Activity. This factor drive the changes in LAD
Cultural factors- This includes the belief, norms and
Culture of the resident. As there are many individuals who
are not ready to leave the residential home. It is because of their belief that they would not

live peacefully there. In this case, the LAD has to make them satisfied with the changes
which are made. This factor has contribution in the changes.
Technological factors- As the technology is advancing it has huge impact on the changes,
the LAD can effectively adopt the new techniques to build community based living. With
the new technology, the process can become faster. For example, the HSC firm has
installed the equipment’s for treatment but changes in technology has forced company to
bring tools. It might enhance the level expense and affect the overall business in diverse
manner.
1.2 Assess the challenges that affect the change in HSC
The major challenge which is faced at the time of change in
HSC is regarding the government norms and regulations. It
Is not easy for the LAD to make the community living and

Is the time, if the government will take to pass the order then
The organization has to wait for the time. On the other hand, another challenge which is faced by
the LAD in the change process is that the residents have different belief as well as view which
hinder the process as well as decisions which are made by the organization. Further, there are
many of the residents who are dissatisfied with the decision. This create issue for the LAD as in
the earlier times also, the change was not implemented because most of the residents did not
agreed with the decision. This is the major challenge which is faced by the organization. Another
challenge to bring change in the HSC is the legal norms, they are the basis for the changes but
sometimes, they create challenge and hinder the process of change management. By identifying
the legal norms in HSC, the organization has to comply with them effectively because if they do
not do so then the government will take the strict action against them. For closing the residential
care, it is required by the LAD to effectively accommodate the individual. Further, the main
reason is that they provided services to the learning disability individual. After closing the
