INTRODUCTION
In any Health and Social Care organisation, facilitating change is the dynamic process which
brings potential influence on service users and providers. Change is inevitable for every
organisation as it marks its growth and success. The environment in which a care organisation
perform its activities is changing rapidly because of changes in legislations, technological
advancements, economical changes, political activities and social change. All these changes
influence health and social care organisations that force them to review their systems, processes,
strategies and goals on continuous basis (Bearak, and et. al., 2016). This report is based on Local
Action for the Disabled (LAD) which is the care organisation that runs residential care homes as
well as other services for the individuals with learning disabilities. The local authority decided to
move from residential care to independent and supported community based living for residents.
In context of this, the report aims to highlight key factors which are responsible for introducing
change in the organisation. It also covers challenges that key factors bring to you care services
and development of strategy and criteria for measuring changes. Apart from this, impact of
recent changes on health and social care services impact of these are discussed. At last, key
principles of change management and the way changes are planned and monitor in Health and
Care services are discussed in the report.
TASK 1
1.1 Explain the key factors that drive change in health and social care services
In health and social care services, there are various factors that drive change. These factors
include political, legal, technological, cultural and demographic factors. All these factors
influence operations and working of care organisation. As Local Action for the Disabled is
shifting its residential care services to supported community based living for residents, it is very
necessary for manager to consider the forces that drive change organization’s services in order to
understand that whether they can be quartered or not (Bhanja and et. al., 2017). Some of the key
forces that drive change in care services provided by Local Action for the Disabled are
mentioned below:
Political: This factor highly influences the change in care organization as it is associated
with guidelines and policies of government, norms and regulations, economic stability/

instability in nation, residential land criteria, policies, funding issues, etc. Any change in
political laws can lead to impediment in progress of care organisation.
Demographic and cultural: The factors like needs of community, age of service users,
lifestyle and many other factors can affect Local Action for the Disabled in moving its
services from residential care to community based supported living. With this new
concept, the service users belong to higher age might not be contented or others may be
worried regarding the accomplishment of their basic requirements associated with
supported living.
Technological: This force plays very crucial role in enhancing the quality of care
services as well as in improving the experience of service users. Introduction of new
techniques like electronic communication, maintaining records by using electronic record
keeping, etc. will need to make the workers learn about new methodologies (Castañeda
and et. al., 2015). Therefore, resulting in integrating and driving alterations in services
related to health and social care.
Legal: There are various legislations that can influence the changes that are introduced in
Local Action for the Disabled. These legislative acts include Health Act 2006, Care Act
2014, Health and Social Care Act 2012, NHS and Community Care Act 1990, etc. Proper
execution of these legislation and compliance with these will help care organisation in
running its operations successfully and embrace change at workplace.
Thus, the care organizations are highly impacted by the above discussed factors in many
aspects. Manager requires to ensure that change should be integrated smoothly and its impact
must prove beneficial for community as well as people.
1.2 Assess the challenges that key factors bring to health and social care services
There are various challenges that the key forces like technology, political, legal and
demographic factors bring to services associated with health and social care (Chen, and et. al.,
2016). These factors bring many challenges for service providers, users and other members of
Local Action for the Disabled. Some of the challenges are mentioned below:
Maintaining quality of care is the challenge for Local Action for the Disabled as making
shift in services may impacts its quality.
